EXECUTIVE SUMMARY

1. PURPOSE: The U.S. Army TACOM Life Cycle Management Command (TACOM-LCMC) is soliciting offers under this Request for Proposal for Information Technology Support services at the Detroit Arsenal, Warren, MI (DTA). This solicitation is being issued as an 8(a) Small Business set-aside.

2. CLIN STRUCTURE: The awarded contract will consist of five ordering years as detailed in Contract Line Item Numbers below:

Year 1: 1001 - 1003 Year 2: 2001 - 2003 Year 3: 3001 - 3003 Year 4: 4001 - 4003 Year 5: 5001 - 5003

The Government reserves the right to revise the CLIN structure at time of award, for administrative purposes.

3. INTENT: Award will be to a single offeror. The resulting contract type will be Labor Hour (LH). FAR Part 12, Acquisition of Commercial Items, will apply. Note that not all the provisions will flow-down to the subcontract level, pursuant to FAR 12.504 Applicability of Certain Laws to Subcontracts for the Acquisition of Commercial Items.

4. PROPOSALS: Offerors are to submit a single proposal that includes all items outlined in Section L. Evaluation of offerors’ proposals for award of contract will be based on Past Performance and Price. Section L of the solicitation specifies what is required from offerors in their proposals. Section M specifies how the Government will evaluate offerors’ proposals.

5. WORKLOAD: The workload projections found in the SOW represent the Government’s estimates using the best information currently available, taking into consideration the significant changes in the Government’s requirements and the restructuring of the SOWs to comply with Common Levels of Support (CLS) guidelines.

6. START OF WORK / MANAGEMENT MEETINGS: The Government will require a post-award Start-of-Work meeting within thirty days after award of the basic contract or any task orders issued to establish working relationships and responsibilities. The meetings will take place at TACOM, Warren, Michigan. The Contractor shall ensure that any major subcontractors attend these meetings. There will also be a minimum of two management meetings per year at TACOM the purpose of these meetings will be to discuss any and all information specific to this contract.

7. REQUIREMENT: Section I of this document contains FAR52.204-7 System for Award Management (FEB 2014). Please pay particular attention to paragraph (d), which states that lack of registration in the SAM will render an offeror ineligible for an award. If already registered, offerors are strongly encouraged to review and update their registry at the time of proposal submission. Offerors are required to complete the System of Award Management (SAM) at the time of proposal submission. If already submitted, offerors are strongly encouraged to review and update their ORCA record at the time of proposal submission. Please see: https://www.sam.gov.

8. NOTICE: Pursuant to FAR 52.212-1 (g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

9. CLAUSES: Clauses and provisions in this document may not appear in consecutive order. Clauses and provisions from the Federal Acquisition Regulation (FAR) and supplements thereto are incorporated in this document by reference and in full text. Those incorporated by reference have the same force and affect as if given in full text.

10. FORMAL COMMUNICATION: Any formal communication, such as requests for clarifications, discussions, and information concerning this solicitation should be submitted in writing electronically to the addresses below:

Melissa Bays melissa.c.bays.civ@mail.mil. NO PHONE CALLS WILL BE ACCEPTED.

11. AMENDMENTS PRIOR TO DATE SET FOR RECEIPT OF PROPOSALS: The Government may revise or amend, the specifications or any aspect of the Solicitation prior to the date set for receipt of proposals. If the revisions and amendments are of a nature which requires material changes in quantities, prices offered, or both, the date set for receipt of proposals may be postponed such number of days as in the opinion of the issuing officer will enable offerors to revise their proposals. In such cases, the amendment will include an announcement of the new date for receipt of proposals.

12. RELEASE OF INFORMATION: Any award issued as a result of this solicitation will be distributed electronically. In the event of a FOIA request for a copy of any award issued as a result of this solicitation, or any subsequent modifications to the contract, the contract and modifications will be released, including the awarded unit price. This is the notice required by Executive Order 12600 (June 23, 1987) of our intention to release unit prices in response to any request under the Freedom of Information Act (FOIA), 5 USC 552. If you object to such release in the base contract or contract modifications, and you intend to submit an offer, notify the contracting officer in writing prior to the closing date identified in this solicitation and include the rationale for your objection consistent with the provisions of FOIA. A release determination will be made based on rationale given.

13. CLASSIFIED INFORMATION: Requirement For Facility and Information System Security Clearance (Secret).

To be considered for award, Offerors must have a SECRET Facility Clearance (FCL). In accordance with L.5.1.5, Offerors must submit documentation indicating their facility has been granted a SECRET FCL. Offerors who are considering a subcontractor must also submit documentation indicating that its subcontractor has obtained the necessary clearance in order to be considered for award for those subcontractors that will handle classified material.

All FCL information will be verified through the Defense Security Service for all Offerors and their subcontractors.

Offerors without a security FCL will neither be able to discuss or access key aspects of the program that are classified nor will they be able to pass such information on to their subcontractor. Access to SECRET/SAR information will be required under the contract resulting from this RFP. Offerors who do not have the required classified specifications will have their proposal rejected pursuant to Paragraph M.2 and may not be considered for award.
