CSTA Mission
Mission: Civil Support Training Activity conducts training, evaluations, and supports validation exercises for Technical Support Forces (TSF) throughout the NORTHCOM AOR in support of the CBRN Response Enterprise (CRE).
CBRN Response Enterprise: General and Technical support forces tasked to respond to a domestic CBRNE incident as part of a scalable framework that employs a combination of force packages in support to civil authorities.
Technical Support Forces: CRE Forces that are required to operate in hot/warm zones, contaminated areas, and are specifically trained in the use of commercial off-the-shelf (COTs) equipment. IAW 29 CFR, forces operating under aforementioned conditions require specific skills, capabilities and equipment.

CSTA Director’s Vision Vision: CSTA is a force multiplier that enables commanders to train and certify CRE TSF forces to the highest standard. Furthermore, we are a learning, adapting, flexible and relevant institution that is focused on performing our core mission and supporting crisis/consequence management whenever needed. Finally, we are an integral part of the ARNORTH team that enables it to perform critical components of designated mission set.
Our Team:
• Over 540 years of cumulative years of U.S. Army CBRN experience and over 450 years of experience in CSTA (or like organizations
• CSTA medical personnel have on avg 20+ years of experience serving in hospitals or clinics
• Operates in all 50 states, PR, USVI, and Germany
• Interfaces with the entirety of the Joint CRE across all COMPOs
• The average CSTA team member has attended 600+ hours of advanced CBRN, Urban Search and Recue, medical and telecommunications training.
• Besides CBRN branch, CSTA also boasts former officers and NCOs from Special Forces, Infantry, Field Artillery, Medical, Aviation, Engineer and Signal branches. CSTA includes former Soldiers who served in Special Forces and as Rangers, Jumpmasters and pilots.
• CSTA personnel are graduates of military education institutions including SSC, SAMs, CGSC, USAF Academy, USASMA, and all levels of NCO PME.

CSTA Director’s Intent Purpose: CSTA provides a single Title 10 CBRN collective training capability that supports/enables unit commanders and force providers by conducting collective training and evaluation of technical support forces assigned/allocated to the CRE (CST, HRF, C2CRE and DCRF) IAW designated timelines. This includes but, is not limited to pre-mission assumption training, sustainment training, periodic validations, and training development support.
Key Tasks:
1. Provide collective lane training and external evaluations for WMD CSTs to facilitate overall CRE readiness ISO ARNORTH contingency operations.
2. Support Homeland Response Force (HRF) and CBRN Enhanced Response Force Package (CERFP) external evaluations to enable title 32 TSF readiness ISO ARNORTH contingency operations.
3. Provide training support to all Title 10 TSF (DCRF, C2CRE-A/B) forces across the spectrum of pre-mission assumption requirements, final validation, and post-mission assumption sustainment training to support ARNORTH readiness.
4. Conduct training support for and assist in the development of FORSCOM capstone exercises including GUARDIAN RESPONSE to enable effective validation of title 10 TSF.
5. Assist in the management/development of the CRE POM (VWMD & VCST) budget execution plan to ensure that CRE forces are adequately resourced for assigned missions and associated training requirements.
End-State: All CRE technical support forces are proficient in designated specialized tasks and are capable of meeting directed deployment timelines. Additionally, these forces are prepared to conduct CBRN response operations within the United States and its Territories to support civil authorities, save lives and minimize human suffering.

CBRN Response Enterprise Mission & TSF Requirements
CRE Mission: When directed (by SecDef for Federal military forces and by the Governor(s) concerned for National Guard forces under State C2), the military CBRN Response Enterprise conducts CBRN response operations within the United States and its Territories to support civil authorities in response to CBRN incidents in order to save lives and minimize human suffering.

Technical Support Forces Requirements Forces tasked to respond to domestic CBRNE CM incidents are categorized as either “Technical Support Forces” or “General Support Forces”.
TSF operates in the “hot and warm zones” / contaminated areas and are required to use specialized commercial off the shelf (COTS) equipment. In accordance with the 29th Volume, Code of Federal Regulations (29 CFR), forces operating in the “hot and warm zones” require specific skills / capabilities / equipment.
