About this file
This document contains responses to questions received regarding a solicitation for a construction MATOC recompete opportunity with the Department of the Army. Key details include that the solicitation is for construction services at the Darby Military Community and seeks a multiple award task order contract vehicle. The response date was extended to January 12th, 2024 to accommodate holidays. Clarification was provided that Italian documents do not require translation. Proof of registration is not required but will be validated. A standard bid sheet will be provided in an amendment for pricing the seed project. Cost savings methods should be described in the narrative to support the proposed price and avoid appearing that requirements were not fully understood.

This RFI is intended to request an extension to the proposal submission due date as of
04JAN2024.
As you are aware the period of the proposal due date falls under Christmas Holidays and Company closures (from Monday 25DEC2023 through 5JAN2024).
This leads to the unavailability to obtain timely offers from subcontractors and to develop a clear and strong technical proposal.
Please postpone the proposal delivery due date to at least Friday 19JAN2024.
At this time the government does not intend to alter any due dates.
New proposal due date is 12 January 2024, this will be reflected in an amendment. 15‐Dec‐23 YES 14‐Dec‐23

Should we include CPARS Evaluations as well? If yes, are CPARS evaluations excluded from the page limit?
No standard form or info sheet is provided with the solicitation to support the experience Factor. CPARS should not be included. Section M.3.3.1 affords the government to the right to utilize past performance data, such as CPARS. 8‐Dec‐23 NO 7‐Dec‐23

1)VOL III – Price & Contract Documents Para. L.2.1. & L.5.1.1.
Para L.2.1. specifies a 25 page limit for this Volume which also includes Contract Documents (SF1442, DURC, CCIAA, Anit‐Mafia, Section A through K, etc) Para L.5.1.1. Last sentence states….. All documents subject to submission under L.5.1.1. are excluded for the from the page limitations…. meaning all Contract Docs.
a)Please clarify if Contract docs are included or not within Page Limita ons. Bear in mind that contract docs are quite consistent and may vary by issuance of Amend.s, CCIAA page numbers, etc. so I would suggest no page limitations for Volume III;
b)Seed project is within Vol III? If so… does it have page limita ons?
A number error occurred in the format, an amendment will correct this oversight ‐ all documents submitted in Sections L.5, are excluded from the page limitations. b) it is the intent that all documents regarding the seed projects are submitted in Vol III, the page limit remains 25 pages. 8‐Dec‐23 YES 7‐Dec‐23
7 7‐Dec‐23 DURC, CCIAA, White List are obviously certificates issued in Italian.. do you need a brief translation or they may be submitted in Italian?´ Translation not required for these documents. 8‐Dec‐23 YES 7‐Dec‐23
8 7‐Dec‐23 3)L.5.1.2. Unique En ty ID, NCAGE, SAM… do you need a proof of these registra ons?

9 7‐Dec‐23
4)L.4.4. Price breakdown shall address at least the following items:
a)Since we have a Low Price Technically Acceptable evalua on and to have an overall fair comparison between Offerors it would perhaps be reasonable to have the same line items vs.
at least following items
The Governments intent is to allow the vendors the flexibility to price the seed project based on each vendors unique proposed solution. The Government does not want to limit the vendors ability to provide unique solutions by providing specific line items.
Bid sheet will be provided as an attachment. 15‐Dec‐23 YES 14‐Dec‐23
10 11‐Dec‐23
Reference to Volume III Factor III – Price Section L.4.4.1 “Price breakdown shall address at least the following items…”. Reference to Volume III Factor III – Price Section L.4.4.2.1 “The government may perform a realism analysis on the pricing proposed for the seed project in conjunction with the proposed narrative, schedule and/or Gantt chart proposed. Undeclared cost saving methods pose a risk to the contractor of being excluded from the competition for the appearance of the two parts of the proposal not being developed jointly”. Please clarify if it is mandatory to propose and include eventual cost saving methods within our proposal.
No, as this is a Lowest price technically acceptable (LPTA) award, contractor should submit their best offor for the "Seed Project", a detailed bid sheet will be provided within Amendment 0002. Any cost savings as a result of differing methods from the items identified in the bid sheet should be identified to ensure the government is aware of the alternative methods/savings to avoid interpretation that the company did not fully understand the seed project requirement. 15‐Dec‐23 YES 14‐Dec‐23

Please clarify if the Government expects a Schedule Narrative or a technical proposal / approach?
No technical prposal/approach is required/requested. Only a narrative and schedule/Gantt chart to support the provided price for the seed project. 15‐Dec‐23 NO 14‐Dec‐23

Volume III Factor III – Price Section L.4.4.2.1 NARRATIVE, SCHEDULE. “The government may perform a realism analysis on the pricing proposed for the seed project in conjunction with the proposed narrative, schedule and/or Gantt chart proposed. Undeclared cost saving methods pose a risk to the contractor of being excluded from the competition for the appearance of the two parts of the proposal not being developed jointly”. Please clarify if a schedule narrative is intended to be submitted or a technical approach identifying and proposing cost savings methods / unique solutions to save money.
See previous question, the proposed detailed bid schedule to be provided in Amendment 0002 will help clarify. In the narrative, include any unique solutions or cost savings to ensure the government does not incorrectly interpret the price as a misunderstanding of the requirement. 15‐Dec‐23 YES 14‐Dec‐23

Reference to Volume III Factor III – Price Section L.4.4.2.1. The Solicitation clearly states that undeclared cost saving methods is a risk to the contractor of being excluded from the competition. Please clarify how the proposed cost saving methods are evaluated.
Any cost savings would be anticipated in the total price for the seed project and referenced as part of the narrative, as such if a total price apppears low when pricing is evaluated, an analysis may be performed by the government to ensure the proposed narrative and schedule support the price proposed for the requirement and does not ommit any requirements of the seed project. 15‐Dec‐23 NO 14‐Dec‐23

The Solicitation clearly states that undeclared cost saving methods is a risk to the contractor of being excluded from the competition. Please clarify how the proposed cost savings shall be provided. In detail, shall the Contractor split in line items such as Price as per design provided plus the proposed saving in a separate line item or one Price including the cost saving? In the second case how will the Government recognize/realize the amount of the proposed savings?
This has been answered in previous questions ‐ Narrative/Schedule would be the method to communicate any proposed savings. 15‐Dec‐23 NO 14‐Dec‐23

Reference to Volume III Factor III – Price Section L.4.4.2.1. Will Factor III – Price be rated more favorable if all Offerors’ cost saving methods are explicitly declared / proposed within the narrative? Is there a minimum number of methods that will be rated as acceptable?
Price will not be rated as acceptable or unacceptable.

Reference to Volume I Capability – L.4.1.1 Sub‐Factor One: Organizational Structure “Offerors shall provide organizational chart(s) that clearly identifies the management, design, and construction teams, and key personnel to be utilized in executing task orders under the contract. Arrange the chart by organizational levels and location, depicting lines of authority.
The chart should show the interrelationship between all levels of leadership within the offeror’s…”.
By reading the Solicitation it seems that only a Organizational Chart is required and not the related Narrative describing the Chart. Since in Sec. L.2.1 for Capability are allowed 10 pages the question is if those pages are referred to the Narrative that shall be considered as required even if not mentioned or to the other documentation requested in Sub‐Factor Two. Please clarify. Narrative shall be included in Volume III along with schedule and price breakdown. 15‐Dec‐23 NO 14‐Dec‐23
