About this file

This request for information concerns logistics support services for the Stryker Brigade Combat Team program. The Department of the Army is seeking industry feedback on a draft statement of work for a single-award indefinite-delivery/indefinite-quantity contract covering new equipment training, fielding, field-level maintenance, and field service representative support. The period of performance would include a base year and four option years. Questions are due by April 30, 2018 and responses will be posted publicly. Interested offerors are asked to describe their ability to surge operations during contingencies and approach to advanced troubleshooting of system-of-system issues. Experience with cost and software data reporting is also requested.

Attached are the questions received from Industry as a result of the RFI posting of the Draft Scope of Work and the USG responses to those questions. Further opportunity to ask questions formally will occur at the Industry Day scheduled for 10 July 2018.

Question

# SOW Section Question Answer

1 C.2 Security Requirements What are the security requirements for personnel and facilities? Facility must possess active Secret FCL (non-possessing is appropriate as no classified materials will be generated or stored). Personnel Security Clearance (PCL) at the Secret level will be required for some contract employees in the performance of this contract.

2 C.2 Security Requirements Is there anything on a Stryker that would require a security clearance? While no security clearance requirement is clearly beneficial, it would seem that FSR's and maintainers would at times be exposed to comsec and other potentially classified systems and information in order to accomplish troubleshooting procedures from a system of systems perspective.

Yes. The classification of some components and configurations on some of the vehicles that will be serviced under the contract award may require FSR's to possess active PCL's in the performance of their work.
