About this file

This document is an amendment to a federal solicitation for post-wide construction services at Aberdeen Proving Ground, Maryland. The amendment provides clarification on the evaluation process for the multiple award task order contract and confirms that letters were sent to offerors on September 26, 2020. It identifies the three companies that received phase one contract awards and outlines that two additional awards are anticipated in phase two. The amendment answers questions received, clarifying that offerors only need to submit revised proposal sections and that responses should focus on addressing weaknesses identified in evaluation notices. It also requires acknowledgement of receipt of the amendment when submitting revised proposals.

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 12

This post-closing Amendment is intended for those Offerors who did not receive Phase 1 MATOC awards, but who have been included in the competitive range and have been sent Evaluation Notice (EN)/Discussion letters. It also contains courtesy information for the Phase 1 awardees.

The purpose of this post-closing Amendment is as follows:

a.) Confirm that letters were emailed to all Offerors who submitted proposals in response to the Solicitation. The letters were sent on 26 September 2020 in an email from Mr.

Lane M. Gary, Contracting Officer. Original proposals were submitted via DoD SAFE site (not email), and the Government searched proposals for POCs and email addresses for all the Offerors. If an Offeror submitted a proposal in November 2019 in response to the Solicitation, but did not receive an emailed letter on 26 September 2020, please contact Ms. Barbara Cousins at barbara.d.cousins.civ@mail.mil and Mr. Lane M. Gary at lane.m.gary.civ@mail.mil immediately after this Amendment is posted. Provide the additional POCs and email addresses and a copy of the letter will be forwarded.

b.) Confirm that three (3) proposals were determined to provide the best value to the Government. Resulting awards were made to the following three (3) Offerors on 24 September 2020: Belt Built CFM Government Services JV, Eagle Eye Electric, and Jade Creek Construction.

W56ZTN20D0004 was awarded to Belt Built CFM JV (DUNS: 080981295, CAGE: 80NQ7), 2139 Espey Ct, Suite 6, Crofton, Maryland 21114-2446 in the amount of $99.5M.

W56ZTN20D0005 was awarded to Eagle Eye Electric, LLC (DUNS: 620225842, CAGE:

4B3G1), 8820 W. Russell Road, Suite 115, Las Vegas, Nevada 89148-1262 in the amount of $99.5M.

W56ZTN20D0006 was awarded to Jade Creek Construction, LLC (DUNS: 079736704, CAGE: 7CJ83), 10126 Residency Road, Suite #200, Manassas, Virginia 20110-2007 in the amount of $99.5M.

NOTE: Per the solicitation, the $99.5M ceiling of the contract is shared amongst the MATOC awardees.

mailto:barbara.d.cousins.civ@mail.mil mailto:lane.m.gary.civ@mail.mil c.) As outlined in the Evaluation Notice (EN)/Discussion letters sent out on 26 September

2020, the Government anticipates making approximately two (2) additional awards during Phase 2, but reserves the right to make greater than or fewer than two (2) additional awards, without a fixed upward or downward limit. Revised proposals from Offerors will be evaluated and compared for tradeoff purposes against other Offerors in the competitive range. Revised proposals from Offerors will not be compared against the proposals from the above awardees, and any further awards will augment, and not displace, the awardees identified above.

d.) Clarify that Offerors may provide just proposal revisions. See below RFIs and the EN/Discussion letters for further information on format. A separate document providing responses to all EN items is not being requested and will not be considered.

e.) Answer the following RFIs received since the issuance of letters:

RFI #1: In amendment 11, page 3 of 72, Summary of Changes, top of the page says "By submitting a revised proposal, or notifying the Government of no changes in response to this notice, you are agreeing to make your entire proposal valid for another 180 calendar days from the date of revised proposal submission. If no response to this notice is received, your original proposal will remain expired and will receive no further consideration for award. Per the Evaluation Notice (EN)/Discussion letters, final proposal revisions shall be submitted via email".

Please confirm that if a contractor is going to respond with changes to only a particular volume (for example will only make changes to Volume IV Solicitation Offer and Award Documents), but doesn't intend to make changes to Volumes I, II, and III, the Contractor can respond in writing no changes to Volumes I, II, and III but can submit the revised Volume IV?

Government response/answer: If an offeror wishes to have their original proposal extended and considered, but will not be making any changes, a "No Changes" response is required. If an Offeror is only making changes to select Volume(s), only the change pages for those Volumes need to be submitted. Submission of change pages will constitute an agreement by the offeror to extend the validity date of the entire proposal for an additional 180 days. Offerors are not required to provide a "No Changes" response for other unchanged Volumes.

You may submit just the change pages with all revisions clearly identifiable (with highlighted area, or track changes, etc.), or you can insert those change pages into your entire proposal Volume (i.e.

technical) and resubmit.

The original page limitations from the Solicitation remain in effect, so please revisit those to ensure that your final proposal won’t exceed the limits with the addition of change pages. As long as the changes you've made are clearly identifiable per the EN/Discussion letter instructions, the Government will be able to focus in on those areas for the revised evaluation andevaluated properly by the Government for a potential Phase 2 award.

RFI #2: Regarding the evaluation, I just wanted to confirm if we need to only address the concerns pointed out in the evaluation notice and respond or submit a complete new package for the same highlighting the changes. Please advise.

Government response/answer: See response/answer to RFI #1. Offerors will need to address deficiencies and weaknesses outlined in the EN/Discussion letters to be considered for Phase 2 awards. Offerors are encouraged to focus on the deficiencies and weaknesses in their proposal revisions, but are not prohibited from making other changes to their proposals. Reference the EN/Discussion letters and above for the required format for proposal revisions. The Government will only focus its re-evaluation on those areas that are clearly highlighted and/or in track changes.

Offerors are required to acknowledge receipt of this post-closing Amendment. Please provide the acknowledgement when sending in your revised proposal.
