About this file
This is an Independent Government Estimate (IGE) pricing sheet for laundry and dry-cleaning services at Fort Hood, Texas, developed in accordance with AFARS 5107.90. The estimate covers a five-year ordering period with a 3% annual inflation factor justified by Consumer Price Index data published August 14, 2024. The IGE was prepared based on historical contract data showing actual five-year costs of $9,430,062.21 against an estimated total of $10,444,222.28, representing an overestimation of approximately $1.01 million. The estimate projects 7,583,855 total pieces across five years, with annual quantities of 110,215 linen items and 17 dry-cleaning pieces, establishing a minimum threshold of 2,250 pieces annually and a maximum of 825,000 pieces.
The pricing sheet details two primary service categories: laundry services (CLIN 0001) covering bedding items including wool blankets, pillows, sheets, mattress pads, bedspreads, specialty items such as towels and chef uniforms, military clothing for deceased personnel, and sleeping systems; and dry-cleaning services (CLIN 0002) covering chaplain vestments, ceremonial uniforms for military funerals or presidential inaugurations, flags, organizational colors, and ceremonial draperies. The contractor will operate and manage distribution and collection points for linen requisition, warehousing, and exchange in accordance with AR 210-130 and AR 710-4. The document includes detailed instructions for government personnel on developing the estimate, including narrative justification, assumption documentation, and comparative analysis with previous contract performance.

Instructions
Instructions
| 1 | Escalation/Inflation factor: 3% |
| 2 | Contract is awarded as a five year ordering period based on approved ASC SARIP |
| 3 | Quantities are an estimate for the duration of the contract |
| 4 | The COR is to fill out the IGE template based on the SPECIFIC REQUIREMENTS and COST RESEARCH |
at that site.
5 Piece rates will be a burdened rate which includes operation of the collection point(s), drivers, consumable supplies, vehicle operations, utilities, fuel cost, etc.
Narrative Narrative
COR must provide sufficient narrative and analytical detail, to include reference material, to support the IGE preparation:
| 1. How was the estimate made? |
| Linen is an estimation quanity and pricing from previous contract with a 5 % increase for each Period of Performance (POP) |
| 2. What assumptions were made? |
| 5% increase for inflation |
| 3. What information/tools were used and where was the information obtained? |
| excel and historical data |
| 4. How did previous estimates compare with prices paid? | ||

| Calculation Assistance: |
| Take the Actual less the estimate value and divide that by the estimated value. That will give you the % difference that the actual is greater or less than the estimate |
| Example: If estimate is 5 and actual is 8. 8 - 5 = 3. 3/5 = 60% |
| Math Check: Say the actual is 60% higher than the estimate. So, the estimate of 5 multiplied by 1.6 = 8. |
| Verify: You can multiply your number by 1 + the % to see if you get the right result. |

Max Equals 825,000.00 Min Equals 2,250.00
The COR’s will need to provide a MAX and MIN based in quantities to the contracting office prior to solicitation. ASC standard UoM is Pieces (quantity will be a number not a dollar amount) Ensure quantity is shown within the Min/Max area in the contract.
Ensure quantity is shown within the FAR Clause 52.216-19 Ordering Limitations Establishing a MIN is calculated as 25% below the lowest recorded month.
(1,000 X 25% = 250) 1,000 pieces (lowest recorded month) (1,000 X 25% = 250) = 1,000 - 250 = 750 Minimum Establishing a MAX is calculated as 50% above the total number of items that has been turned in over the past 5 years.
(500,000 X 50% = 750,000) 500,000 pieces (aggregate for past 5-years) (500,000 x 50% = 250,000) = 500,000 + 250,000 = 750,000 Maximum
