DEFINITIONS & ACRONYMS
Acceptable Quality Level (AQL)
The allowable deviance from a defined standard of performance that can occur before the Government will reject the specific service. The designation of an AQL, however, does not imply, nor should it be interpreted to mean, that the service provider has the right to intentionally perform in a defective manner; the Government expects the service provider to strive to meet all standards at all times.
Conflict of Interest (COI)
Activities or relationships with other persons or organizations, in which a person or organization is unable or potentially unable to render impartial assistance or advice to the Government. Also, the person's or organization's objectivity in performing the TO is or might be otherwise impaired, or that the person or organization has or might acquire an unfair competitive advantage.
Contracting Officer (KO)
Agent of the Government with the authority to enter into, administer, and terminate contracts and make related determinations and findings. Only the KO can enter into a contract and modification agreement binding on the Government.
Contracting Officer’s Representative (COR)
An individual designated and authorized in writing by the KO to perform specific contracts and make related determinations and findings.
Contracting Officer’s Technical Representative
(COTR)
An individual designated and authorized in writing by the KO to provide technical guidance to and monitor performance of the Service Provider.
Fiscal Year (FY)
Government Fiscal Year is used meaning 1 October through 30 September.
Government-Furnished Property
Facilities, equipment, materials, and supplies in possession of, or acquired directly by the Government, and subsequently provided to the service provider.
Information Technology (IT)
Any equipment or interconnected system(s) or subsystem(s) of equipment used in the automatic acquisition, storage, manipulation, management, movement, control, display, switching, interchange, transmission, or reception of data or information by the agency. For purposes of this definition, equipment is used by an agency if the equipment is used directly by the agency, or is used by a service provider under a contract with the agency that requires (1) its use or (2) to a significant extent, its use in the performance of a service or the furnishing of a product. The term "information technology" includes computers, ancillary equipment, software, firmware and similar procedures, services (including support services), and related resources.
Key Personnel
Those personnel the service provider have identified as integral to managing and supervising service provider personnel, as well as interfacing with the KO & COR/COTR in order to perform the requirements of the PWS
Performance Indicator
Characteristics of the output, which are measurable and can be compared to an appropriate standard, such as service, efficiency, or accuracy.
Performance Standards
A listing of verifiable, measurable levels of service in terms of quantity, quality, timeliness, location, and work units. Performance standards are used in a performance based PWS to (1) assess (i.e., inspect and accept) the work during a period of performance; (2) provide a common output related basis for preparing private sector offers and public tenders; and () compare the offers and tenders to the PWS.
Performance Work Statement (PWS)
A statement in the solicitation that identifies the technical, functional, and performance characteristics of the agency’s requirements. The PWS is performance based and describes the agency’s needs (the “what”); not specific methods for meeting those needs (the “how”). The PWS identifies essential outcomes to be achieved, specifies the agency’s required performance standards, and specifies the location, units, quality and timeliness of the work
Period of Performance (POP)
A 12 month period of time where the service provider is responsible for performing all of the requirements within the PWS in accordance with the performance standards set forth in the PWS.
Quality Assurance (QA)
The functions and associated actions performed by the Government to ensure the requirements are performed in accordance with the performance standards.
Quality Assurance Surveillance Plan (QASP)
The government’s inspection plan. The quality assurance surveillance plan documents methods used to measure performance of the service provider against the requirements in the PWS. The agency relies on the service provider to monitor daily performance using their own QCP, but retains the right to inspect all services. When the agency makes a performance decision, the agency reevaluates and modifies the existing quality assurance surveillance plan, based upon the selected provider and the selected provider’s accepted QCP.
Quality Control (QC)
Those internal management functions that include, but are not limited to, training, documented procedures, inspections, and tests (taken at the point of performance) necessary to ensure that service provider products and services conform to PWS requirements, specifications, and standards.
Quality Control Plan (QCP)
A self-inspection plan that is included in all offers and tenders. The QCP plan describes the internal staffing and procedures that the service provider will use to meet the quality, quantity, timeliness, responsiveness, customer satisfaction, and other service requirements in the PWS.
Shall (or must)
The use of either indicates a contractual requirement by the service provider and specifies that the provision is binding and requires undisputed compliance whether or not explicitly stated.
Standard
An acknowledged measure of comparison.
Surveillance
Inspection and documentation regarding delivery of contract services as measured against the contract specifications
Timely
Action is completed within stated period of time.
Workday
Throughout this document, workday is defined as a normal work day, Monday through Friday, except Federal holidays.
