About this file
This is a Combined Synopsis/Solicitation for a Firm-Fixed-Price Indefinite Delivery Quantity (IDIQ) contract for Laundry and Dry-Cleaning services. The Military Installation Command (MICC) Fort Hood is seeking a single contractor under a 100% Total Small Business Set-Aside acquisition with NAICS code 812332 (Industrial Launders) and a $47 million size standard. The contract period runs from April 1, 2026, through March 31, 2031, with performance at Fort Hood, Texas 76544. The solicitation comprises two Contract Line Item Numbers (CLINs): CLIN 0001 for laundry services (linen items, special items, and sleeping systems) and CLIN 0002 for dry-cleaning services (chaplain vestments, ceremonial uniforms, and other items), each covering 60 months across five 12-month ordering periods. Quotations must be submitted by 11:59 PM Central Standard Time on March 10, 2026, with questions due by 11:00 AM Central Standard Time on March 3, 2026. The Government guarantees a minimum of 750 pieces obligated upon issuance of the first task order, with pricing based on fully burdened per-piece rates including expenses and profit.
Evaluation will follow a Lowest Priced Technically Acceptable (LPTA) approach using three factors: Technical (Acceptable/Unacceptable), Past Performance (Acceptable/Unacceptable), and Price. The technical evaluation focuses on the contractor's understanding of laundry and dry-cleaning requirements, compliance with Army regulations, quality standards, timely delivery, accountability practices, use of environmentally friendly solvents, modern equipment, staffing plans, and specialty item handling. Contractors must demonstrate three years of specialized experience in supervising, administering, and managing laundry and dry-cleaning operations through their Program Manager and Alternate. Past performance will be evaluated using the Contract Performance Assessment Reporting System (CPARS), with unknown performance considered acceptable. Pricing submission requires completion of Attachment 9 (Contractor Pricing Sheet) with unit price breakouts for all line items; failure to provide this pricing renders the quotation nonresponsive. The six-month option to extend services under FAR 52.217-8 will be calculated as half the 60-month total price multiplied by 6, with the Government evaluating total price including this option value. Offerors must provide State Unemployment Tax Act (SUTA) and Workers' Compensation Insurance certificates, and General Liability insurance if proposed separately.
