Solicitation

OFFEROR QUESTIONGOVERNMENT RESPONSE
On the subject RFP, does the 8(a) prime have to be small under NAICS 541611 ($15M). Or is the solicitation just set-aside for 8(a)'s of any size?The 8(a) Prime Contractor is required to be a Small Business under NAICS 541611.
Are Offerors who previously submitted, but have since graduated from the 8(a) program still eligible?In accordance with FAR 19.805-2(b), an 8(a) offeror's eligibility is based upon the time of submission of the original offer. The SBA is the authority for eligibility determinations and in accordance with regulation, the Contract Officer will rely entirely on the SBA individual eligibility determinations. Offerors are encouraged to consult directly with their assigned Business Opportunity Specialist at the SBA regarding further 8(a) eligibility determinations.
Are only the original offers allowed to respond or is this open to all 8(a) companies?This amendment, as part of the corrective action plan, has re-opened the requirement. It is open for proposing by any certified 8(a) offeror that is qualified to bid as of the due date of the amendment response due date.
Will the government extend the due date of the past performance questionnaires due to the government shutdown?Past Performance Questionnaires are to be submitted to the Government by the proposal submission deadline as Past Performance Questionnaires are a requirement of this Solicitation. The Government will extend the proposal submission deadline to 10:00am Eastern Daylight Time (ET) on 20 February 2019.
With the issue of a revised solicitation under Amendment 0004, will the Government confirm that only those companies who submitted proposals on 6 February 2018 under Solicitation W911QX-17-R-0003 are eligible to submit proposal revisions that are currently due on 13 February 2019?All 8(a) Prime Contractors under NAICS 541611 can respond. Additionally, Offerors that responded to the original solicitation, but whom have graduated in the time between that response and this amendment, may still eligible for this RFP. Offerors are encouraged to consult directly with their assigned Business Opportunity Specialist at the SBA regarding further 8(a) eligibility determinations.
Are offerors required to acknnowledge all previous Amendments to this solicitation as part of their submission?New and previous offerors are required to sign and submit only the SF 33 and SF30 applicable to this solicitation amendment.
What is the period of performance for TO 0001?The Period of Performance is one (1) year, with four (4) option year periods.
What is the award date for TO 0001?The anticipated award date for TO 0001 is May 2019.
Would the Government consider a TWO WEEK extension for the proposal deadline, due to the government shut down and not having the ability to get completed PPQs by the current deadline?The Government will extend the proposal submission deadline to 10:00am Eastern Daylight Time (ET) on 20 February 2019.

Section L

OFFEROR QUESTIONGOVERNMENT RESPONSE
Section L - Instructions to Offerors lists the second volume within Set 2 as "Volume 3 - Cost." Is there a second volume in between Volume 1 and 3 that is missing, or is the Cost Volume actually volume 2?Set 2, for the Task Order 0001, is comprised of Volume I - Technical and Volume III - Cost, for a total of quantity two (2) volumes. Volume III - Cost is titled according to the naming convention established within the Base IDIQ solicitation volume requirements of Set 1.
If you have submitteed a proposal for the initial RFP, can you still use the same past performance information even though it is outside the 3-year requirement? Is the date for past performance citations considered currrent from the date of the Original RFP, or the date of the Amendment?Volume II Past Performance contract submissions are based upon the time of submission of the Amendment 0004 issue date. Offerors are encouraged to submit new Past Performance Questionnaires if previously submitted Past Performance Questionnaires do not meet the requirements set forth in Section L (ii) Volume II Past Performance and Section M 2. Past Performance Evaluation Approach.
Section L, Page 5, (i) VOLUME I - TECHNICAL;**: This requirement was previously required in the Past Performance Volume, Section 3 – Subcontracts and Joint Venture Partners and has been moved to the Technical Volume. Will the Government please confirm that this information is excluded from the page count?As noted in Section L, Table of Contents, Cover Pages, Summary Sections, Manpower Charts, Letters of Intent, Contract Work Breakdown Structure, Letters of Commitment, Resumes, and Quality Assurance Surveillance Plans (QASP) are excluded from the

page count.

Please confirm that sealed pricing is required for all major subcontractors?The Government confirms that sealed pricing is not required for all major subcontractors.
For Offerors who previously submitted proposals, is the Government expecting revised proposals (track changes from the most recent submission) or (unmarked) new proposals?Offerors shall submit new proposals in accordance with Section L.
In various locations within Section L and M, the Government refers to “TO 0001” and “First Task Order”. We are assume this is one and same reference.“TO 0001” and “First Task Order” refer to the same task order
Section L, (i) VOLUME 1 - TECHNICAL: Will the Government please provide a detailed explanation of what is meant by technical documentation and what is the requirement for this documentation. If this documentation is required, will it be included in page count.Offerors shall thoroughly review the contents of Section M, Section 1 Technical Evaluation Approach to ensure an understanding of how proposals will be evaluated.
Section L, (i) VOLUME 1 - TECHNICAL, Section 1 Sub-factor (a) (i) Contract Program Management Structure and Approach **: Can the Government clarify specifically what is being asked for at the IDIQ level.Offerors shall thoroughly review the contents of Section M, Section 1 Technical Evaluation Approach, Subfactor (a) Management Structure and Key Personnel to ensure an understanding of how proposals will be evaluated for that requirement.
Given it has been over 3 years since the “RFP” was issued, would the Government consider making the recency evaluation within three (3) years of award from issue date of this amendment to the RFP?Volume II Past Performance contract submissions are based upon the time of submission of the issue date of Formal Amendment 0004.
Can the Government please clarify who the POCs are and their appropriate email addresses.Current Government POCs are Ariel Amey, ariel.m.amey.civ@mail.mil and alternate POC: Walker Hare, walker.t.hare.civ@mail.mil
Why would this requirement and FAR clause apply to 8a company’s Past Performance as prime contractors. 8a set-aside contracts have no SB participation requirements.This requirement and FAR clause 52.219-8 are required as prescribed by FAR 19.708(a)
Would the government consider modifying the instructions to ensure adequate page count is available to address all section L and R requirements in both the Basic PWS and Task Order 0001.The Government has determined the maximum page requirements contained in Section L to be sufficient.
Can the Government please provide more detail instructions and clarity on the difference between what is meant by a full cost proposal vice one that is not a full cost proposal.Offerors shall throroughly review the contents of Section L (iii) Volume III - Cost to ensure an understanding of the Cost Information is required for Task Order 0001.
Can Government please explain the rationale for requiring a BOE that was never required in any of the previous iterations for the both the IDIQ and the TO 0001, when it is impossible to provide a BOE for an IDIQ with there are no TO requirements, no metrics and workload provided at that level.The Basis of Estimate is not a new requirement as it was required in previous iterations of Section L.
Can the Government please provide an explanation of the rationale for why a BOE is being required for the TO 001 Cost Volume and additional guidance on how a BOE should be developed when the information that is traditionally developed by the offeror has already been provided?The Basis of Estimate is not a new requirement as it was required in previous iterations of Section L. To clarify, a full cost PROPOSAL is NOT required in response to the Basic PWS, however a full cost PROPOSAL IS required in response to the TO 0001 PWS, to include a labor rate table and associated pay bands, organized by year and position, to include all potential labor categories as listed in Appendix A Labor Categories. A cost NARRATIVE shall be included for the Basic PWS.
Are banded rates to be submitted for each labor category separately or do offerors put like type labor category together in bands and provide rates?To clarify, Offerors shall submit only the direct (pay) rates in the payband for each labor category.
Are there 2 banded rate tables required – one for fully burdened rates and one for direct labor rates?As stated in Section L, Volume III - Cost, offerors shall submit the cost narrative shall include a discussion of labor rates and a pay band table (unloaded), covering all proposed labor categories and each year of performance.
Can the Government confirm that if a subcontractor has not yet been audited by DCAA/DCMA and does not have an FPRA or FPRR that historical indirect data can be submitted with the cost proposal?As stated in Section L, Volume III - Cost, Offerors and its subcontractor(s) shall provide the last three years’ actual expense pools (by expense account) and allocation bases shall be submitted if certified incurred cost proposals have not been submitted to DCAA in the past.
Can the Government please provide specific instructions for what is required in the Cost proposal for the BASIC PWS since it does not require a full cost proposal?As stated in Section L, Volume III - Cost, a cost narrative shall be included for the Basic PWS. The cost narrative shall include a discussion of labor rates and a pay band table (unloaded), covering all proposed labor categories and each year of performance.
Can the Government please confirm that indirect rate information is not required in the Basic PWS Cost Proposal, and that for the excel table, the government only requires a direct labor rate with substantiation, and the bid rate?Indirect rate information is not required for the Basic PWS Cost Proposal. The Basic PWS Cost Proposal requires a Pay Band table for the labor categories listed in Appendix A. For the TO 0001, the Government requires all the information necessary to perform Cost Realism evaluations as described in Section M, page 9, 3. FACTOR III & SUBFACTORS - COST EVALUATION APPROACH.
Is a cost narrative required for the TO 0001 PWS?A full cost proposal includes a cost narrative.
Can the Government please provide a list of all possible places of performance by city/state?Aberdeen Proving Ground and Adelphi Laboratory, MD
Does the Government want each labor category priced for each location?As stated in Section L, Volume III - Cost, Offerors may provide tables for each designated duty location, if their proposal suggests different labor rates.
Will the Government allow for equitable price adjustments if task order proposals are issued for performance in locations outside of those originally specified within this PWS?In accordance with the Basic PWS, the individual Task Order PWS will specify the location where work is peformed.
For both the IDIQ Basic PWS and TO 1 PWS Cost Proposals, Please clarify the level of Cost detail needed from Subcontractors.As stated in Section M, 3. Factor III & Subfactors - Cost Evaluation Approach, Offerors shall ensure that a complete breakdown of costs is provided by major Subcontractors. Major Subcontractors are defined as members of an offeror’s overall team who are expected to perform ten (10) percent or more of the proposed effort.
Section L Instructions to Offerors 0004; Section 1 - Introduction; Page 2 states: “The Government shall require the names, company titles, telephone numbers, and email addresses of two (2) individuals that the Offeror has designated as responsible for receiving and responding to Government ENs, only in the event the Government holds discussions. The designation of two (2) individuals is for the purpose of ensuring availability of one (1) individual if the other individual is not available. The required information regarding these two (2) individuals must be submitted with the Offeror’s proposal and included in the Technical Volume (I).” Please clarify whether the required information is to be located in the Basic PWS Technical Proposal, the Task Order 1 Technical Proposal, or both Technical Proposals.In accordance with Section L, the required information regarding these two (2) individuals must be submitted with the Offeror's proposal and included in BOTH Technical Volumes (I).
For the Pricing Excel files, please confirm that excel files do not require a “Table of Contents, Summary Section, and Narrative discussion” since those details will already be located in the Cost/Price Word/PDF document for the Cost Volumes.A Table of Contents, Summary Section, and Narrative discussion is not required for the cost file of proposal that Offerors shall submit via excel spreadsheet(s) in the Offerors preferred format.
Would the Government please exclude Executive Summaries from page count?As stated in Section L, Proposal Submission Requiremnts, Table of Contents, Cover Pages, Summary Sections, Manpower Charts, Letters of Intent, Contract Work Breakdown Structure, Letters of Commitment, Resumes, and Quality Assurance Surveillance Plans (QASP) are excluded from the page count.

Section M

OFFEROR QUESTIONGOVERNMENT RESPONSE
"An active facility clearance is not required at time of award for the base MA IDIQ contract. To be eligible for Task Order 0001, Offerors must hold an active facility clearance at time of base MA IDIQ contract award as it will be awarded concurrently." These two sentences appear to contradict each other. Now the Government has changed the solicitation to state that the IDIQ and the Task Order 0001 will be awarded concurrently, this seems to infer that MAIDIQ awardee would not be eligible to be awarded TO 0001 which appears to include the bulk of the legacy work being performed by the incumbent today. This opportunity has been on-going for over three years now which has allow previous bidders and new 8a offerors to obtain their facility clearance to be eligible for award of this contract which we assume will begin full performance operations at the SECRET within 30 days after transition begins.To clarify, if an awardee does not hold an active facility clearance at time of base MA IDIQ award, the Government is willing to sponsor the awardee after award of the base contract award. The IDIQ awardee will not be eligible for any Task Order awards requiring a facility clearance, including TO 0001, if their facility clearance is not approved by the time a Task Order Request due date for proposals.
Please confirm that the Government is only requiring resumes and letters of commitment that are not employees for just the proposed key personnel for both the IDIQ and TO 001 and not “all” proposed personnel as stated in the reference paragraphs.To clarify, Resumes AND Letter of Commitment are required for Key Personnel AND proposed personnel that are not currently direct employees of the prime contractor. ONLY Resumes for all personnel that are currently direct emloyees of the prime contractor.
May contractors assume that TO 0001 has incumbent staff and a certain percentage of the incumbents will be hired? Thus no resumes or letters for the percent of the incumbent staff retained.No - Resumes and Letter of Commitment are required for proposed personnel that are not currently direct employees of the prime contractor.
The government states in Section M, para D.3.1.(f), “The Government will evaluate offers for award purposes by adding the total of all Contract Line Item Numbers (CLINs) and Subline Item Number (SLIN) costs, including any potential options.” Since there is no requirement to submit cost by CLINs and SLINs, how will the government evaluate offerors’ cost?The Government will evaluate the total proposed cost by adding all Cost Elements (listed in Section L, (iii) VOLUME III - COST) , for each year, and adding all years proposed.
Will the Government be evaluating the total Task Order Cost or the IDIQ labor category rates?The Government will evaluate both the Base IDIQ labor category pay bands, and the total Task Order Cost.
If the Government uses the IDIQ rates to evaluate cost and since the IDIQ does not include level of effort/hours for each labor category, how will these rates be assessed to determine a total probable cost?

Base PWS

OFFEROR QUESTIONGOVERNMENT RESPONSE
Will the Government please advise if the Management Plan is due 30 days after award of the Basic Contract, or within 30 days of the Contractor’s First Task Order award?Offerors shall submit a management plan for the Base PWS at the time of proposal submission. The TO awardee is required to submit the management plan to the TO COR for review, both electronically and hard copy, thirty (30) calendar days after issuance of the Contractor’s first TO.
Will the Government please advise if two management plans are required, i.e. an IDIQ plan and a Task Order Plan?Offerors shall submit a management plan for the Base PWS at the time of proposal submission. The TO awardee is required to submit the management plan to the TO COR for review, both electronically and hard copy, thirty (30) calendar days after issuance of the Contractor’s first TO.
Referencing Base PWS C.3.5.2, Are contractor physicals in the fully burdened Rate or an ODC line?No costs shall be incurred on the base IDIQ contract. Cost of physicals are considered an ODC which are required for Task Order 0001 for the Labor Category described in C.3.4 of T0 0001 PWS.
Referencing Base PWS C.3.5.2, Are contraction provided PPE in the fully burdened Rate or an ODC line?No costs shall be incurred on the base IDIQ contract. Cost of Personal Protective Equipment (PPE) are considered an ODC which are required for Task Order 0001 for the Labor Category described in C.3.4 of T0 0001 PWS.
Basic PWS Section 3.2.1 indicates that this “contract will not be used to procure personal services”; however, Basic PWS Section 4.2.2 indicates that the Government “will review the resume and professional references of proposed candidates.” Please clarify the Government’s intent to review and approve each employee’s resume.The Administrative support services which are required under this RFP do not meet the conditions described in FAR 37.104(d)(6) to be defined as "personal services", due to their inherent nature being non-governmental duties and responsibilities, which do not endanger the Government's interest, function, or divert the full personal responsibility of a duly authorized Federal Officer or employee. Review of resumes is to verify qualifications and ensure the Offeror's workforce can reasonably meet the requirements of the specific TO. The concept of personal services and the Government practive of reviewing Contractor credentials are completely unrelated.
For the base IDIQ, will the government confirm that only resumes for proposed Key Personnel need to submitted?To clarify, Resumes AND Letter of Commitment are required for Key Personnel AND proposed personnel that are not currently direct employees of the prime contractor. ONLY Resumes for all personnel that are currently direct emloyees of the prime contractor.
Please clarify whether we need wage determinations for employees at Research Triangle Park, NC, White Sands Missile Range, NM, Orlando, FL, NASA Glenn, OH, NASA Langley, VA, or any additional potential place of performance. If so, please provide that information.The Government will include Wage Determinations for ALC and APG in Amendment 0005. Wage determinations for other locations are not required at this time.

TO 0001 PWS

OFFEROR QUESTIONGOVERNMENT RESPONSE
In Task Order #1, the staffing by labor category needs clarification as the number of FTEs and associated hours do not line up.TO 0001 PWS has been updated with this Amendment to reflect the correct number of FTE/PTE positions and hours for each labor category.
Does the government consider all labor categories listed in section C.3 to be Key personnel, or only the Program Manager identified in C.3.1.1? (P. 1, C.3 Requirements)Only the Program Manager is considered to be Key Personnel (however the Offeror may propose additional Key Personnel as stated in the Base PWS C.4.3.3).
If all categories are considered Key personnel, does the Government also need references, proof of clearance, letters of commitment and resumes for the one part-time, all 8 labor categories/36-FT positions proposed? (P. 1, C.3 Requirements)Only resumes are required for non-key personnel. If non-key personnel are not currently employed by the Offeror, a letter of commitment is also required. To clarify, the Key Personnel for this Task Order is the Program Manager as stated in C.3.1.1. However, the Offeror may propose additional Key Personnel as stated in the Base PWS C.4.3.3.
If categories are not key personnel, what information should be provided for non-key personnel categories? (P. 1, C.3 Requirements)See above.
Is the Task Order PM identified in this section separate from the Program Manager identified in the Basic PWS (C.4.3.1) at the IDIQ level, or are they the same person? (P. 1, C.3.1.1)The PM shall be the same individual for both the IDIQ and TO level.
If the two positions are not the same person, is a more accurate title for this position that of Task Order Lead, who reports to the IDIQ Program Manager, which is another LCAT and priced differently? Please specify. (P. 1, C.3.1.1)See above.
If the appropriate title is Task Order Lead, we ask the Government to provide the correlating job description/experience/credentials required. (P. 1, C.3.1.1)See above.
Is it the intent of the Government to use 1920 hours as a baseline for a full-time equivalent (FTE)? (P.2, C.3.2.1)That is correct, 1920 hours is the calculated hours per year for a FTE position.
If yes, based upon the numbers provided, 5,760 hours divided by 4 full time personnel, averages 1440 hours per person. Please specify if the categories are full- or part-time and adjust the hours accordingly. (P.2, C.3.2.1)TO 0001 PWS has been updated with this Amendment to reflect the correct number of FTE/PTE positions and hours for each labor category.
These positions are not identified as either full-time or part-time. If it is the intent of the Government to use 1920 hours as a baseline for full-time personnel, the average number of hours per person requested is 1440 hours. If it is the intent of the Government to have some AS-II’s as full-time and some as part-time, please specify and adjust the hours accordingly. These positions are not identified as either full-time or part-time. The mandatory requirement in this description speaks to “A minimum of ten (10) years of supervisory experience providing supervision, direction, and control of Contractor personnel performing in the labor categories C.3.2 thru C.3.6,” however, there is no C.3.6 in this TO PWS.

a) Please clarify whether there should be a Section 3.6.

b) If so, what is this Task Area and what associated support is needed?The reference to C.3.6 has been corrected in the updated TO 0001 PWS attached to this Amendment.
Government Furnished Property and Services are detailed in the Basic PWS, but not in the Task Order 1 PWS.

a) Can the Government please confirm that the Government Furnished Property detailed in Section C.11.1 through C.11.3 are applicable to the Task Order 1 as well.

b) If not, please provide the details for Government Furnished Property and Services specifically for Task Order 1.The GFP which is detailed in section C.11.1 through C.11.3 are applicable to TO 0001.
According to TO 0001 C.5.2 Resumes, it states that “The Contractor shall provide combined resumes and professional references for all personnel to include education, skills, certification, evidence of a current DoD Secret clearance, and experience in the technical disciplines required by this TO.” Then in Para C.5.5 Deliverables Table, it reflects that resumes are required at proposal submission and during the addition/replacement of personnel. The requirement for up to 37 resumes gives an unfair advantage to the incumbent since they already have the qualified staff on contract. Will the government either delete this requirement or change the requirement for the resumes from “at proposal submission” to “at the kick off meeting” or “NLT 30 days after award”?The requirement remains unchanged as written.
The government has stated that all positions are full time except for 1 labor category, however for labor categories of Administrative Specialist III, Administrative Specialist II and Financial Specialist II the Government has these listed as 1440 hours and for the Administrative Specialist I the Government has listed 1760 hours. Can the Government please confirm that these are the full-time hours contractors are supposed to use as 1,440 hours would not be considered full-time. Can the Government explain why the difference in hours for each labor categories Full Time Equivalents?TO 0001 PWS has been updated with this Amendment to reflect the correct number of FTE/PTE positions and hours for each labor category.
From the PWS C.3.2.2 Administrative Specialist II job description, can the government elaborate on the following experience requirement: “Experience using current business management tools and databases such as eARL, GFEBS, ATAAPS, DTS or any successor systems”. Which of these systems will be used the most by individuals fulfilling these job duties?Currently GFEBS, ATAAPS, DTS are the primary systems which are in use.

This document shows Wage Determinations for the State of New Mexico, Area: New Mexico County of Dona Ana; However, that location is no longer listed in Place of Performance anywhere in the solicitation. Wage determinations for other locations are not required at this time.
