About this file

This document contains a question and answer log related to a solicitation for Enhanced Heavy Equipment Transport System (EHETS) trailers. The solicitation will be issued by the Army Contracting Command - Detroit Arsenal (ACC-DTA) to acquire 466 EHETS trailers over five years. Key details include:

  • The solicitation will utilize best value tradeoff source selection procedures and evaluate proposals based on technical, price, and small business participation factors. The technical factor, which includes payload capacity, maneuverability, and payload safe transport subfactors, is most important.

  • The pricing workbook originally requested a single price per ordering year but will be amended to incorporate range pricing to address cost risk with the minimum order quantity of one trailer.

  • A signed copy of Amendment 0002 to the solicitation is available for signature to meet submission requirements.

  • The contracting officer and point of contact for proposal submissions has changed to Jennifer Harris and Ebony Arnold, respectively.

  • The period of performance is fiscal years 2022 through 2027, with delivery of test trailers within six months of award and production delivery of 15 trailers per month beginning 180 days after order receipt.

EHETS Trailer Question and Answer

Question Number

Document Document Reference Question Answer

1 RFP Section I‐140, Section I‐141, 52.216‐ 19, 52.216‐21, Section B, Attachment 0002

The solicitation includes the Order Limitations clause 52.216‐19 which details that the Offeror is not required to honor a minimum order of less than 1 or maximum order of more than 146 trailers. The solicitation also includes the Requirements clause 52.216‐21 which details that the quantities in the solicitation are estimates only and that should the Government not order the estimated quantities, it is not the basis for an equitable price adjustment. Section B of the Solicitation states that there is no minimum guarantee under this requirements contract. Attachment 0002 Pricing Workbook requests a single EHETS Trailers Production Price per ordering year based on an estimated quantity of trailers per ordering year that ranges between 18‐146. The solicitation allows the Government to order any quantity of trailers between 1 – 146 in a single order but is only requesting a single price per order year in the pricing workbook to cover that quantity range. While the pricing workbook includes estimated quantities, the Government is not obligated to order these quantities and whatever quantity is ordered will be at the single price per year proposed in the pricing workbook. This solicitation language incentivizes offerors to propose higher production prices to cover the risk of the Government ordering as few as a single trailer per order rather than offering lower prices aligned with the estimated quantities in the pricing attachment. Requirements contracts generally request range pricing or include a minimum order quantity to mitigate this cost risk. Will the Government adjust the solicitation language or pricing workbook to address this disconnect?

The Government will amend the solicitation to incorporate range pricing.

2 RFP Amendment 0002, Section L.3.1

On 31 January 2022, the Government issued an SF33 which appears to incorporate Amendment 0001 and Amendment 0002. Section L.3.1 of solicitation W56HZV‐21‐R‐0169, issued 17 December 2021, requires that the Offeror, “Provide a scanned image of a signed copy of the SF33 cover page, a copy of all completed fill‐ins or Sections A through K, and (if applicable) a signed copy of all Amendments to the solicitation.” Please confirm if an SF30 of Amendment 0002 will be made available for signature. If not, please confirm that the Offeror is to sign both the SF33 issued 17 December 2021 and the SF 33 issued 31 January 2022 in lieu of providing a signed SF30 cover page of Amendment 0002.

Thank you for pointing out the discrepancy of the conformed copy of the EHETS RFP/SF33 issued on 31 January 2022. The signed version of Amendment 0002 was posted on SAM.gov on 8 February 2022. The SF30 of Amendment 0002 is available for signature IAW Section L.3.1 of the EHETS RFP.

3 RFP Amendment 0002, SF 33

Per the SF33 issued 31 January 2022, it appears that the Buyer has changed from Winslow Morrow to Jennifer Harris. As local clause LS7380 ‐ L.3 Submission of Subcontracting Plan, section (a) requires that, “The plan shall be submitted to the buyer's e‐mail address on the face page of the solicitation.”, please confirm that the Small Business Subcontracting Plan is to be submitted via email to Jennifer Harris.

The Contract Specialist for EHETS RFP is is Ms. Ebony Arnold. Please make all submissions related to the EHETS RFP to Ms. Arnold at ebony.d.arnold.civ@army.mil.
