| 2 | The "Labor Categories & Required Hours" (columns A. - D.) contain all of the labor categories that the USG anticipates to be necessary for completion of this effort. The "Req. Hours (LOE)" column (Column D.) contains the total number of hours to be proposed for each of the USG identified labor categories. The hours may be allocated to the prime contractor or a combination of both the prime and subcontractors. All Proposed (prime & subcontractor) labor hours must be equal to the total number of hours (per each labor category) identified in the "Req. Hours (LOE)" column. |
| 2a | In the "Prime Contractor Labor" table (columns H. - W.), offerors shall input the proposed number of hours that will be completed by the prime contractor for each of the USG identified labor categories (Column H.). Offerors shall insert all of the cost elements (bonuses, fringe benefit costs, labor overhead costs, ODC costs General & Administrative cost, FCCM, and fee) that make up all of the fully burdened labor rates proposed for each of the USG identified labor categories (Columns J., M., N., P., Q., and S.). Columns K., L., R., T., U., V., & W. automatically calculate based on the proposed values in the offeror's input in Columns. |
| 2b | In the "Prime Contractor Labor" table (rows 3, 4, and 5), if applicable, offerors shall input the corresponding indirect costs, and fee rates, (fringe benefit, labor overhead, General & Administrative cost, FCCM, and fee), for each ordering period. The indirect costs that make up all of the fully burdened labor rates proposed for each of the USG identified labor categories, automatically calculate based on the offeror's input in cells (J3, J4, J5), (N3, N4), (P3, P4),(Q3,Q4), and (S3, S4). Columns J.,N.,P.,Q., and S. automatically calculate based on the offeror's input in cells (J3, J4, J5), (N3, N4), (P3, P4),(Q3,Q4), and (S3, S4). All indirect costs shall be applied in accordance with the prime offerors normal accounting procedures. |
| 2c | Prime contractor labor escalation for each ordering period 2 through 5 shall be a Government plug value. The direct labor rates proposed for each of the USG identified labor categories will automatically calculate based on direct labor rates from the previous ordering period (Column I). The Government has pre-populated direct labor escalation as follows: Ordering Period 2 at 2.7%, Ordering Period 3 at 2.8%, Ordering Period 4 at 3.0%, and Ordering Period 5 at 3.0%. Any proposed escalation less than the Government pre-populated factors for each Ordering Period will not be permitted. |
| 2d | Columns U. - W. contain all extended elements of cost, fee and price. All extended elements of cost, fee and price are calculated by multiplying the element of cost, fee or price by the number of hours proposed for each labor category. |
| 2e | Offerors shall provide reconciliation between the contractor format spreadsheets and the Government format spreadsheets. If reconciliation error(s) exist, the Government will rely on the data entered into the Government format spreadsheets to make any reasonableness/realism determinations. |
| 2f | The total prime labor price (Column W.) is calculated by multiplying the proposed hours in Column H. by the proposed FBLR in Column T. |
| 3 | Subcontractor offerors shall submit a detailed cost build up in their own format for each proposed fully burdened labor rate. Subcontractors may choose to submit the cost build up data as part of the prime contractor's cost submission or as separate submission directly to the Government. If reconciliation error(s) exist between the prime contractor's pricing submission and the subcontractor cost build up spreadsheets, the Government will rely on the data entered into the prime contractor's Government format spreadsheets to make any reasonableness/realism determinations. |
| 3a | In the "Subcontractor Labor" table (Columns Y. - AM.) , prime offerors shall input the proposed number of hours that will be completed by subcontractors for each of the USG identified labor categories (Column Y.). Prime offerors shall input the fully burdened labor rate for each of the proposed subcontracted labor categories (Column Z.). All indirect costs shall be applied in accordance with the prime offerors normal accounting procedures. | |
| 3b | Columns U. - W. and AH. - AJ. contain all extended elements of cost, fee and price. All extended elements of cost, fee and price are calculated by multiplying the element of cost, fee or price by the number of hours proposed for each labor category. |
| 3c | In column AK. the prime offeror shall enter the name of the subcontractor(s) proposed to complete the hours associated with each labor category. If the prime offeror proposes more than one subcontractor for a single labor category a single FBLR (inclusive of prime contractor indirect adders and fee) shall be proposed. The proposed FBLR (inclusive of prime contractor indirect adders and fee) shall be a blend of each subcontractor’s proposed FBLR. In column AL. the prime offeror shall indicate if the proposed subcontractor FBLR is a "blended" FBLR. In Column AM. the prime offeror shall enter the billing nomenclature for each of the subcontracted labor categories, all subcontracted labor categories shall be differentiated from prime labor categories. |
| 3d | The total subcontractor labor price (column AJ.) is calculated by multiplying the proposed hours in Column Y. by the proposed FBLR in column AG. |
| 4 | Columns AO. - AP. utilize the extended cost and fee (Columns U. - V. & AH.- AI.) and the total proposed hours (Column E.) to calculate a single composite fully burdened labor rate (prime and subcontractor) for each of the USG identified labor categories (column AQ.). |
| 4a | All values populate based on the offerors input in the "Prime Labor" and "Subcontractor Labor" tables. No offeror input is necessary. |
| 5 | The USG has included "Over Time" within each Period of Performance of this effort (rows 17 - 25 CONUS, 34 - 39 OCONUS) for OP1, and (rows 18 - 26 CONUS, 35 - 40 OCONUS) for OP2 - OP5. The "Over Time" may account for any potential increase in hours outside of a normal 40 hour week, and / or an increase of physical head count that may be necessary to complete the solicited effort (beyond the manpower suggested within each Period of Performance).
