W56ZTN-19-R-0005, DPW Post-Wide Construction Multiple Award Task Order Contract

(MATOC), APG, MD

1. Is there an incumbent contractor currently providing these services? If yes, please provide us with the contract details.

ANSWER: This solicitation is a re-compete. The 2013 MATOC was awarded to five (5) vendors.

The previous acquisition W91ZLK-12-R-0002 was solicited as an 8(a) set-aside using the procedures identified in Federal Acquisition Regulation (FAR) Part 19. The ceiling value of the previous contract was $230M. There are currently two remaining contractors performing on the 2013 MATOC: Bering Straits Technical Services and Patriot Construction, LLC. Information pertaining to spending on the previous contract can be found by searching by contract number on https://www.usaspending.gov. The ordering periods for the existing contract ends at the end of September 2019.

2. What will be the contract value for this opportunity?

ANSWER: The ceiling value of this contract is estimated at $99.5 million for a period of up to five (5) years. This will include a base period plus four (4) option ordering periods.

3. We also would like to request a code for AMRDEC SAFE SITE in order for us to submit the proposal.

Answer: ACC-APG will not accept proposals from AMRDEC SAFE. DoD SAFE has replaced it as of 15 August 2019. You can access the site via https://safe.apps.mil. The service is for UNCLASSIFIED information only. Please review the website for directions and warnings before using. Reference page 17 of the Solicitation, “Proposal Submission Requirements”.

4. Would you please consider accepting CPARS evaluations in lieu of PPQs?

ANSWER: The Government will not remove the requirement for PPQs from the RFP. The Government will be utilizing CPARs in the evaluation of Past Performance. The Government understands that getting PPQs completed by KOs and CORs can be a challenge but PPQs are a way that firms with lower dollar experience that was not with the Federal Government can demonstrate their past performance. CPARS is only used for the federal Government and for larger dollar awards. It is up to each firm to determine the quantity of information they want to submit for the Past Performance Factor to make the strongest case for their proposal.

5. Will the site visit attendee list be posted on the FedBizOps page for this solicitation?

ANSWER: The list was posted on 9 September 2019.

6. Was the site visit mandatory?

ANSWER: No, the site visit was not mandatory, but offered to allow potential contractors to view the post and the type of projects that may be required on a new MATOC.

7. Thank you for the attached document posted on FBO, just wanted to ask you why there is not emails printed on the last two pages.

ANSWER: The email addresses were inadvertently omitted. A revision will be posted with this amendment.

8. I am reaching out to inquire on the process for setting up a site visit for the referenced project.

ANSWER: The Government held a site visit for W56ZTN-19-R-0005 on 7 August 2019 that was announced on FBO and attended by around 80 individuals. If the Government receives a sufficient number of additional requests, we will definitely consider holding another site visit which would mirror the first one. In August, we toured around APG and pointed out or visited currently ongoing projects and ones that had been completed within the past couple of years. The idea was to provide a representative sampling of the type of work that might be required in the future on APG. Since the contract being competed is an ID/IQ we are not in a position to tour upcoming projects because they are not known or approved. We will note your interest in the Government conducting a second site visit.

9. Are the PPQs included in the 150 page limit?

ANSWER: Yes.

10. On page 15 and page 24 of the 2nd draft of the RFP there is a reference Volume V. Is Solicitations, Offer and Award Documents Volume V or Volume IV?

ANSWER: Volume IV.

11. Do the SF 1442 and amendments belong in Volume III (Price) or Volume IV (V?)

(Solicitations, Offer and Award Documents and Certifications/Representations)?

ANSWER: The SF 1442 and amendments belong in Volume IV.

12. Is there a minimum font size?

ANSWER: Yes, Arial, Calibri, or Times New Roman, minimum of 12 font size. This will be added to the “Proposal Submission Requirements” section in a subsequent Amendment.

13. Is there a minimum margin size.

ANSWER: Minimum 1” margins all around. This will be added to the “Proposal Submission Requirements” section in a subsequent Amendment.
