Instructions
1. PRICING:
The majority of all direct labor and all indirect costs associated with SOF RAPTOR IV TOs shall be priced in accordance with (IAW) the Rate Schedule set forth in this workbook. All direct and indirect ceilings shall be proposed and binding for the length of the SOF RAPTOR IV effective period (7 years) and extend to include any TO or TO option period that may exceed the final option ordering period.
2. PRICING AND RATES
All TOs issued shall be priced IAW the ceiling rates set forth in the Rate Schedule identified in Tab 3 of this Workbook. The Rate Schedule is intended to cover the most commonly used labor categories necessary to fulfill the more consistent requirements expected for TO execution. These rates represent the burdened labor rates for each labor category and will apply to all related direct labor hours to be applied throughout the effective period of the contract. The fully burdened hourly rates represent ceiling rates and the Contractor may, at its discretion, elect to propose discounted hourly rates while pricing individual TOs.
The burdened labor rates shall include all direct, indirect (fringe and overhead), general and administrative costs, other Offeror-specific applicable costs, and profit . All hourly rates are based on an average man year (IAW the Contractor’s CAS Disclosure Statement) and a 40-hour work-week .
The use of uncompensated overtime is not encouraged. If overtime is required for Wage Determination applicable labor categories at the TO level, overtime will be compensated IAW the Service Contract Act.
3. Task Order Specific Rates During the submission of TO proposals, the Contractor may elect, or be specifically required to, propose one or more additional labor categories and rates in order to fulfill specific and unique TO requirements. Offeror shall populate all YELLOW highlighted cells. Cells not highlighted in yellow are not to be edited.
Unless specifically requested by the Government, the Contractor shall, as part of its TO proposal, provide rationale for inclusion of a proposed labor category/rate, why the existing SR IV labor category/rate, or specifically required category rate, cannot meet the requirement of the Government, and how the proposed alternate category will accomplish it.
The Contractor shall ensure that the rates proposed for all TO-specific labor categories which are subject to the Service Contract Act (SCA) comply with the minimums specified by the applicable Department of Labor (DoL) Wage Determination.
The validity and reasonableness of any proposed additional labor categories/rates will be determined on a TO-by-TO basis by the TO PCO. The Government reserves the right to determine, based on the projected need for the addition of one or more of these TO-specific labor categories, whether to incorporate these categories/rates into the Awardees Rate Schedule. Any additions will be incorporated via the process identified in the Additions and Adjustments Section below and formalized through bilateral modification to the basic contract.
Any fixed hourly rates for services transferred between divisions, subsidiaries, or affiliates of the prime contractor shall not be considered subcontracted effort and shall not include profit for the transferring organization but may include profit for the prime Contractor. Offeror shall provide a Cost Breakdown Excel Workbook describing the cost elements of each CLIN delineated as CPFF IAW L.8.1 of the solicitation. Offeror shall populate all YELLOW highlighted cells. Cells not highlighted in yellow are not to be edited.

| 1. The contractor shall supply all applicable rates for each period identified in Table 1 below. These rates cap the total cost per labor hour to the Government, per labor category, regardless of the contract type or location. This schedule shall include all additional proposed Prime and Major Subcontractors rates for any additional labor categories identified in Tab 2 of this Workbook. |
| 2. The contractor is permitted to incorporate additional rows and columns as required to provide those additional categories and rates it believes it will consistently require for performance under the SOF RAPTOR IV. Any additional categories and rates above and beyond those provided by the Government shall be compliant with the contractor's proposed indirect rates and profit/fee provided in Table 2 of this Workbook Tab. and; include rationale as to why the existing labor category/rate cannot meet the requirements of the Government and how the proposed alternate labor will do so. |

| TABLE 2 Instructions: | ||||||||
| 1. The Offeror shall provide the source(s) and detailed rationale utilized to determine the proposed Labor Escalation Rate. | ||||||||
| 2. The Offeror shall supply all applicable rates for the Base and all Four Option Ordering Periods and a description and/or calculation of how their rates/factors were developed in Tab 4 - Rate Build-Up Table. That information can be included either below or elsewhere in the Cost/Price Volume. If provided elsewhere, the Offeror shall annotate the appropriate location by page reference in the column titled "Rate Substantiation". | ||||||||
| 3. If any of the rates/factors are not used in your estimating/accounting systems, leave the yearly blocks empty and enter "Not Applicable" in the column titled "Rate Substantiation". | ||||||||
| 4. In the "Rate Substantiation" column for each indirect rate proposed, the contractor shall properly reference the appropriate location of any relevant material that substantiates the application of, or articulates the methodology of, each proposed rate by Volume III page number as well as the specific location (i.e., Disclosure Statement Section and page number; spreadsheet column, row or cell). | ||||||||

| INSTRUCTIONS: The contractor shall provide the burdened rate build-up for each Labor Rate Schedule category utilizing the labor rate (unburdened) and indirects proposed in this Workbook. A separate build-up shall be included for each labor category for the base and each out year (see sample fill-in above). The contractor shall incorporate as many rows as necessary in order to complete this Table. |
The contractor shall ensure that all rates reported in its annual burdened rate build-up are in accordance with the proposed rates and escalations identified in the Rate Schedule. If, due to proprietary restrictions of a major subcontractor, reporting of a burdened rate build-up cannot be accomplished in the consolidated Rate Schedule Workbook, then the Prime shall annotate, "PROPRIETARY RATE - See Subcontractor [Subcontractor Name] Workbook" to ensure adequate traceability.
The contractor shall annotate in the Table any proposed labor category additions or exceptions reflected in the "Labor Trace Matrix" and "Rate Schedule".
