REPUBLIC OF
ATROPIA
Personality Chief Jafar Buniatove is a lifetime resident of Kebirli and has a close working relationship with Mayor Efendiyev. He has been on the force for many years and attended the National Police Academy in Baku as a young man of 26 years of age. He excelled in the course work and was the number two graduate in his class. He would like to see more members of his force attend training beyond the basic training level. He primarily recruits from the local community and in many ways, his expertise works to make him the sole mentor in police matters. Even though he was appointed by the Republican Party of Democracy (RPD) mayor, he does not feel an overwhelming allegiance to the current government. He has had to make some concessions to his friend< the Mayor, such as arresting The South Atropian People’s Party (TPP) opposition candidate before the last election, but in private he is less supportive. Chief Buniatove feels neglected by the lack of government support with a lack of funding for training and better equipment for his force. His force only has the resources to control petty crime. He believes that TPP has gained in popularity because of the isolation of the town and the lack of support by the RPD government. He is aware that the unpopularity of the RPD government has led much of his force to be supportive of TPP. As Police Chief, he has had to make concessions to some criminal activity because the economy is dependent on smuggling.
Much of the force depends on bribes to allow local smugglers to operate keeping the robust black market active and functioning. He is able to keep the relative peace by not pursuing smugglers, which his force does not have the means to control. There has been a problem lately with escalating violence among the criminal networks over smuggling routes. Buniatove is concerned that his minimal force will be overwhelmed if the violence continues to increase.

NT JUDGE,
Personality Jabrail Cavadov is originally from Baku where his family is involved in the oil industry and is fairly well off. His brothers all took up positions in the oil industry and his father expected him to do the same. He decided to study law and his father encouraged him to work in industrial law but he had other ideas. He went against his father’s wishes and worked as a prosecutor in Aghjabadi City for about 6 years. He earned a reputation as a tough prosecutor pushing the law to its limits. Several years ago, he was considered to have the potential to be one of the more learned judges in the area. He felt he needed to gain understanding and experience in dealing directly with people; he still has problems dealing with ethnic minorities and the Internal Displaced Persons from Lower Janga (IDP-JAN) population. When he was a judicial candidate, he successfully passed the written and oral examinations that met international standards and moved directly to the long- term training stage. Training stage was arranged at the Academy of Justice and he made many political contacts. He was pleased to be selected for a judgeship but not happy about being placed out in Kebirli. Jabrail Cavadov is a "city person" and the longer he stays out in the backwoods village of Kebirli, the unhappier he has become. He has no interest in integrating into Kebirli society, if it can be called that, and only wants to get a posting closer to Baku. He considers himself to be an Atropian patriot and has no sympathies for ethnic minorities living in Atropia; consequently, he imposes harsh sentences on IDP-JAN and other minorities. Cavadov is extremely unpopular which causes most of the population to avoid the court system whenever possible. As a result, most disputes are settled out of court by local officials or The South Atropian Peoples Party (TPP) leaders who have offered their services in dispute mitigation. In reality, the local court is barely functional and predisposed to finding the defendant guilty. He is not motivated by local interests or by expectations of professional reward. He performs to the minimum standard necessary and spends most of his efforts on finding a better position within the government, ideally in Baku.

Title (Capitalize Each Major Word): Lower Janga Peace Talks Continue with Little Progress
Theme (ex. Road to War): Status of peace talks regarding former war in Lower Janga
Intent (ex. Provide SA on Scenario): Provide RTU with SA on scenario
Text of Article
The Minsk Contact Group on Lower Janga concluded its most recent round of talks today.
Representatives of all negotiating participants – including those from Donovia, the United States, France, and Germany – reported some common interests but little progress on an agreeable land border of the troubled region of Lower Janga.
The conflict that raged until 1994 was evidence of the longstanding ethnic tensions in this region.
For decades Limarians and Atropians had lived in mixed communities in Lower Janga; when Limaria made moves to exert greater control over the area, in favor of ethnic Limarians, Atropians found themselves forced out of Lower Janga.
The conflict with Limaria, though it is now a ‘frozen conflict,’ is a wound that festers among Atropians. After the conflict that tore tens of thousands of people from their homes and ruined families, one of the sad consequences is that there is very little community mixing of ethnic Limarians and Atropians in neighboring countries.
Internally displaced people from Lower Janga (IDP) soon made international headlines, thrown out of their homes and communities where families had roots going back centuries, with little to no livelihood left. The IDPs took up residence in various cities in western Atropia , where they hoped to find work and build new lives.
mailto:usarmy.jmrc.jmtc.list.oe-team@mail.mil
Almost 20 years later, the fate of the IDPs is still uncertain. Many have settled in the provinces bordering Lower Janga. Yet in some areas, the IDPs are not always welcome, eliciting critical reactions from longtime residents who question the IDPs right to settle in their towns and cities.
The IDPs are a burden, many feel, since they strain the meager health services available in rural areas and sometimes take jobs away from longtime residents.
The Atropian government recognizes the related social complexity. “The IDPs from Lower Janga are free to move back to their homes when they are comfortable. No one is stopping them from making a peaceful journey back to their homeland,” stated a government spokesperson recently.
Conditions in Lower Janga however, by most accounts, are less than hospitable for returnees.
Small arms fire and mortar volleys occasionally erupt on the Lower Jangan border between Atropian and Limarian forces, and the restoration of Lower Janga to its rightful place in Atropia seems as distant as ever.

Text of Article
This just in: Leaders of the South Atropian People’s Party have declared political autonomy in South Atropia. For Atropian State Television, I’m Ahmad Hassan.
The South Atropian People’s Party – commonly called the “TPP” – is a legitimate opposition political party that claims to support non-violent reform in Atropia. Exploiting the present security crisis caused by the unprovoked invasion by Arianian security forces, the TPP is now engaging in what President Ismailov described as, “A hostile gesture against the Atropian people and the sovereignty of our nation in a time of war.”
The TPP’s declaration is the latest in a series of crises facing the Atropian government. And yet support for the TPP as an opposition party to the Republican Party of Democracy has been growing throughout southern Atropia.
Georg, a farmer from Telishli, had this to say: “TPP has always represented us. When my wife died five years ago, she died because we had no doctors here. But, the TPP clinic saved my daughter’s life when she was giving birth to her own child. Every month, we farmers learn at the city center better ways of improving our crops, and the TPP organizes those. Those crooks in Baku mean nothing to me. They’ve let outsiders take over our land. Enough is enough.”
Despite its formal status as a political party, the TPP has long been associated with the South Atropian People’s Army, or SAPA, despite the two organizations having split four years ago.
The government considers SAPA a principle threat to Atropian security, having launched attacks in the past against Atropian peacekeepers, Atropian government facilities, and the British and Canadian embassies in Baku. SAPA claims its actions were intended to demonstrate the government’s inability to maintain security. For its part, the Atropian government has maintained SAPA is nothing but a proxy for Ariana, arguing that none of these attacks would have been possible if not for Arianian training and equipment.
Exhibit 3-22 Media Script Example 1 of 2
Yesterday, President Ismailov issued a statement warning others against sympathizing with SAPA.
[President Ismailov:] “The members of SAPA call themselves freedom fighters, but the truth is SAPA represents anything but freedom. SAPA is the finger of Ariana, stretching into our peaceful nation. Supporting SAPA is not only a crime, it is treason.”
For its part, the TPP denies providing any logistical support to SAPA. The TPP has long argued that their demands for political autonomy were never intended to break up Atropia. However, the TPP’s alleged alliance with SAPA and the timing of the TPP’s declaration in the aftermath of Ariana’s invasion raises doubts about the TPP’s true intentions. The TPP has traditionally claimed a commitment to non-violent engagement through the political system. Many are now wondering whether it has now chosen to reject that commitment.
In light of these events, it remains unclear whether the government will continue to recognize the TPP as a legal Atropian political party, or whether the TPP’s association with insurgents and Arianian invaders require a reassessment of its status. Either way, the TPP’s declaration will likely complicate matters for the International Security Force of the Caspian Sea, challenging its ability to achieve its three-pronged mandate to ensure the territorial integrity of Atropia, to facilitate stability, and to increase the legitimacy of the Atropian government.
For Atropian State Television, I’m Ahmad Hassan.
