93. As we understand it, there is a 5 year base contract that is awarded in 3QFY17 with FRP not starting until FY20. So are there 5 full years of production years of at least 48 trucks/month or will production in the base contract only have essentially 2.25 years of ramp up followed by full rate production, where the first 2.75 years of the contract are devoted to ECP development, test, TM validation etc.?
Answer: Yes, there is a 5 year base contract planned for award in 3Q FY17. Yes, Full Rate Production (FRP) is not expected until FY20. Whether there are 5 full years of production would depend on many factors including, but not limited to:
i. Availability of funding
ii. Satisfactory completion of testing
iii. Execution of contract options
iv. Production readiness of prime contractor There is no guarantee of a minimum 48 trucks/month for FRP; that number is notional, and subject to change, based on Gov’t estimates of funding and vehicle affordability. The first three years of the contract may include ECP development, test vehicle production, testing, logistics product development, STS tasks, amongst other things.
94. Will the USG be bailing vehicles to potential OEMs to help reduce the design and manufacturing risk?
Answer: No, it is not possible to provide FMTV A1P2 production bailment to potential prime bidders; however, an alternative Government leasing procedure of current FMTV A1P2 production vehicles will be posted to FBO (one of each are available to potential prime bidders; M1078A1P2 and M1083A1P2). In addition, one new production M1078A1P2 and M1083A1P2 will be made available during normal business hours at the Detroit Arsenal for physical examination, upon request. These vehicles will be displayed onsite at Industry Day #2 on 22JUNE.
