About this file
This is Amendment 0001 to a federal Request for Proposal (RFP) for the Fort Rucker Aviation Maintenance (FRAM) II contract issued by the U.S. Army Contracting Command at Redstone Arsenal, Alabama. The amendment, effective June 6, 2026, modifies key sections of the original solicitation including contract line item numbers (CLINs), attachments, pricing templates, proposal submission procedures, and evaluation criteria. The contract provides all aircraft maintenance and logistics support for pilot training operations at Fort Rucker, supporting multiple aircraft types: AH-64E, CH-47F, UH-60M, HH-60M, UH-72A, and MV-75 aircraft. The period of performance spans from November 16, 2027 through January 15, 2038, with a transition-in phase, one-year base period, nine option years, and a two-month transition-out phase.
Proposals must be submitted electronically via the Department of Defense Secure Access File Exchange (DOD SAFE) system by the deadline specified in the solicitation. The government will evaluate proposals based on Entry Gate Criteria requiring current ISO 9001:2015 certification, DCMA or Cognizant Federal Agency approval of property management and accounting systems, Technical Factor (50 pages maximum for core narrative), Price Factor (no page limit), and Small Business Participation Factor (5 pages maximum). Offerors must commit a minimum of 14 percent of total contract value to small business concerns. Pricing is structured as Firm Fixed Price for aircraft maintenance CLINs and Cost-Reimbursement No Fee for local purchase ($4.2 million annually) and travel ($12,000 annually) CLINs. The amendment adds a new Wage Determination attachment and revises multiple CLINs, including addition of Phase-Out services and deletion of previous phase-in labor CLINs, while establishing updated attachment dates and document revisions to support the modified solicitation requirements.
