Detroit Arsenal Information Technology (IT) Services:
Question and Answer Vol. IV
1. When will the project start? Which is the exact starting date of the project?
This project is expected to start 29 September 2017.
2. Based on answers to questions concerning the Service Contract Act (SCA), it appears that the SCA wage determinations do not apply to this solicitation. However, it appears that the employees are in a bona-fide professional capacity and therefore would be considered a professional employee. Accordingly, it appears that the provision at FAR 52.222-46, Evaluation of Compensation for Professional Employees, may be applicable to this solicitation. However, during a review of the solicitation we could not find this provision. Please advise.
The Government has determined that FAR clause 52.222-46 does not apply.
3. Section C and throughout that section concerning CDRLs. We could not find CDRL A009. Does it exist? If so, what requirements does it entail?
CDRL A009 does not exist.
4. Section A – Executive Summary, Page 2, Sub-Section 5. "What are the common levels of support guidelines" that it discusses? Are they pertinent? If so, where can they be found and whom are they impacting?
The Common Levels of Support Guidelines are not pertinent to this requirement.
5. The solicitation title provided on the FedBizOps and Govwin websites is not consistent with those provided in A.1 or in C. Can the Government please clarify what the solicitation title is?
This solicitation is for Information Technology Services for the Detroit Arsenal in Warren, MI.
6. Cost Accounting System documentation appears to be required for both Volume 2 and Volume 3. Please clarify in which volume to provide the CAS documentation.
Please see Section L.5.1.6. for the answer to this question.
7. If a company has GSA 8(a) certification, can they still submit a proposal for the solicitation?
This effort will not utilize GSA’s 8(a) STARS GWAC vehicle. For an offeror to bid on an effort that is being solicited as an 8(a) procurement, it must have an active certification for the 8(a) program from the Small Business Administration. For competitive procurements the 8(a) status must be active on the initial date specified for receipt of offers contained in the solicitation.
8. A.5 indicates that, “5. WORKLOAD: The workload projections found in the SOW represent the Government’s estimates using the best information currently available, taking into consideration the significant changes in the Government’s requirements and the restructuring of the SOWs to comply with Common Levels of Support (CLS) guidelines.” The SOW in Section C does not appear to contain workload estimates. Can the Government provide workload estimates?
The estimated workload will be commensurate with the staffing of 50 Full Time Equivalents.
9. Under Section C, C.1.4.4 Organization Chart, the Solicitation states “The Contractor shall submit to the COR a chart depicting the detailed organization proposed for the performance of this PWS.” However the Instruction to Bidders guidance under Section L, specifies relevant Past Performance and Cost as the only written components. Please confirm that the Government does not anticipate, nor want, an Organization Chart of staff as described in C.1.4.4 Organization Chart as part of the Proposal, but rather as part of the contract performance.
That is correct, the Government does not require an Organization Chart of staff as described in C.1.4.4 as part of the proposal package.
10. In the Instruction to Bidders guidance under Section L, there is no mention of line spacing requirements (e.g. single-spaced, double-spaced, 1.5, etc.) as is common when font requirements are defined, either in the Past Performance or Cost Volumes. Is there a required, or preferred line spacing type by the Government for evaluation?
There is no preferred line spacing type for this requirement.
11. Throughout the Solicitation, the Government references that the contractor shall deliver certain components aligned with CDRLs. For example, within Section C. “Scope of Work”, in C.1.7.8, the Government states “The contractor shall provide reports, studies and analyses as defined by the requirements of the individual TO. The Government will provide all applicable Contract Data Requirement Lists (CDRLS) and Data Item Descriptions (DIDS) (Exhibit) for reports, studies and analyses, within each specific TO.” Since these are future Task Orders for the bidder with specific Scope of Works to be defined, and instruction is for Past Performance or Cost Volumes only, please confirm that the Government is not expecting a written response for CDRLs components defined within the Solicitation and shown in Attachment 0013.
That is correct, the Government is not expecting written responses for the CDRLs per the solicitation.
12. In C.3.1 DEGREE OF KNOWLEDGE & EXPERIENCE: What Work status you allow for contractor to deploy their employees as per solicitation # W56HZV-16-R-L102: Is it U.S. Citizens and/or U.S. Permeant Green Card Holder or Only US Citizens?
U.S. citizens per section C.1.4.10.1.
13. In C.3.2.9 clause - The Contractor shall comply with the Enterprise Architecture (EA) policies. The Government will provide the DA EA policies to the contractor within 30 days of contract award. The contractor shall document the TACOM standard EA, IAW CDRL A012, DoD Architecture Framework Document and/or CDRL A015, Software Documentation. The Contractor may use its own format or modify the DoD format, with the PCO’s approval. Which Framework compliance is required? Is it DoDAF/TOGAF?
The TACOM enterprise architecture. This though is not a requirement of the proposal.
14. For HELP DESK Resources – Are all tools provided by Detroit Arsenal to manage ITSM processes?
Yes, resources are provided by the Government.
15. Location(s) of Service: Are these all 113 positions at Detroit location only or there are other locations as well? Are lodging/boarding facilities available for contractors?
There are currently contractors at Sierra Army Depot (SIAD) and Watervliet Arsenal (WVA). Lodging/boarding facilities for contractors are not available.
16. Subcontracting: Do we need to provide Subcontracting agreement and engagement details at time of proposal submission stage or once we receive award? What are the requirement of Subcontracting?
No subcontracting agreement is needed for this effort.
17. As per Section C.1.4.6, “Non-U.S. Citizens shall be Permanent Resident Aliens. Individuals shall also receive and certify to an Information Systems Security briefing. Reference: AR 380-67 (paragraph 3-401 and 3-101)”. The RFP also states in Clause 52.215-4400: “Non‐U.S. citizens shall be Permanent Resident Aliens with requisite investigation. All personnel shall receive and certify to an Information Systems Security Briefing.” We would like to ask the USG to remove both cited sections. Non-U.S. Citizens cannot receive NACIs or security clearances. The USG can grant a Limited Access Authorization (LAA) in rare circumstances where a non-US citizen possesses unique or unusual skill or expertise that is urgently needed to support a specific US Government requirement involving access to specified classified information (no higher than Secret), and a cleared or clearable US citizen is not readily available. Since this work is currently being performed, an LAA could not be warranted.
The clauses must remain in case there is the rare instance when a non-U.S. citizen resident alien is needed due to a unique expertise that is urgently needed. Something like this is not anticipated to be needed for this contract; all contractors working under this contract must be U.S. citizens.
18. Section C.3.1.1 of Amendment 1 references Appendix F. Please provide Appendix F.
Appendix F is the current Attachment 0006. The error will be corrected in Amendment 0002.
19. Amendment 1 page 2 states: “Attachment 0006 – Updated reference to Attachment 0012 in Section 13”. However, we do not see any reference to Attachment 12 in the entirety of Attachment 6 (provided March 6, 2017). Please clarify.
The updated attachments were in conjunction with Amendment 0001, which were uploaded to FBO on 5 April 2017.
20. Please provide an estimate as to when you will release the latest answers to our questions. As a result of not receiving the Government’s answer, we must have more time in order to respond. Please extend the due date by two weeks.
The latest answers to questions will be posted this week. Since the answers aren’t making any significant changes to the requirement, however the RFP will be extended to 1pm EST on 19 April 2017. The extension is noted in Amendment 0003.
21. Per the RFP instructions we will mark our package with the ultimate delivery address of Bid Room, Bldg 231, Mail Stop 303, yet the RFP instructs FEDEX to deliver it to the DTA Mail Handling Facility (Building 255). Is it standard practice on DTA for commercial carriers to deliver to Building 255 even though the packages are labeled with a different address, or are we to include additional instructions to FEDEX to deliver to Building 255? If so, what is the physical address of Building 255 for us to provide to FEDEX?
As long as the proposal is marked for the Bid Room, Bldg 231, M/S 303,it will be delivered correctly. All mail/packages are sent to the mail handling facility (Building 255) automatically, it isn't necessary to include the mail handling facility in the address.
