About this file
This is a Pre-solicitation Questions and Answers document for a Laundry and Dry-Cleaning contract. The document addresses 15 questions from potential offerors regarding contract scope, resource responsibilities, and operational procedures. All items processed under this contract are government-owned property, with the government responsible for providing replacement resources or quotes for items not identified on Attachment 3 (Linen Specifications). The estimated workload outlined in Attachment 5 is an estimate only, and the government does not advise offerors on pricing methodology.
Contractors are responsible for all laundry, dry-cleaning, material handling, and IT equipment necessary to meet contract requirements, as well as all transportation between collection points, processing locations, and delivery points, including fuel and vehicle maintenance. Laundry distribution and collection points, utilities, and space fall under references to PWS paragraphs 1.4 and 4.3. The Post Laundry Program (PLP) will be a government-provided system accessible via CAC card on personal or business devices, with training provided upon completion of enhanced software—contractors should not assume licensing or integration costs. Turnaround times, performance thresholds for rework and damaged items, processing procedures, and wrapping requirements are detailed in specific PWS sections (2.1.17, 2.1, and Attachment 1). Subcontracting for commercial laundry processing is addressed in PWS 2.5.5, and the contractor pricing sheet must address per-item pricing, fixed monthly management costs, and phase-in costs in accordance with PWS sections 1.4, 4.3, and 4.2. Normal business operations do not dictate specific pickup and delivery days beyond the 5-day processing requirement and scheduled customer appointments outlined in Attachment 8.
