1SECTION C - DESCRIPTION/SPECIFICATIONS/WORK STATEMENTC.6.2.41. The contractor would like to know if the Government Expectation was that the contractor will develop all Training material (inclusive of DVHA1 and future variants) as part of this solicitation.A: Per Section C.6.2.4. Training Products

"Utilizing the Government provided POIs, the contractor shall develop all day to day training schedules for each training event no later than 90 days prior to a scheduled training event, in accordance with the NET Plan for the ordering period for which the services are ordered via CRDL A014 Training Event Schedule.:"

The contractor is not required to develop any training material as part of this RFP. All training material will be provided by the Government in the form of POIs and IETMS.

2 SECTION L - INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS L.4.3. 2. This section requires the contractor to complete all fill-ins for Sections A through K of the solicitation. However, the Government Pricing Model is not set up to delineate the cost categories by job classification (number of hours/heads) per the CLIN structure of Section B. Example would be for DRCF CLIN 0021 for Ordering Period 1 (OP1), the government model does not reflect how many hours of which job classifications are to be included under that CLIN element. Please clarify if section B CLINs are required to be filled in. If so, will additional information be provided to illustrate cost categories by job classification (number of hours/heads) A: Per Amendment 0003 to Solicitation W56ZHV-18-R-0040, Section L.4.3. has been updated to include the statement "Do not enter any proposed prices into Section B of the RFP."

3 SECTION J - LIST OF ATTACHMENTS ATTACHMENT 0022 GFPM The following error has been identified in Attachment 0022, GFPM released Oct 11, 2019:

On the “Total Proposed Price” tab, starting in Ordering Period 3, cell H8 calculation is referencing the incorrect labor category from the Ordering Period tab.

The formula should reference row 19; not row 18. This is the case for all following labor categories.

A. This issue has been corrected on the updated GFPM dated 15OCT19.
4L - INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORSL.4.3.4.2, Attachment 0022 GFPMThe RFP states that All formulas used in the GFPM (MS Excel spreadsheets) shall be clearly visible in the individual cells and verifiable. Whereas linking among the spreadsheets is necessary, use of external links (source data not provided) of any kind is prohibited. The GFPM and all its associated workbooks/files shall not be locked/protected or secured by passwords.
Q: Can the government update the formulas for the cells in the Non-Contingency CONUS Personnel sections for Ordering Period 3, 4, & 5? The formulas are off by one cell when pulling over the OT cost from the applicable Ordering Period worksheets. This is causing a disconnect between the GFPM and the OFPM TEP amounts.A. This issue has been corrected on the updated GFPM dated 15OCT19.
