About this file

This is a fleet calculations spreadsheet that establishes the methodology for determining concurrent aircraft availability and maximum daily aircraft requirements across six Army helicopter and aircraft types supporting the Fort Rucker Aviation Maintenance (FRAM II) contract.

The spreadsheet applies a standardized calculation process across all fleets: AH-64E, CH-47F, UH-60M, UH-72A Cairns, UH-72A BWS, and MV-75. The methodology begins by adjusting concurrency and maximum aircraft percentages based on fleet Not Mission Capable Supply (NMCS) performance. When daily validated fleet NMCS percentage exceeds the 13% threshold, the excess percentage is subtracted from both the concurrency rate and maximum aircraft percentage to derive adjusted rates. School fleet size is calculated by subtracting Property Officer-controlled aircraft from total assigned aircraft. The number of concurrent aircraft is then calculated by multiplying adjusted concurrency rate by school fleet size, rounded down to the nearest whole number, while maximum aircraft is calculated using the adjusted maximum aircraft percentage applied to school fleet size. Each fleet has distinct concurrency rates (ranging from 60–71%) and maximum aircraft percentages (ranging from 135–150%). The current data reflects a 16% NMCS percentage across all fleets, resulting in a 3% excess adjustment. Concurrent aircraft requirements total 305 aircraft across all fleets, while maximum daily aircraft requirements total 767 aircraft. This calculator is designed to be updated daily using data from the Daily Status Report (CDRL A013) to ensure accurate aircraft availability planning for training operations.

Summary

Fleet Calculations Summary Tab
This attachment illustrates the process for calculating the Number of Concurrent Aircraft and Maximum Number of Aircraft per day. The summary tab outlines the methodology used to derive each calculation. The tabs for each Fleet will be utilized to perform these calculations.
Input Fleet Calculation Drivers
Using data submitted in CDRL A013, Daily Status Report, the user shall input the Total Number of Aircraft Assigned by fleet, the Total Number of Property Officer (PO) Fleet Aircraft by fleet, and the daily Validated Fleet Not Mission Capable Supply (NMCS) Percentage, rounded to the nearest whole percentage. Ensure all blue text fields in the Fleet Calculation Drivers for each Fleet tab are completed. All remaining information will update automatically.
Calculation 1: Excess Not Mission Capable Supply (NMCS) Adjustment
The Fleet NMCS Threshold is 13% for all fleets. If the daily Validated Fleet NMCS Percentage is less than or equal to the NMCS Threshold, no adjustment is applied. If the daily Validated Fleet NMCS Percentage exceeds the Fleet NMCS Threshold, the difference between the two values becomes the Excess NMCS Adjustment percentage for that day.
Calculation 2: School Fleet Size
The School Fleet size is determined by subtracting the Total Number of PO Fleet Aircraft from the Total Number of Aircraft Assigned.
Calculation 3: Number of Concurrent Aircraft
The Concurrency Rate in Table 1 below defines the percentage of the fleet required for simultaneous use. The Number of Concurrent Aircraft is calculated by multiplying the School Fleet Size by the Adjusted Concurrency Rate. The Adjusted Concurrency Rate is calculated by subtracting the Excess NMCS Adjustment percentage from the Concurrency rate in Table 1 below. If an Excess NMCS Adjustment applies, the School Fleet Size is multiplied by the difference between the Concurrency Rate and the Excess NMCS Adjustment percentage. The Number of Concurrent Aircraft is rounded down to the nearest whole number.

Concurrent Aircraft Time begins when the Contractor issues the aircraft and ends when the aircraft is returned to Contractor control. An aircraft is considered "returned" under either of the following conditions:

a) The aircraft is rejected by the aircrew (no additional time applied).

b) The GTIMS scheduled sortie time for the aircraft ends, plus a 60-minute turnaround window.

Calculation 4: Maximum Number of Aircraft
The Maximum Aircraft Percentage in Table 2 below defines the maximum percentage of each fleet the Contractor must provide each training day. The Maximum Number of Aircraft is calculated by multiplying the School Fleet Size by the Adjusted Maximum Aircraft Percentage. The Adjusted Maximum Aircraft Percentage is calculated by subtracting the Excess NMCS Adjustment percentage from the Maximum Aircraft Percentage rate in Table 2 below. The Maximum Number of Aircraft is rounded down to the nearest whole number.
