SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
INSTRUCTIONS TO OFFERORS
SOLICITATION PROVISIONS
L.1. INTRODUCTION.
L.1.1. The following information contains instructions for bidder responses to the SOF RAPTOR IV solicitation
W900KK-19-R-0078.
L.1.2. Proposals must clearly and convincingly demonstrate that the offeror has a thorough understanding of the requirements and associated risks, and is able, willing, and competent to devote the resources necessary to meet the requirements and has valid and practical solutions for all requirements. Offerors are cautioned that “parroting” of the requirements of the Performance Work Statement (PWS) with a statement of intent to perform does not reflect an understanding of the requirement or capability to perform. Statements that the prospective offeror understands, can, or will comply with the specifications, statements paraphrasing the requirements or parts thereof and mere reiteration of the requirement or standard reference material are considered inadequate and unsatisfactory. Offerors are responsible for including sufficient details to permit a complete and accurate evaluation of each proposal.
Clarity and completeness of the proposal are of the utmost importance. Proposal volumes must be internally consistent or the proposal will be considered unrealistic and may be considered unacceptable.
L.1.3. The SOF RAPTOR IV requirement is a Service Disabled Veteran Owned Small Business (SDVOSB) Set-aside, to be competed among companies qualifying under NAICS 541330 (Engineering Services), with a small business size standard of $38,500,000.00. The SOF RAPTOR IV technical requirements and the details for the ID/IQ contract, and TO 0001 are defined within section C of this solicitation, or attachment to Solicitation.
L.1.4. The proposal shall be valid for 270 calendar days from date of initial proposal submission. The offeror shall insert the validity date in Block 12 of the SF 33.
L.1.5. Any data previously submitted in response to another solicitation should be assumed to be unavailable during this proposal evaluation and source selection process. Proposal data shall not be incorporated into the proposal by referring to another proposal or other source.
L.1.6. Files shall not contain classified data. The use of hyperlinks is prohibited.
L.1.7. Proposals shall be compliant with the full solicitation. The Government will evaluate each proposal in accordance with this RFP; however, offerors are required to comply with all requirements stated herein. Any indication that the offeror does not intend to meet all of the requirements may cause the proposal to be evaluated as non-compliant and ineligible for award.
L.1.8. Offerors shall not make any changes to the solicitation. Any objections to the terms and conditions of the solicitation should be addressed to the PCO. If the proposal takes exceptions to the terms and conditions of the solicitation, all exceptions shall be denoted in a cover letter to the proposal; however, exceptions to the solicitation taken in the proposal may result in the offer being non-compliant. Offerors are hereby on notice that a failure to submit all the required documentation in exactly the manner (timeliness and format) specified in the solicitation may constitute a basis for the government to reject a proposal as non-compliant and therefore unacceptable, at the sole discretion of the source selection authority.
Furthermore, should an offeror indicate in its proposal that: it cannot or will not meet one or more contract requirements; provide an approach that clearly does not meet one or more contract requirements; or, include proposal information that prompts the government to question the offeror’s compliance with one or more contract requirements, the government may determine, at its discretion that the offeror’s proposal is non-compliant, and therefore ineligible for award.
L.1.9. Offerors are hereby notified that non-Government participants will have access to the offerors’ proposals.
The non-government participants are contracted employees supporting the PEO STRI Systems Engineering and Technical Assistance (SETA) contract. Non-Government advisors are employed by Optimal Solutions and Technologies, Inc. (OST). They will serve as technical advisors to the Government during Source Selection and will be authorized access to only the Offeror’s Volume I – Capabilities portion of the proposal, which is necessary to enable them to provide specific advice on SOF RAPTOR IV technical matters. All non-Government personnel have signed certificates of non-disclosure and financial interest, or their equivalent documents. Non-Government participants will participate in an advisory role only, and will not be included in any applicable consensus discussion or determination.
L.1.10. An offeror’s submission of a proposal in response to this solicitation constitutes approval for disclosure of proprietary information contained within the proposal to non-government participants involved in the source selection. If the contractor is not willing to provide this consent, written notification to the Procuring Contracting Officer (PCO) is required no later than 15 days prior to the proposal due date.
L.1.11. The portions of the successful offeror’s (Awardee’s) proposal that have merit or exceeds specified performance or capability requirements in a way that will be advantageous to the Government during contract performance will be incorporated into Section C of the resulting contract and resulting Task Orders.
L.2. PROPOSAL SUBMISSION REQUIREMENTS
L.2.1. Delivery and Due Date Offerors shall mail or hand deliver proposals to the below referenced Points of Contact (POCs) identified in section L.2.1. The offeror shall mark the outside of any shipped items with the solicitation number. Offerors shall submit proposals via CD/DVDs in accordance with the descriptions in Section L of this solicitation. Each volume (Volume I – Capability, Volume II - Past Performance, Volume III – Cost/Price and Volume IV – Administrative) shall be submitted on separate CD/DVDs providing two copies of each volume. Proposal submissions must be mailed/delivered or hand-delivered as follows and received by the below POCs identified in Section L.2.1 on or before December 14th, 2018 at 12:00 p.m. (noon) Eastern Standard Time (EST). Offerors mailing proposals shall notify the POCs listed in L.2.1 of their mailed proposal submission and include any tracking information for the method (USPS, FedEx etc…) of delivery.
For a hand-carried proposal, the Offeror shall complete Section J, Attachment 13 - Proposal Receipt Form (Company name, Date Delivered, Company Representative’s Name, Company Representative’s Title and Number of CD/DVD Packages Received). The Contracting Officer/Specialist will annotate the date and time of proposal receipt. The Offeror’s Representative will confirm the data and sign the Proposal Receipt. The Contracting Officer/Specialist will provide a copy of the Proposal Receipt Form to the Offeror. The Contracting Officer/Specialist’s signature only denotes the receipt of the proposal package. The Government is not responsible for the proposal delivery content or condition upon delivery.
It is the offeror’s responsibility to ensure that the entire proposal (to include separate subcontractor Cost/Price submissions) is submitted prior to the proposal due date and time. Subcontractor Cost/Price proposals submitted separately are considered part of the offeror’s proposal. If subcontractor Cost/Price Proposals are submitted separately directly to the PCO and are late, the entire proposal will be considered late. All subcontractor submissions shall clearly state in their file submission which prime they are a subcontractor to.
Failure of an offeror to submit its proposal in accordance with the date and time deadlines or the manner specified in the solicitation may result in a determination of non-responsiveness, and the offeror is ineligible to be considered for award.

L.4. SOF RAPTOR IV Operational Environment:
Special Operations Forces provide the nation with forces capable of executing two different, but mutually supporting forms of special operations: special warfare and surgical strike. Joint-force commanders leverage Special Operations Forces’ ability to execute these capabilities in the development and execution of their special operations campaigns. Surgical strike provides a primarily unilateral, scalable direct action capability that is employed in counterterrorism, counter-proliferation, hostage rescue, kill/capture operations against designated targets, and other specialized tasks of strategic importance. Special warfare provides a capability that achieves impact largely by working with and through others to assess and moderate behavior, address local conditions, and/or build indigenous warfighting capability, typically in long-duration campaigns. This capability is employed in unconventional warfare, counterinsurgency, foreign internal defense, security force assistance, stability tasks, and select intelligence activities, such as preparation of the environment.
The Offeror’s understanding of these mission sets is critical to the adaptability and responsiveness necessary to execute SOF training requirements. To this end the Government has selected three specific training exercises as Sample Tasks that represent a spectrum of SOF mission sets. These are Crisis Response Force (CRF), Unconventional Warfare Exercise (UWEX), and Special Activities (SA) exercise. The Next Generation Soldier Tracking System has also been provided as a fourth Sample Task to represent an additional scope of effort unique to the SOF RAPTOR portfolio.
Under SOF RAPTOR, Offerors are often required to take a general Performance Work Statement (PWS) provided with minimal detail and translate this into detailed performance requirements and support. An offeror's ability to make this translation as detailed and accurate as possible is critical to the success of the SOF RAPTOR IV program.
Programmatically, the SOF RAPTOR IV awardee will be expected to turn around proposals for these types of efforts in a matter of days and week, rather than months. The typical average proposal turnaround time is expected to be ~2 weeks, depending on the detail of the Task Order.
Offerors shall utilize these Sample Tasks and Operational Environment background to incorporate throughout their responses to the solicitation.
L.4.0. VOLUME I – FACTOR 1 - CAPABILITY:
The Offeror shall prepare and submit a standalone Capability Volume in accordance with the below Subfactors.
L.4.1. Subfactor 1.1 – Program Management The Offeror shall describe and demonstrate their current management systems, structures, and how they will provide value to the Government in the execution of SOF RAPTOR tasks. At a minimum, the Offeror must address the following four areas:

The RMT packet and AAR must be in an original format, unedited from time of original submission, and be from the same exercise. RMT packet and AAR shall be submitted as an Appendix to Volume 1 and are not included in the Volume I page count.
2. Management Structure. This description shall include the Offeror’s organizational structure (e.g.
projectized, functional, matrix) and how it achieves efficiencies managing SOF RAPTOR tasks, subcontractors and accomplishing prime contractor responsibilities. The Offeror shall provide details concerning management functions and relationships including how program/project management is assigned and to what degree authority is delegated to specific managers. The Offeror shall also demonstrate how their management structure will handle task order surges (periods with an above average volume of task orders). The Offeror shall identify all teaming arrangements, partnerships, joint venture ownership and contingencies, as applicable, within this description. The Offeror shall include their process for conducting market research for task orders outside their core competencies and deriving Rough Order of Magnitude (ROM) cost estimates for task orders. The Offeror shall also describe their approach for facilitating and coordinating a SOF RAPTOR IPT.
3. Personnel Management. This description shall include the Offeror’s process for recruiting, assessing, selecting, and maintaining quality and qualified personnel for full time employment. The Offeror shall submit a resume and a letter of commitment for the overall Program Manager. The PM resume shall not exceed two (2) pages and shall demonstrate SOF specific education, experience and other skillsets the Offeror deems necessary. The two-page PM resume shall be submitted as an Appendix to Volume 1, not counting towards the overall Volume 1 page count.
The Offeror shall also demonstrate their process for maintaining security clearances, licenses, and certifications. Note: The costs for the awardee to obtain security credentials, licenses, or certifications for personnel will not be an allowable cost under this contract.
