About this file
This document is a request for information concerning Stryker logistics support requirements including new equipment training, fielding, field level maintenance, and field service representative support. The Army is seeking industry feedback on the draft scope of work prior to releasing a formal request for proposal in the first quarter of 2018 for an indefinite delivery/indefinite quantity contract with a base year and four option years. Questions are due by April 30, 2018 and should address the ability to surge operations during contingencies, approaches to advanced troubleshooting of system-of-systems, and experience with cost and software data reporting. The Army is not obligated to award a contract based on responses to this request for information.
Amendment 0002 contains several minor clarification changes to Sections L and M. Full details of the changes are listed in the Section A narrative.

The disclosure should include the facts and an analysis of the actual or perceived conflict and a recommended approach(s) to neutralize or mitigate the potential conflict. The Contracting Officer will promptly respond to resolve any potential conflicts.

containing supplies or services that can be ordered but typically do not demonstrate actual performance, such as Indefinite Delivery
Contracts (FAR 16.5), Basic Ordering Agreements (BOA), Blanket Purchase Agreements (BPA), and Federal Supply Schedules (FSS) do not meet the definition of a Contract. Written instruments considered to demonstrate actual performance may include a single task or delivery order, a single work directive, or a single definite quantity contract provided it demonstrates a distinct effort was actually performed. An offeror may submit, or the Government may require, written instruments that enhance the Governments understanding of the distinct effort actually performed if it is not identified on the Contract itself. It is incumbent upon the offeror to demonstrate that a distinct effort was actually performed
General Information: The below instructions are provided to advise offerors as to the information required by the Government to assess the contractors proposed experience. Since this information constitutes a basis of the Government's review, it is the offeror's responsibility to submit detailed and complete information as required so the Government may evaluate its Experience volume, and imperative that the offeror present its experience in a clear and complete manner. Failure to provide the applicable information may result in an assessment that the referenced experience lacks comparability or recency, and be discounted in the evaluation. The
Government does not assume the duty to search for data to cure problems it finds in proposals. The burden of providing thorough and complete information remains with the offeror.
L.4.1.1 For the Experience Factor, the offeror shall substantiate recent and comparable experience by providing the requested information below. The offeror may provide up to three recent Contracts, subject to the additional Contract limitation described below.
The Contract(s) must have been performed by the offeror, or a key subcontractor, as the prime contractor. For the purposes of this
Factor, a key subcontractor is defined separately for each statement of work activity in Section L.4.1.3 (a)-(c). Each contract the offer submits does not have to contain each statement of work activity in Section L.4.1.3 (a)-(c) to receive evaluation credit but must demonstrate comparability to at least one of these statement of work activities. Contracts may include foreign, federal, state, local and private industry Contracts. The Government will not consider the experience of individuals or key personnel; only corporate experience will be considered.
L.4.1.1.1 Additional Contract limitation: The offeror is limited to only submitting up to one recent Contract for a key subcontractor.
For purposes of this Factor, if a joint venture (JV) entity is the offeror, the JV members will be considered as the offeror, regardless of how the JV is legally structured.
L.4.1.2 The Government will only consider recent experience. Recent experience is defined as tasks completed on a Contract determined to be recent. Recent Contract(s) are those performed within five years of the date of issuance of this Request for Proposal (RFP).

L.4.1.3(b) Performance of New Equipment Training (NET) activities in accordance with AR-350-1 (military ground combat or tactical vehicles) at multiple Garrison locations, concurrently, on at least 50 vehicles of multiple variants, in a 12 month period. NET training activities for this effort involve the scheduling and conduct of both full vehicle Operator Training (OPNET) and Maintenance
Training utilizing the Government provided Program of Instruction, package and delivery of course material, task analysis on the POI, performing any necessary vehicle repairs during course instruction, and providing Unit Training Support packages.
