MEMORANDUM FOR RECORD
SUBJECT: Upcoming Amendment to SOF RAPTOR IV (W900KK-19-R-0078) Solicitation
1. Due to the upgrade of the current Army PD2 Contract Writing System, our ability to issue Contracts, Modifications and Amendments has been impacted through at least 8 December 2018.
This memo addresses questions that were submitted by industry and clarifies/updates some Government responses. This information, as applicable, will be incorporated into the next Amendment at our earliest opportunity.
2. Question #111 of “Final Solicitation Questions”, released on 28 November 2018 states that the QCP will be required upon contract award. This is correct, QCP is not required for proposal. The winning offeror will be required to submit their QCP upon contract award.
3. The answer to question #115 of “ Final Solicitation Questions”, released on 28 November 2018 states that Subcontractors are NOT to submit sealed bids, whereas Sec L.6.1, in reference to Cost Breakdown Excel Workbook instructions, states that “Subcontractors may submit this information separately as Appendix B to their separately submitted Cost/Price Volume.”
Subcontractors will not submit sealed bids, but may submit proprietary information in the same format, level of detail, and submission due date as prescribed for the Prime Offeror, directly to the Government, in the same manner and to the same individuals as the Prime Contractor in accordance with the guidance in Sections L.2.1. and L.2.2. Question #115 has been updated to reflect this answer.
4. Can the Government confirm based on the answer to question #115 that subcontractor indirects and rate build ups are not required to be submitted with the proposal? Subcontractors must submit all applicable documentation in accordance with Solicitation section L.6.0.
5. Are the POC's referred to in Section L.2.1 the same as the POC's referred to in Section L.2.2?
Yes. The Contracting officer is Duane St. Peter, and the Contract Specialist is Steve Honda.

6. Will the Government provide an extension to the proposal deadline to allow offerors sufficient time to ensure all clarified requirements are met? No. Information requested has not changed, the only change is the method of delivery.

7. The PWS for Sample Task Order 3: “Special Activities Exercise Support”, states that the contractor should provide the necessary elements to support the training of 3 Jedburgh Detachment personnel. This verbiage is incorrect and will be changed from "3 Jedburgh Detachment Personnel" to "3 Jedburgh Detachments".
