About this file

This is a Facilities Guide that documents all government-furnished facilities supporting the Fort Rucker Aviation Maintenance (FRAM II) contract (W58RGZ-26-R-0026). The guide provides comprehensive facility information across six primary locations on Fort Rucker: Main Post, Knox Army Heliport, Molinelli Range, Cairns Army Airfield, Lowe Army Heliport, Hanchey Army Heliport, and Shell Army Heliport. The facilities total approximately 1.2 million square feet with an estimated value exceeding $200 million and include aircraft maintenance hangars, component repair shops, parts storage warehouses, administrative offices, paint facilities, engine test cells, aircraft wash racks, and vehicle maintenance bays. Key facilities include the largest maintenance hangar (Building 50400 at Hanchey with 125,000 square feet), a central receiving warehouse (Building 01100 with 68,000 square feet), and multiple aircraft maintenance hangars ranging from 12,000 to 95,000 square feet equipped with overhead cranes, compressed air systems, specialized power supplies (400Hz, 220V, 120V), fire suppression systems, and climate-controlled office spaces.

The contractor is required to maintain these facilities through daily inspections identifying safety deficiencies, damage, and wear/tear, with repairs coordinated through the Government Facility Manager using DA Form 4283. Modifications to government-provided buildings require advance approval from the Contracting Officer or Contracting Officer's Representative. The Government retains keys to all assigned facilities and reserves the right to reallocate facilities as needed. The guide includes detailed floor plans, facility diagrams, and location maps for each building, identifying specific purposes such as aircraft component maintenance, turbine engine repairs, avionics work, hydraulic system overhaul, blade and sheet metal shops, welding, machine work, NDI/X-ray inspection, painting, and battery/tire services. Some facilities are marked as co-use spaces with the Government or other service providers, including designated areas for emergency medical flight crew operations and UH72A contractor logistics support operations.
