About this file
This file is a Performance Measurement Calculation template used to evaluate mission performance metrics for aircraft fleet operations under the Fort Rucker Aviation Maintenance (FRAM II) contract. The template establishes two primary performance measurement standards: Daily Mission Performance (DMP) and Monthly Sustained Mission Performance (MSMP).
DMP is a binary daily metric determined separately for each fleet that compares the number of adjusted initial issue aircraft available against contracted aircraft requirements. The calculation accounts for initial issue aircraft totals, rejects, and approved In-Service Repair Action Permits (IRAPs), with DMP rated as "YES" when adjusted aircraft meet or exceed contracted aircraft and "NO" when they fall short. MSMP is a cumulative monthly performance measure that incorporates both initial issue aircraft and additional surge aircraft issued, calculated as a percentage where the total available aircraft (accounting for rejects and approved IRAPs) are divided by the adjusted initial issue aircraft and multiplied by 100. The template provides example calculations showing DMP results and MSMP percentages (100.00% and 107.10% in the examples provided), establishing the baseline measurement framework for evaluating contractor performance in maintaining adequate aircraft availability for Army Aviator training operations at Fort Rucker, Alabama.
