INSTRUCTIONS

INSTRUCTIONS TO OFFERORS

General
1The Prime Offeror shall complete this Government Format Pricing Model (GFPM). If Cost-Type subcontractors are proposed, subcontractor offerors will utilize this workbook as its proposal submission.
2For Proposal Purposes, Offerors shall assume that a Productive Hour Work Year is equal to 1,980 Non-Contingency, and 2,148 Contingency Hours. Offerors should use their normal Labor Related Benefits based on the Offeror's normal assumptions about productive and paid time off.
3All proposed direct labor rates shall be in line with justifying data (salary survey, BLS-OES, actual historical costs etc.) for each identified locality.
"Totals & USG MPC" Tab
1Offerors shall input offeror name into cell A1.
2A 0 to 180 Day Phase-in period has been provided for offerors to transition their operaton plan into this effort. The Phase-in period shall be proposed on a Firm Fixed Price basis. Offeror's shall insert its proposed Firm Fixed Price amount for the Phase In period into cell "F4" of the "Totals & USG MPC" tab.
3The total proposed price is calculated in cell "D29".
4No other offeror input necessary, all totals will auto-populate from the "Ordering Period 1", "Ordering Period 2", "Ordering Period 3", "Ordering Period 4" and "Ordering Period 5" tabs. The USG may utilize this tab while evaluating the Most Probable Cost to the Government.
5The total price for each period of performance is identified in cells D27, F27, H27, J27, and L27.
"Ordering Period 1", "Ordering Period 2", "Ordering Period 3", "Ordering Period 4" and "Option Period 5" Tabs
1Offeror input is required in all applicable cells highlighted in blue.
2The "Labor Categories & Required Hours" (columns A. - D.) contain all of the labor categories that the USG anticipates to be necessary for completion of this effort. The "Req. Hours (LOE)" column (Column D.) contains the total number of hours to be proposed for each of the USG identified labor categories. The hours may be allocated to the prime contractor or a combination of both the prime and subcontractors. All Proposed (prime & subcontractor) labor hours must be equal to the total number of hours (per each labor category) identified in the "Req. Hours (LOE)" column.
2aIn the "Prime Contractor Labor" table (columns H. - W.), offerors shall input the proposed number of hours that will be completed by the prime contractor for each of the USG identified labor categories (Column H.). Offerors are required to submit direct labor rates for each of the USG identified labor categories (Column I.). Offerors shall insert all of the cost elements (direct labor, fringe benefit costs, labor overhead costs, ODC costs General & Administrative cost, fee etc.) that make up all of the fully burdened labor rates proposed for each of the USG identified labor categories (Columns I.- Q., S.). Columns K., L., R. & T. automatically calculate based on the offeror's input in Columns I. - Q., S. Prime offerors shall submit additional cost data in it's own format (as necessary) to further justify the proposed single elements of the prime labor costs.
2bColumns U. - W. contain all extended elements of cost, fee and price. All extended elements of cost, fee and price are calculated by multiplying the element of cost, fee or price by the number of hours proposed for each labor category.
2cOfferors shall provide reconciliation between the contractor format spreadsheets and the Government format spreadsheets. If reconciliation error(s) exist, the Government will rely on the data entered into the Government format spreadsheets to make any reasonableness/realism determinations.
2dThe total prime labor price (Column W.) is calculated by multiplying the proposed hours in Column H. by the proposed FBLR in Column T.
3Subcontractor offerors shall submit a detailed cost build up in their own format for each proposed fully burdened labor rate. Subcontractors may choose to submit the cost build up data as part of the prime contractor's cost submission or as separate submission directly to the Government. If reconciliation error(s) exist between the prime contractor's pricing submission and the subcontractor cost build up spreadsheets, the Government will rely on the data entered into the prime contractor's Government format spreadsheets to make any reasonableness/realism determinations.
3aIn the "Subcontractor Labor" table (Columns Y. - AN.) , prime offerors shall input the proposed number of hours that will be completed by subcontractors for each of the USG identified labor categories (Column Y.). Prime offerors shall input the fully burdened labor rate for each of the proposed subcontracted labor categories (Column Z.). The prime offeror may choose to apply indirect costs and/or fee to the subcontractor fully burdened labor rates (Columns AA. - AE., AG). All indirect costs shall be applied in accordance with the prime offerors normal accounting procedures. Columns AF. and AH. automatically calculate based on the offeror's input in Columns Z. - AE., AG.
3bColumns U. - W. and AI. - AK. contain all extended elements of cost, fee and price. All extended elements of cost, fee and price are calculated by multiplying the element of cost, fee or price by the number of hours proposed for each labor category.
3cIn column AL. the prime offeror shall enter the name of the subcontractor(s) proposed to complete the hours associated with each labor category. If the prime offeror proposes more than one subcontractor for a single labor category a single FBLR (inclusive of prime contractor indirect adders and fee) shall be proposed. The proposed FBLR (inclusive of prime contractor indirect adders and fee) shall be a blend of each subcontractor’s proposed FBLR. In column AM. the prime offeror shall indicate if the proposed subcontractor FBLR is a "blended" FBLR. In Column AN. the prime offeror shall enter the billing nomenclature for each of the subcontracted labor categories, all subcontracted labor categories shall be differentiated from prime labor categories.
3dThe total subcontractor labor cost is calculated by multiplying the proposed hours in Column Y. by the proposed FBLR in column AF.
4Columns AP. - AQ. utilize the extended cost and fee (Columns U. - V. & AI.- AJ.) and the total proposed hours (Column E.) to calculate a single composite fully burdened labor rate (prime and subcontractor) for each of the USG identified labor categories (column AR.).
4aAll values populate based on the offerors input in the "Prime Labor" and "Subcontractor Labor" tables. No offeror input is necessary.
5The USG has included "Over Time" within each Period of Performance of this effort (rows 13-20). The "Over Time" may account for any potential increase in hours outside of a normal 40 hour week, and / or an increase of physical head count that may be necessary to complete the solicited effort (beyond the manpower identified within each Period of Performance). "Over Time" is calculated by multiplying the total number of USG required hours by 20%. The total "Over Time" price is included in the total proposed price for each Periods of Performance for this effort. When developing the proposed FBLRs (prime and subcontractor) under this effort, offerors shall account for all possible contingencies (i.e. any premium necessary to be paid to employees whether at “Base” or “Over Time” rates).
6The "DBA Insurance" Plug Figure in cell E37 is pre-populated by the Government. It represents the DBA Insurance costs estimated for each of the Periods of Performance.
7The "Travel" Plug Figures in cells E40 - E45 are pre-populated by the Government. They represent the travel costs estimated for each of the Periods of Performance.
8The Total Price for each performance period is equal to the sum of all prime contractor labor costs, subcontractor labor costs, Over Time labor costs, DBA Insurance plugged costs, and USG plugged Travel figures in cells E48.
"Composite Labor Rates" Tab
1This tab organizes all proposed composite (prime and subcontractor) costs, fees and fully burdened labor rates. All values automatically populate based on offerors input on the ordering period tabs.
2No offeror input is necessary.
"Minimum Quals PWS" Tab:
1This tab details the minimum education and experience requirements for all of the labor categories required under this effort. Offerors shall provide employees meet or exceed the minimum education/experience requirements identified by the USG.
2In Column E. a person legally authorized to bind the offeror shall enter their name for certification. This person is certifying that the offerors (prime & subcontractor) will provide personnel that meet the minimum qualifications in accordance with the PWS throughout the entire performance period of this effort. In Column F. the same person shall enter the date of certification.
3No Offeror input is required.
