1 SCOPE
This Performance Work Statement (PWS) defines requirements for the Soldier Tracking System (STS).
STS addresses requirements to monitor Soldiers’ locations while in a training environment. Soldier monitoring requirements are primarily based on supporting Special Operations Forces (SOF) training that requires Soldiers to be separated from Cadre and other trainees for the duration of the training event. STS provides the ability to observe (virtually) each Soldier’s location and receive alerts from Soldiers in the event of an emergency situation.
Background
The Vice Chief of Staff, Army directed U.S. Army Special Operations Command (USASOC) to implement Soldier position monitoring during individual land navigation training. This directive was issued in 2011 after the unfortunate death of a Soldier during a Special Forces Assessment and Selection (SFAS) land navigation training event. Program Executive Office Simulation, Training and Instrumentation (PEO STRI) was tasked to field a materiel solution that provided persistent Soldier tracking that met SOF training requirements. In 2012 STS was fielded to SOF training organizations requiring this solution. Over the last five years STS has provided persistent Solider monitoring for individual SOF training.
2 SYSTEM DESCRIPTION
STS is a training system that collects data from networked devices, worn by Soldiers, to provide information concerning a training exercise. STS provides real‐time geo‐locations and records movement for each device. STS is capable of providing geo‐fence alerts, no motion alerts, and has an emergency/ panic button that creates an alarm at the Tactical Operation Center (TOC).
The Soldier worn component of STS consist of a single electronic device that attaches to Soldier’s existing equipment via a MOdular Lightweight Load‐carrying Equipment (MOLLE) compatible pouch.
The device is worn by Soldiers during training and provides data via a closed network to the TOC.
STS is an integrated system of computer software and hardware designed to provide a tracking capability for individual training events. STS is simple, compact, rugged, weather resistant, and has limited impact to the overall student load. STS provides training organizations with a self‐contained Solider monitoring system that can be operated by unit cadre and maintained without dedicated support personnel.
STS includes the following components:
Communication System (CS)
The CS facilitates data exchange between the Soldier Worn Device (SWD) and the Monitoring System (MS). The CS provides a network allowing SWDs to transmit (Tx) and receive (Rx) data to and from the MS. In the absence of a dedicated tower in which the antenna would be placed near the location of the land navigation site, the CS would require a means of reaching sufficient high above the terrain.
Monitoring System (MS)
The MS consist of a laptop computer connected to the CS. The MS includes all hardware and software required to graphically track each Soldier’s location, receive alerts from SWDs, and record all exercise activity (Soldiers locations, movements, and alerts). The MS manages the STS including Graphical Imaging Software (GIS) that provides mapping, tracking and alert management via a simple user friendly Graphical User Interface (GUI).
Mobile Monitoring System (MMS)
The MMS consist of a tablet computer that is carried by Cadre. The MMS includes all hardware and software required to graphically track each Soldier’s location in the vicinity of the MMS. The MMS is a portable (dismounted) outstation of the MS used by Cadre to monitor and locate Soldiers during a training exercise.
Solider Worn Device (SWD)
The SWD consist of a radio with GPS that is carried by each Soldier. The SWD is small rugged radio with built‐in GPS receiver, emergency alerts, no‐motion alerts, and man down alerts that reports Time Space Position Information (TSPI) to the MS.
3 REQUIREMENTS
This paragraph provides general requirements for an STS capability.
STS Alerts
STS will have an alert capability that allows the SWD to communicate specific priority statuses (i.e.
no‐motion, boundary violation, and Solider initiated alert) to the MS. The MS will have a feature that ensures cadre monitoring the training will be alerted to the SWD priority status e.g. visual alarm, audio alarm, SWD icon changes, etc.).
STS Tracking
STS will have a tracking function where the SWD communicate its geo‐location to the MS. STS will have a tracking reliability of 95%. The MS will have features that provide cadre with the ability to virtually observe training including each SWD’s location, status, and exercise history (trails).
STS Mobile Monitoring System
STS will have a mobile monitoring function where SWD enabled tablets carried by cadre have access to the same information as the MS.
STS Transportability
STS will be transportable, self‐contained, and simple to operate. STS will not require contractor support to operate the system including setup and teardown. STS will be rugged and durable with the ability to endure off‐road transportation and tactical field conditions.
STS Monitoring
STS will have the ability to increase the amount of Soldiers being tracked during a land navigation exercise if required.
SWD Endurance
SWDs will be capable of operating continuously for a minimum of 60 hours on a single charge.
Availability
STS will have an Operational Availability (Ao) of 90%.
Form Factor
SWDs will weigh no more than one (1) pound and be not larger than 25 cu. in., easily stowed and secured in a MOLLE pouch.
STS Maintenance
STS will be maintained and repaired above the Operator level by the contractor. Contractor shall provide a complete set of manuals for the operation and maintenance of STS. Contractor shall provide technical support via email and telephone. Contractor technical support shall encompass support for all STS components including trouble shooting assistance. Contractor shall provide all appropriate updates, patches, and software diagnostic tools.
3.9.1 Logistic and Equipment Tracking
Contractor shall provide Return Merchandise Authorization (RMA) for shipping of faulty or damaged STS components including SWDs to the Original Equipment Manufacturer (OEM) repair center.
Contractor shall establish a shipping account with a logistics vendor to expeditiously (less than 5 business days) process repair items. The contractor shall provide shipping labels to STS sites once authorized by the Government.
Contractor shall maintain and provide logistics tracking of all equipment returnedfrom the repair center by serial number, to include description of work completed on each device and required replacement parts.
Contractor shall report logistics tracking quarterly to the Administrative Contracting Officer Representative (ACOR) of all equipment repaired by serial number, to include description of work completed on each device and all required replacement parts.
Integrated Logistics Support Program
Contractor shall provide and maintain upon request a detailed inventory list of all components procured throughout the contract Period of Performance (POP), to include: Task order number (TO), fielded location, Model numbers, Part numbers, National Stock Number (NSN), Nomenclature, S/Ns.
Information Assurance (IA)
No IA requirements apply to STS as it is a standalone system.
Warranty
The contractor will warranty all devices against manufacture defects and failures due to normal/ operational wear and tear for one (1) year.
Government Purpose Rights (GFP)
The contractor shall provide Government Purpose Data Rights (See DFARS 252.227‐7015 Technical Data for Commercial Items and DFARS 252.227‐7037 Validation of restrictive markings on a commercial item) in all deliverable technical data, computer software and computer software documentation.
Travel
Travel shall be conducted in accordance with Joint Travel Regulations. Travel costs (lodging, Per Diem, mileage, rental vehicles and incidentals) incurred by contractor personnel shall be calculated using the same rates as those for calculating Government employee travel. Commercial air, rail, ground, or sea transportation fares shall be procured using commercial travel agents. All authorized expenses shall be billed back to the Government in accordance with local contracting practices.
Contractor travel will be CONUS only and will support test events, IPT reviews and any Government directed events to include meetings and technical working groups.
5 CONTRACTOR MANPOWER REPORTING APPLICATION (CRMA)
The Contractor shall provide management functions that meet the requirements of this task order. The contractor shall report all the contractor labor hours (including Subcontractor labor hours) required for performance of services under this contract via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/.
Reporting inputs will be for labor executed during the period of performance during each Government fiscal year (FY) which runs 01 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year.
