About this file
This is a custodial services performance standards document that outlines detailed cleaning frequencies and requirements for different types of facilities at Army installations. The document establishes standards for cleaning various facility types including Child Development Centers (CDCs), other Child Youth Services (CYSS) centers, Physical Fitness Centers (PFCs), Museums/Libraries, University-Level facilities, and other installation facilities.
The standards specify cleaning frequencies (daily, weekly, monthly, etc.) for tasks such as restroom cleaning, waste removal, vacuuming, carpet cleaning, floor care, dusting, window washing, and other custodial duties. The document includes specific requirements for different facility categories, with more stringent standards for CDCs requiring hospital-grade cleaning quality. Notable requirements include daily cleaning of restrooms and high-touch surfaces in most facilities, quarterly to annual carpet cleaning depending on facility type, and specialized cleaning protocols for areas like gymnasiums, shower facilities, and food service areas. The related contract opportunity at Fort Riley encompasses approximately 130 buildings totaling over 1 million square feet, including 8 child/youth facilities, 70 administrative facilities, and various other buildings. This has been an AbilityOne-SourceAmerica contract for over 10 years.

US Army Reserve receives equal IMCOM installation BASOPS Services as does all other Army tenants. USARC will receive custodial services at the same level of support as other authorized buildings on the installation. Any services beyond the garrison's basic service will be provided on a reimbursable basis. To receive custodial services, the building must have the correct CATCODE. |
| 4. Training building under CATCODE (17xxx) such as Simulations Center (CATCODE 17213) and Simulator Building (motion based) (CATCODE 17210) with administrative offices will be treated the same as installation Admin on non-reimbursable basis. |
| 5. Services for Warriors in Transition (WT) unaccompanied personnel housing (UPH) will be funded and executed in full compliance with OACSIM policy memorandum, "Unaccompanied Personnel Housing for Warriors in Transition (WT)" dtd 14 Oct 09, custodial services for WTs residing in WT UPH facilities are included. Services are reimbursable from MEDCOM to IMCOM in accordance with AR 5-9. |
| 6. All cleaning tasks for items herein identified/outlined shall be clean, not cleaned to a 'level of clean'. A clean toilet is a clean toilet and a clean window is a clean window, etc., regardless as to where it is located. The frequency of cleaning is what changes. Also note that it cost more to clean one item once a week than to clean one item two times per week (as a single unit cost). |
