PROPOSAL SUBMISSION
INSTRUCTIONS TO OFFERORS
L.1.0. Proposal Submission
L.1.1 Introduction. The JMRC-RMS effort is being competed as full and open competition under NAICS code 541330. The JMRC-RMS effort will provide annual mission-support services consisting of a 12-month base period of performance with four 12-month priced options. The Offeror’s proposal shall be submitted on the digital media set forth below. Contractors can mail or hand deliver proposals early, but a late proposal will be handled in accordance with FAR 15.208(b).
Proposals must be valid for at least 270 days from the proposal due date, 24-DEC-2018, and clearly marked on each volume.
The Government anticipates a second-quarter 2019 award.
The Offeror’s proposal shall consist of four volumes: Volume I – Factor I - Corporate Experience; Volume II – Factor II - Technical; Volume III – Factor III – Cost / Price; Volume IV – Administrative Information. Proposals shall be submitted on CD-Rs / DVDs, with one volume per disc and no classified data within any files. The use of hyperlinks in proposals is prohibited.
Offerors are cautioned that “parroting” of the Technical requirements, or the PWS, with a statement of intent to perform does not reflect an understanding of the requirement or ability to perform. Offerors are responsible for including sufficient details to permit a complete and accurate evaluation of each proposal. Proprietary information shall be clearly marked.
Offerors are encouraged to use quantitative terms whenever possible and avoid the use of qualitative and subjective terms to the maximum extent practicable. Offerors are cautioned that while the Government will not evaluate every PWS requirement for the purposes of this source selection, the awardee/Contractor shall comply with all PWS requirements during performance of the contract.
The proposal shall be valid for 270 calendar days from date of initial proposal submission. The offeror shall insert the validity date in Block 12 of the SF 33.
L.2. PROPOSAL SUBMISSION REQUIREMENTS
L.2.1 Failure to submit in the correct format is grounds for non-compliance determination, at the sole discretion of the PCO.
L.2.2 It is the sole responsibility of the Offeror to ensure that the electronic files submitted are virus free and can be opened and read by the Government. Proposal submissions shall not be locked, encrypted, or otherwise contain barriers to opening. All files shall be clearly identified with a filename appropriate to the content (e.g., Volume- I_Technical_Experience_Appendix-A). Use separate files to permit rapid location of all portions, including exhibits, annexes, and attachments, if any. Compressed files are not allowed. When submitting proposals, Offerors shall follow these instructions.
L.2.3 Each volume shall be submitted on separate CD-R / DVDs. The discs shall be labeled with the Solicitation Number, Company Name, Volume Number/Title, and Amendment Number (if applicable).
** The Offeror SHALL NOT submit paper copies of proposals **

L.2.6 All submitted files shall be created with textual search and copy functions enabled. Non-searchable signature pages are acceptable, but other submitted materials that are not searchable may not be evaluated.
L.2.7 The following volumes of material shall be submitted:
VOLUME TITLE COPIES PAGE LIMIT

NOTE: Pages that exceed the required page limitations will not be evaluated. Additional pages over the maximum allowed will be removed or not read and will not be evaluated by the Government.
Acronym lists, cover pages, title pages, table of contents, cross reference matrices, dividers, index tabs lists of tables or figures, or charts will not be counted as part of the page count, so long as they are inserted solely for the purpose of reading ease and locating sections of the proposal. Pages marked: "This page intentionally left blank" will not be counted.
* A formal Corporate Experience Volume Overview is not required and should be used only if the contractor needs to explain the supporting data submitted in responses to Solicitation Attachment (5), Corporate Experience Project Worksheet, or to summarize the Corporate Experience Volume. The Contractor can provide as much data and/or pages as required for each Corporate Experience Project.
L.2.8 If the offeror takes exceptions to the terms and conditions of the solicitation, all exceptions shall be identified in a cover letter to the proposal; however, exceptions taken to the solicitation that are identified in the proposal may result in the PCO rejecting the proposal as non-compliant. Alternate proposals will not be accepted.
L.2.9 Beneficial features offered beyond the requirements of this solicitation will be incorporated into the awardee’s contract. The offeror will be expected to perform based on the entire proposed approach, including any over-and-above features contained within its proposal.
L.2.10 Statement of Compliance: In Volume IV, each Offeror shall include a letter indicating complete compliance with the solicitation. As part of this letter, an authorized official shall sign certifying the following:
(1) The Offeror’s proposed FFP CLIN prices within the Cost/Price Volume, and the proposed direct rates identified in Attachment 6, Direct Rate Proposals, are binding and will be utilized for the life of the contract.
(2) Offerors are cautioned that while the Government may not evaluate every PWS requirement during the source-selection evaluation, the awardee shall comply with all PWS requirements during contract performance.
L.2.11 If there are any questions resulting from this RFP, each respective Offeror shall coordinate its questions through one company representative. The Government will provide responses to these questions via FedBizOpps.gov. All questions regarding the RFP shall be submitted in writing to the Contract Specialist(s) (jason.jerome3.civ@mail.mil ; david.k.srinivasan.civ@mail.mil) and Contracting Officer (jason.c.graham8.civ@mail.mil), via email NLT six calendar days after the RFP is published.
L.2.12 Information previously submitted to the Government should be assumed unavailable during this proposal evaluation and source selection process. Proposal data shall not be incorporated into the proposal by referring to another proposal or other source. Proposals submitted will not be returned. Alternate proposals will not be evaluated or accepted.
L.2.13 In accordance with FAR Subpart 52.215-1, Instructions to Offerors – Competitive Acquisition, the Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a cost or price and technical standpoint. However, the Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. The Contracting Officer will schedule the discussion sessions, and each offeror within the competitive range will be notified of the time and place. The Contracting Officer will provide additional instructions with the notification. The discussion sessions will take place at a facility of the Government’s choosing.
L.2.14 If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. Clarifications are not discussions. Offerors may be given the opportunity to clarify certain aspects of the proposal or resolve minor or clerical errors (see FAR 15.306(a)(1) and (2)). Clarifications shall be documented on, and conducted via transmittal of, Evaluation Notices (EN) to the applicable offeror.
L.2.15 Any proprietary information submitted separately for major subcontractors shall be furnished in the same format, level of detail, and submission due date as prescribed for the prime Offeror. Subcontractor proposals submitted separately are considered part of the offeror’s proposal, including the page count. All subcontractor proposals submitted separately must identify the prime contractor and be clearly marked IAW L.2.2 and L.2.3. If subcontractor proposals are late, the entire proposal will be considered late.
L.3 PROPOSAL FILES
L.3.1 Format. The submission shall be clearly indexed and logically assembled, including a Cross-Reference Matrix within each volume (see below). A Table of Contents should be created to delineate the subparagraphs within that volume. Each volume’s Table of Contents does not count against that volume’s respective page limitations. Tab indexing shall be used to identify sections.
** A 10-point font may be used to label charts, tables and graphics. For everything else, the font size shall not be smaller than 11. **
All pages of each volume shall be appropriately numbered (X of Y) and shall contain the company name, date and solicitation number in the header and/or footer. Pages shall be numbered sequentially by volume. All pages shall be marked: “SOURCE SELECTION INFORMATION -- SEE FAR 2.101 AND 3.104” in the footer. Additional data use restrictions shall be located in the header/footer area of each page where applicable. The signed Standard Form (SF) 33, SF30 and Section K – Certifications and Representations may be submitted in Adobe.pdf file format. PDF files shall use the following page setup parameters:
Margins – Top, Bottom, Left, Right – 1” Gutter – 0” From Edge – Header, Footer 0.5” Page Size, Width – 8.5” Page Size, Height – 11”
Legible tables, charts, graphs and figures shall be used wherever practical to depict organizations, systems and layout, implementation schedules, plans, etc. These displays shall be uncomplicated, legible and can utilize an alternate paper size of 11x17, if necessary. For page-count purposes, 11x17 pages will count as one page.
A complete copy of the Cross-Reference Matrix shall be included in each volume of the proposal (Volume I, II, III, and IV). The format of the cross-reference matrix should be identical for all volumes. This matrix is for informational purposes only and will not be evaluated.
Cross-Reference Matrix –The intent of the cross-reference matrix is to ensure that all requirements are addressed and easily accessible to evaluators. The cross-reference matrix must provide a single integrated index for the entire proposal. This matrix format shall cross-reference the proposal volumes and proposal paragraphs to the applicable Factor/Subfactor and PWS paragraph/RFP requirements.
L.3.2 File Packaging. All of the proposal files shall be separate uploads in their native format, i.e. .xls, PDF, and provided on discs. All price breakdown information to aid in the cost/price evaluation shall be submitted in Microsoft Office Excel Read/Write format and viewable in Microsoft Excel 2013.
Please note – Self extracting .exe files are not acceptable.
L.3.3 Submitting Electronic Proposals. Proposals can be submitted by hand delivery or by mail. Submission of telegraphic, facsimile, or email proposals is not authorized for this solicitation. Offerors shall provide two sets of electronic proposals on separate discs (one original and one copy). Proposals submitted in any format other than described in this paragraph may be considered noncompliant and will not be evaluated by the Government.
L.3.4 Hand Delivery of Proposals. Offerors wishing to hand deliver their proposal shall contact the Primary POC, Jason Jerome, or the Alternate POC, David Srinivasan, by email to coordinate delivery. Jason C. Graham, Contracting Officer 407- 208-3079 / jason.c.graham8.civ@mail.mil

Army Contracting Command- Orlando ATTN: Jason Jerome U.S. Army Contracting Command, ACC-ORL-OPD 12211 Science Drive, Orlando, FL 32826-3224
Complete proposals are due no later than 13:00 ET on 24-DEC-2018. Early delivery is authorized.
L.3.5.1. Compliancy Screening. Upon receipt of proposals, a compliance screening of proposals will be performed by the Government. Failure to submit all the required documentation in exactly the manner stated with regard to timeliness, (per Section L.3.4 and L.3.5 above), page-count limitations, and format specified throughout the solicitation will constitute a basis for the Government to find a proposal non-compliant, and therefore ineligible for award, at the sole discretion of the PCO. The PCO may return the non-compliant proposal to the Offeror without forwarding for evaluation.
L.3.6 Content Requirement. Pursuant to FAR Clause 52.215-1(f)(4), the Government may evaluate proposals and award a contract without conducting discussions with Offerors. However, in the event the PCO concludes that conducting discussions is in the best interests of the Government:
- The PCO may establish a competitive range before entering into discussions.
- The PCO may limit the number of proposals in the competitive range to permit an efficient source selection among the most highly rated proposals.
Therefore, the Offeror’s initial proposal should contain the Offeror’s best terms from a price and non-price standpoint.
OFFERORS ARE HEREBY ON NOTICE THAT FAILURE TO SUBMIT ALL THE REQUIRED PROPOSAL
INFORMATION IN EXACTLY THE MANNER (TIMELINESS AND FORMAT) AS SPECIFIED IN THE
SOLICITATION MAY CONSTITUTE A BASIS FOR THE GOVERNMENT TO REJECT A PROPOSAL AS
NON-COMPLIANT AND THEREFORE INELIGIBLE TO BE CONSIDERED FOR AWARD, AT THE SOLE
DISCRETION OF THE PCO.
All information shall be confined to the appropriate file. The offeror shall confine submissions to essential matters, sufficient to define the proposal in a concise manner, to permit a complete and accurate evaluation of each proposal.
Each file of the proposal shall consist of a Table of Contents, Summary Section, and the Narrative discussion. The Summary Section shall contain a brief abstract of the file. Proprietary information shall be clearly marked. The following shall be included in the Narrative discussion:

The Offeror shall provide its staffing approach to satisfy the requirements of PWS 3.1 through 3.14 (inclusive of PWS Section 2, General Requirements, and PWS Section 4, Special Requirements).
The Staffing Plan shall include the following:
L.4.1.1.1 An Organizational Chart for each service category (PWS 3.1 through 3.14, except PWS 3.3). Each organizational chart must identify the structure, qualifications, and certifications for each proposed position.
Contractors shall label the Organizational Charts in accordance with PWS sections.

- Labor categories, broken out by PWS section
- Qualifications (if required)
- Certifications (if required)
- Number of personnel for each category, broken out by PWS section
- Number of hours proposed for each category, broken out by PWS section.
No cost/price data shall be included in this volume. The numbers of hours, personnel and labor categories must match the numbers in the Offeror’s Cost/Price Workbook. The Offeror shall provide rationale and calculations that clearly identify the methodology used to arrive at the labor categories, number of personnel, and/or proposed hours for each labor category listed in the PWS.
If the Offeror plans to seek efficiencies (e.g. by using individuals to support more than one labor category/PWS section), the Offeror is encouraged to identify such cases, as appropriate, in areas such as the organizational charts, rationale narratives and calculations.
Rationales deemed insufficient could be grounds for a determination of non-compliance.
L.4.1.1.3 The contractor shall provide a narrative discussing how the Contractor will provide required logistics support, as identified in Exhibit G, JMRC ELIN Sheet Logistics, including a discussion of staffing considerations.
L.4.1.2 Subfactor 2.2: Recruitment/Retention
Using Solicitation Attachment 7, Sample Staffing Approach Volume Template, or the Offeror’s preferred template, the Offeror shall describe the methodology it will use to recruit, hire, compensate, retain, and develop personnel with the requisite knowledge, skills, education, certifications, experience and clearances required to ensure successful accomplishment of JMRC-RMS requirements (PWS 2.6.1). - Contractor procedures/processes to accommodate fluctuating workloads;
- Processes and innovations related to SOFA/DOCPER and other issues related to hiring and maintaining a staff in Germany;
- Processes for ensuring individuals are given proper training/development to perform and potentially exceed PWS requirements;

A group of potential subcontractors or vendors can be utilized but an agreement or verifiable proof of an agreement must be submitted in Volume IV.
L.4.1.3.2 The Contractor shall identify for each team member/subcontractor: what PWS section each team member/subcontractor will support; the subcontractor’s name; the actual services to be provided; and the percentage of work it will perform.
L.4.1.4 Subfactor 2.4: Transitions
The Offeror shall discuss its Contract Award Transition Plans (PWS 2.5.6) that describe its approach for implementing a smooth and orderly transition within 180 calendar days of the start of JMRC RMS contract performance.
Because certain requirements under this contract will have staggered phase-in periods, the contractor shall describe how it will coordinate with incumbent contractors to ensure continuity of performance. The Government will provide Exhibit D JMRC contract timelines, which shows current projected end dates for contracted requirements that are now part of the JMRC-RMS PWS.
For all requirements not identified in Exhibit D, the contractor shall assume performance will begin after a 180-day phase-in.
