About this file

This document contains a data package template and trailer tie down requirements for conducting a structural assessment of tie down provisions on a trailer. The data package template includes sections for payload and trailer dimensions, tie down chain specifications and locations, cargo positioning, and load and force limitations during transport. Engineering drawings and documentation are required to show the trailer deck and tie down scheme layout, payload arrangement, chain specifications and attachment points, wheel chock dimensions and load ratings, and a description of the proposed securement system. Payload response and trailer reaction forces expected during highway loading scenarios like braking, acceleration and turning must also be provided.

The related federal contract opportunity notice is for the acquisition of 466 Enhanced Heavy Equipment Transport System trailers over five years. The EHETS trailer is an eight axle, flatbed trailer capable of carrying 82 ton payloads when towed by an EHET tractor. The Army intends to issue a solicitation on November 24, 2021 or later for a fixed price, requirements contract. The evaluation will consider technical, price, and small business factors. The technical evaluation will assess payload capacity, maneuverability and safe transport capabilities. The contractor must provide test trailers within six months of award and begin production deliveries of 15 trailers per month thereafter.

TRAILER TIE DOWN DATA PACKAGE FOR

STRUCTURAL ASSESSMENT OF TIE DOWN PROVISIONS

1.0 INTRODUCTION

This package describes the data requirements for a first order structural assessment of the tie down provisions. The nature of this assessment is to determine the required loads necessary to restrain the proposed payloads and to determine if the proposed tie down and rigging scheme is sufficient to restrain the proposed payloads under prescribed highway braking, accelerating, and turning events. In order to facilitate this assessment, an attempt has been made here to provide a generic data sheet to define the system parameters necessary to conduct the desired assessment. This sheet includes the minimal requirements necessary to conduct the assessment.

2.0 OBJECTIVES

The purpose of this package is to: 1) define in detail the parameters, and descriptions that are necessary to perform the tie down provisions assessment and 2) provide standardized work sheets which will facilitate the model development for the assessment.

3.0 RECOMMENDATIONS

As the government deems it necessary, this package will be updated to add data requirements as modeling methodologies and simulation technologies advance.

4.0 DISCUSSION

The following data sheet is included to capture the required data.
