About this file
This is a Questions and Answers document for a federal laundry and dry-cleaning contract solicitation (W91151-26-Q-A0180001). The document clarifies bidding procedures, service requirements, and operational details for interested offerors.
The solicitation is a recompete contract currently performed by Clean Across Texas, LLC under contract number W9115120D0017. Offerors must complete Attachment 9 – Contractor Pricing Sheet to establish unit prices for line items; the government will use these submitted unit prices to calculate total evaluated prices for fair proposal comparison. The contractor must provide all labor, supervision, vehicle transportation, facilities, equipment, supplies, and materials necessary to perform laundry and dry-cleaning services at Fort Hood, including both bulk and piece-rate customer support. The processing center must remain within Fort Hood, though pickup and delivery locations are subject to change based on future mission needs. There are no government-furnished facilities or equipment available. Specific details regarding specialty items, sleep systems, cleaning standards, and pickup/delivery collection points are referenced in Attachment 11 (List of Items) and Attachment 12 (Pick-up and Delivery Schedule). The government does not prescribe specific bio-based solvents or maintain an approved vendor list, allowing contractors flexibility in means and methods. No fire retardant or contaminated items requiring specialized treatment are anticipated at this time. Subcontracting restrictions apply per FAR 52.219-14 Limitation on Subcontracting (Deviation 2021-O0008).
