Conditions: A terrorist attack or an intentional or unintentional event involving chemical, biological, radiological, nuclear, and high-yield explosives ( CBRNE) or natural disaster is threatened or has occurred during Unified Land Operations within a dynamic operational environment against a single threat. Some iterations of this task should be performed in MOPP 4.
Standards: CST is ordered to conduct decontamination operations in accordance with (IAW) ATP 3-11.46, Weapons of Mass Destruction-Civil Support Team (WMD-CST). The commander assigns personnel to the decontamination as an additional duty. The WMD-CST selects the decontamination corridor. The element coordinates with a site safety officer for validation of the decontamination corridor. In a live training environment 75% of the leadership and 80% of Soldiers are present at the training against their authorized strength. The element attains 80% on performance measures, 100% of critical performance measures, and 85% on leader performance measures achieving a T (Fully Trained).

The decontamination line may include: Gross decontamination area, equipment drop, suit and boot removal, monitoring area, emergency decontamination area, contamination control lines (liquid and vapor), shower/redress area, hazardous waste collection and entry control point.
+ 3. The DECON Section coordinates with a site safety officer for validation of the decontamination line.
Note: Number of stations required for technical decontamination will vary depending on factors such as type of agent and weather.
4. The Decontamination plan and concept of operations is briefed to mission essential personnel prior to entry or if changes are made between entries. At a minimum will include the following:
a. Personnel roles and responsibilities.
b. Safety considerations.
c. Review of the decontamination techniques for downrange and DECON personnel.
d. Review of emergency decontamination techniques.
e. Location of entry control point.
f. Selection of the appropriate decontaminant.
+ 5. The DECON Section executes/facilitates decontamination procedures.
6. The Decontamination section monitors downrange operations. If applicable updates and briefs any required changes due to METT-TC.
7. The Decontamination section conducts termination procedures:
a. Requests permission to close the decontamination line.
b. Coordinate any hazardous waste with ALS Operator.
c. Completes and submits required reports to the OPCEN.
d. Marks and labels hazardous waste as required.
e. The Decontamination section completes self-decontamination.
8. The Decontamination section notifies the OPCEN that the decontamination site is ready for the transfer of responsibilities to the IC representative for mitigation/disposal.

Conditions: A terrorist attack or an intentional or unintentional event involving chemical, biological, radiological, nuclear, and high-yield explosives ( CBRNE) or natural disaster is threatened or has occurred during Unified Land Operations within a dynamic operational environment against a single threat. The element is ordered to deploy a CST is support of decisive action. The unit is performing civil support operations in support of tribal, local, state, or federal agencies in an interagency environment. The unit incident support operations have terminated. Movement assets are provided according to the movement plan. Threat capabilities cover a full spectrum including information gathering; hostile force; sympathizers; terrorist activities to include suicide bombings; and conventional, air supported, and reinforced squad operations in a CBRNE environment. All required personnel, equipment, and reference materials are available for the operation. Some iterations of this task should be performed in MOPP 4.
Standards: The element is ordered to deploy a CST in support of a decisive action in accordance with (IAW) ATP 3-11.46, Weapons of Mass Destruction-Civil Support Team (WMD-CST). The command element directs and supervises deployment activities and coordination. The ADVON departs within 90 minutes and the Main Body deploys within 180 minutes of notification. Command element directs the deployment of personnel and equipment to a designated staging are according to the unit SOP and as previously coordinated with the Incident Command Post (ICP) representatives.
In a live training environment 75% of the leadership and 80% of Soldiers are present at the training against their authorized strength. 8. The Weapons of Mass Destruction-Civil Support Team (WMD-CST) conducts interagency coordination by communicating with the Incident Commander (IC) or lead agency representatives.
Note: WMD-CST falls under the Incident Command System (ICS) operations section or its branches, but it may integrate by function into the ICS structure.

The commander designates a safety officer for incidents to ensure the safety and well-being of personnel at the incident site. 2. Safety Officer coordinates safety aspects with the Incident Commander (IC) representatives to address site occupation for the Weapons of Mass Destruction-Civil Support Team (WMD-CST) before setup.

Failure to locate vehicles in the cold zone could expose the crew to potential downrange hazards that may result in immediate death or permanent injury.
3. Safety Officer validates the plan of where the civil support team intends to set up operations as part of the Incident Action Plan (IAP).
+ 4. Safety Officer develops a site safety plan including the downwind hazards assessment and ensuring to cover at a minimum:
a. Egress Routes. (IAW downwind hazard assessment)
b. Rally points.
c. Audible alarms for work stoppage.
WARNING
Insufficient fresh air exchange inside a shelter can cause carbon monoxide poisoning. Symptoms may be nausea, dizziness, or headache.
+ 5. Safety officer ensures fresh air exchange inside shelters, by monitoring CO2 sensors in vehicles and trailers within the Weapons of Mass Destruction-Civil Support Team (WMD-CST) footprint.

Exhaust entering a shelter can lead to carbon monoxide poisoning that may result in immediate death or permanent injury.
+ 6. Safety Officer ensures the use of exhaust hose extensions for the generator and vehicle exhausts so that carbon monoxide and vehicle exhaust do not enter the shelter.

The unit is performing civil support operations in an interagency environment (tribal, local, state, or federal) to support emergency response planning and provide crisis or consequence management assistance during disasters. The OPCEN manages chain-of-custody procedures according to the direction of law enforcement authorities, the Incident Action Plan (IAP), and the unit Standard Operating Procedures (SOP). The OPCEN develops the operational situation and provides recommendations to the unit commander and the Incident Command Post (ICP). The OPCEN synchronizes the employment of resources such as available equipment, attached personnel (based on mission, enemy, terrain and weather, troops and support available, time available, and civil considerations METT-TC), operational timelines, and work-and-rest cycles. In a live training environment 75% of the leadership and 80% of Soldiers are present at training against their authorized strength. The CBRN team attains 80% on performance measures, 100% of critical performance measures, and 85% on leader performance measures achieving a T (Fully Trained).

+ 1. The Operations Center (OPCEN) analyzes information by tracking mission progress.

b. Provides answers for requests for information necessary for the development of sound plans.
2. The OPCEN supervises chain-of-custody procedures according to the direction of law enforcement authorities, the Incident Action Plan (IAP), and doctrinal references.
3. The OPCEN submits situation reports (SITREPs) to higher headquarters and the appropriate agencies within the ICS.

Conditions: A terrorist attack or an intentional or unintentional event involving chemical, biological, radiological, nuclear, and high-yield explosives ( CBRNE) or natural disaster is threatened or has occurred within a dynamic operational environment against a single threat. CST is ordered to conduct survey operations in a designated hot zone. All required personnel, equipment, and reference materials are available for the operation. A decontamination line has been established. The survey team establishes and prepares to direct survey operations. Some iterations of this task should be performed in MOPP 4.
Standards: CST conducts survey operations in accordance with (IAW) ATP 3-11.46, METT-TC and Standard Operating Procedures (SOP). Survey section leader briefs the team on the entry plan. Survey team(s) conducts the survey according to the entry plan. Survey team conducts a debrief of entry operations and priority intelligence requirements (PIR) to ensure that any follow on team(s) receives proper Situational Awareness (SA). In a live training environment 75% of the leadership and 80% of Soldiers are present at training against their authorized strength. The element attains 80% on performance measures, 100% of critical performance measures, and 85% on leader performance measures achieving a T (Fully Trained).
