L.1.4.2.4 Method of Submission

Proposals submitted via e-mail will not be accepted. Proposals shall either be hand-carried or submitted via US mail. Hand-carried submissions* include proposals delivered by commercial carriers such as FedEx, UPS, or services other than the US Postal Service.

Proposals must be delivered to the Detroit Arsenal (DTA) Mail Handling Facility (Building 255) between the hours of 8:00AM and 1:00PM local Warren, MI time. The package(s) will be dated and time stamped at the Mail Handling Facility and the Government will be responsible for forwarding the package(s) to the appropriate personnel. Offerors should ensure that any commercial carrier it uses has a tracking system that can provide documentation that will prove the date and time of delivery to the Government. If the proposal is hand-carried by other than a commercial carrier, the delivery person (even if an employee of the offeror) must be a US citizen, and must obtain a signed receipt, indicating date and time of delivery, from the Mail Handling Facility personnel. The delivery person must provide the receipt since the Mail Handling Facility personnel do not have them.

*Directions to DTA: From Van Dyke Avenue, travel west on East Eleven Mile road to railroad track. Immediately after crossing railroad track turn right into DTA main gate and follow security officer directions to the Mail Handling Facility (Building 255). It may be necessary for the delivery person to obtain a visitors badge prior to being allowed to enter the installation. If so, the security officer will advise the delivery person of the procedures to follow.

L.1.4.2.4.1 Exterior envelopes must identify the solicitation number and date specified for receipt of proposals.

L.1.4.2.4.2 Offerors are cautioned that approval to enter the installation must be obtained prior to the closing date and time for receipt of proposals. Due to security procedures, delays are probable at the entry point and offerors must plan to accommodate them. It is the offerors responsibility to plan sufficient time to clear Detroit Arsenal security and ensure proposals reach the intended destination.

L.1.4.3 Single Proposal Submission

Offerors are limited to submitting one proposal with one approach to meeting the requirements of this solicitation. An offeror is defined as an entity competing independently that does not share a common parent with any other offeror or, does not have a parent/subsidiary relationship with any other offeror, or is not affiliated with any other offeror. For the purposes of Section L.1.4.3

(Single Proposal Submission), the Government will consider affiliation to exist if associated business concerns or individuals, directly or indirectly, either controls the other or can control the other (control can exist through common ownership, common management, or a contractual relationship such as a joint venture, where members have the power to control performance of the contract); or a third party controls or can control both.

L.1.4.4 Organizational Conflict of Interest

L.1.4.4.1 The provisions of FAR Subpart 9.5, Organizational Conflict of Interest (OCI), apply to any award under this Request for

Proposal (RFP). Potential offerors should review its current and planned participation in any other Government contracts, subcontracts, consulting, or teaming arrangements where it may be in a position of actual or perceived bias or unfair competitive advantage.

L.1.4.4.2 Offerors shall disclose any potential OCI situations to the PCO as soon as identified including prior to proposal submission.

The disclosure should include the facts and an analysis of the actual or perceived conflict and a recommended approach(s) to neutralize or mitigate the potential conflict. The preferred approach to potential conflicts is to negate/obviate the conflict. Mitigation is considered only if it is not practical to negate/obviate the conflict. The PCO will promptly respond to resolve any potential conflicts.

L.1.5 All or None

Offers in response to this solicitation must be submitted for all the requirements identified in the solicitation. Offers submitted for less than all the requirements called for by this solicitation may be rejected or ineligible for award. Proposals that contain alternate terms and conditions may be considered as taking exception to the requirements of the solicitation. See Section M.1.7.

L.2 Evaluation Factors: Offerors proposal shall address the following three Factors, one of which has three sub-factors:

(a) Technical

(b) Price

(c) Small Business Participation

L.2.1 Volume I Technical

The Technical Volume submission shall not exceed thirty (30) pages. The thirty (30) pages does not include substantiating data. The

Offeror shall submit the Technical Volume as a separate document in MS Word or PDF format. The Technical Volume shall include a narrative describing the proposed design approach to deliver an EHETS Trailer that meets the EHETS Trailer requirements stated within

Attachment 0006 EHETS Trailer Performance Specification. The technical proposal should demonstrate the Offerors understanding of the project requirements and shall provide sufficient detail and analysis to support how the Offeror will meet the EHETS Trailer requirements as defined in L.2.1.4 through L.2.1.6. It is the offeror's responsibility to submit detailed and complete information so the Government may evaluate its Technical volume. The Government does not assume the duty to search for data to cure problems it finds in proposals. While the Government may elect to consider data obtained from internal and external sources other than the proposal, the burden to provide thorough and complete technical information rests with the offeror.

7 12

Name of Offeror or Contractor:

PIIN/SIIN MOD/AMD

L.2.1.1 The Offeror shall address the following three (3) Technical Subfactors in the Technical Volume: Payload Capacity, Maneuverability, and Payload Safe Transport. Each subfactor must be clearly identified and addressed individually within the Technical

Volume.

L.2.1.2 The Offeror shall also submit the required substantiating documentation as specified in sections L.2.1.4 through L.2.1.6 below.

The required substantiating documentation must be submitted under Technical Volume Substantiating Data. Acceptable forms of substantiating data shall be in the form of test data and reports, commercial literature, manufacturers specification sheets, parts lists, certified modeling and simulation data, 2-D Computer Aided Design (CAD) drawings, schematics, engineering analysis, historical information, contract number (if applicable), analytical support, photos, videos, design documentation and/or rationale. The Offeror may submit any other form of substantiating data that fully substantiates its proposal. Substantiating data for a design configuration which meaningfully varies from the offered EHETS Trailer design configuration may be considered less credible. Substantiating data shall be complete, specific, and relevant only to the specific performance levels proposed to be achieved by the Offeror for each requirement. If the substantiating data for one requirement is the same as data cited for another requirement, then reference the previously provided data and do not provide duplicate data.

L.2.1.2.1 Existing Government Test Data. Offerors may not assume that the Government will utilize internal sources and information regarding previously conducted Government testing on the proposed solution, therefore the Offeror shall submit a complete and fully substantiated proposal. However, the Government reserves the right to use existing Government Test Data as part of its evaluation.

L.2.1.2.2 Offerors that propose a solution that has been previously provisioned must submit the National Stock Number (NSN) number and the contract number under which the trailer was procured. This information may be considered substantiating data in the evaluation. See also M.3.1.6.1

L.2.1.3 The Technical Factor includes the following three Subfactors:

(a) Payload Capacity

(b) Maneuverability

(c) Payload Safe Transport

L.2.1.4 Technical Subfactor 1 Payload Capacity

(a) The Offeror shall identify the Maximum Payload Capacity for the proposed EHETS Trailer (EHETS-PSPEC-30). Substantiating data shall be provided per L.2.1.2 including the following:

(VCW) (EHETS-PSPEC-506), OEM and component manufacturer drawings and specification sheets or supplier data clearly identifying components, certifications, and ratings for all primary load bearing components at the Proposed GVWR, axles (EHETS-PSPEC-121), suspension systems (EHETS-PSPSEC-117), wheels (EHETS-PSPEC-139), and tires (EHETS-PSPEC-133).

L.2.1.5 Technical Subfactor 2 - Maneuverability

(a) The Offeror shall fill out Attachment 0037 GVSC Turning Data Sheet as well as provide any substantiating data to allow the Government to assess the 180-degree U-turn (EHETS-PSPEC-45) and European cornering (EHETS-PSPEC-46) characteristics of the proposed

EHETS Trailer.

(b) The Offeror shall describe how the proposed EHETS Trailer will negotiate a four (4) meter underpass, while operating on the highway and transporting the M1A2 SEPv3 identified in Attachment 0021 M1A2 SEPv2 and SEPv3 Physical Data configured in transport mode (EHETS-PSPEC-591) as well as provide any substantiating data.

L.2.1.6 Technical Subfactor 3 Payload Safe Transport

(a) The Offeror shall fill out Attachment 0036 - Tie Down Evaluation Data Sheet for the M1A2 SEPv3 identified in Attachment

0021 M1A2 SEPv2 and SEPv3 Physical Data as well as provide any substantiating data to allow the Government to conduct an assessment of the proposed cargo provisions and cargo restraints.

(EHETS-PSPEC-524) as well as provide any substantiating data . The Offeror shall identify the overall useable deck length, and OEM and component manufacturer drawings and specification sheets or supplier data clearly identifying that each type of cargo provision and cargo restraint device is compliant with MIL-STD-1366E, dated 31 OCT 2006, Section 5.1.6, Highway (EHETS-PSPEC-271).

L.2.2 Volume II Price Factor

In accordance with FAR 15.403-5(a)(1), certified cost or pricing data is not required for initial proposal submission. However, after initial proposal submission, if only one offer is received, the Government reserves the right to request certified cost or pricing data in accordance with DFARS 252.215-7008. In the event certified cost or pricing data is required, the offeror may submit a written request for exception based on the applicable clauses contained herein.

For initial proposal submission, provide the data other than certified cost or pricing data outlined below.
