E2FDS Contractor Questions Version 2.0

Question Answer

1 Is SRW and MUOS a hard requirement?

Yes, see para 3.3.5.6 of the PD. "Any wireless communication system for the E2FDS C2M shall be an approved DoD waveform radio using the Soldier Radio Waveform (SRW), or the Mobile User Objective System (MUOS), as referenced in DoDI 4630.09."

2 How do you see E2FDS supporting IPDS?

E2FDS is to be employed first. IPDS is to follow as a more permanent solution

3 IPDS: Do you plan to switch or use hose to augment pipe? No. Not relevant for this design.

4 IPDS: Phase Replacement time line? None. Not relevant for this design.

5 IPDS: Phase Replacement funding ? None. Not relevant for this design.

6 What is the required bandwidth for the C2M network?

There is no required bandwidth, it is up to the vendor to determine the bandwidth needed to support the C2M messaging described in para 3.3.5.1, 3.3.5.2, 3.3.5.3 and 3.3.5.4 of the PD.

Cybersecurity ‐ the minimum requirement was sensitive, but unclassified. FIPS 140‐2 is the minimum security certification. Does this mean you are open to other waveforms besides SRW and MUDS?

Per para 3.3.5.6 of PD, "Any wireless communication system for the E2FDS C2M shall be an approved DoD waveform radio using the Soldier Radio Waveform (SRW), or the Mobile User Objective System (MUOS), as referenced in DoDI 4630.09."

8 Control and Command Station ‐ Is this on a HMMV vehicle?

No, it's by itself. To clarify, pump stations are centrally controlled to enable rapid and precise synchronization during pumping operations. The C2M will likely be located at or near the base/first pump station but could be located at or near any pump station of the E2FDS.

9 Is there a preference over wired or wireless communications? No preference. Each has is advantages and disadvantages.

10 Are there specific comm protocols that are preferred and/or discouraged? No, open to whatever protocol that meets communications requirement.

11 Is there a desire for communications protocol(s) to be compatible with existing systems?

Yes, it should be compatible with other tactical networks. Per para 3.6.11 of the PD, "Electromagnetic interference (EMI). The electromagnetic radiated interference and susceptibility characteristics of the E2FDS shall not exceed the limits specified in MIL‐STD‐461 for Army ground equipment or systems."

Question Answer

12 What commercial companies have expressed interest in this procurement?

An Industry Day attendee list is expected to be provided in the near term.

Respondents to the pending RFP will not be provided.

13 When is the expected contract award date? 3/4Q FY16

14 Please clarify the acquisition strategy.

The intent is to award up to two IDIQ contracts with the first delivery order for the EMD phase and then compete the second order under fair opportunity for the production phase.

15 What components will be contracted for during the EMD phase? See ATPD‐2417 Para 4.1.1.

Does the Buy America provision apply to either: the entire system, or any sub system, or individual components?

We anticipate the Buy American Act will apply to this end product. Please see FAR 52.225‐1 and 52.225‐2 for further details.

17 Does the Berry Amendment apply to: the entire system, or any sub system, or individual components?

We anticipate Berry Amendment will apply to this end product. Please see DFARS 252.225‐7012, 252.225‐7002, DFARS 225.7002, and PGI 225.7002‐ 2(b)(3).

How will a proposal that requires less than minimum specified vehicles be evaluated? i.e. no forklift;

HMMWV vs HEMTT.

See the pending RFP for Program Requirements.

19 Will there be progress payments on FAT and production contracts?

Depending on the contract amount and duration, Progress Payments may be considered.

20 Is Production funded ? (POM) Funding is not yet available.

21 Do you anticipate the Army will purchase more than one 50‐mile system? No

22 Can different size hoses be quoted as an option?

The hose needs to meet the requirements stated in the PD. Different hoses as an option will not be accepted.

23 What is the approximate dollar value of each EMD contract, should the Government award 2 contracts?

There is not a specific ceiling for each contract. The awardee(s) will determined based on Best Value to the Government.

24 Can you explain FAR Part 12 aspects of the procurement? The PCO has determined this to be a Non‐Commercial Item

25 Is the Acquisition Strategy small business competition, or open to large and small? This acquisition will be full and open competition.

26 Can you address the priorities of Best Value (i.e. technical, experience, price) The evaluation criteria will be available upon release of the RFP.

Will the TEU's containers be Government furnished equipment (GFE) to the prime contractors selected in this procurement?

TEU, ISO are NOT GFE. All to be provided by contractor

28 Is a secure operating environment assumed for deployment/retrieval? Yes, physical security is not a responsibility of this system.

29 Is design topography limited to a 1 degree slope, or something else over 50 miles? See ATPD‐2417 Para 3.3.1.1 Design req't is 1% slope.

30 Is this slope constant or average? If Average, what are design altitude changes? See ATPD‐2417 Para 3.3.1.1 Constant 1% design requirement.

The minimum deployment/retrieval rates are very slow compared to what is achievable. How will value be assigned, if any, to doubling or tripling these rates?

No value will be given other than meeting Threshold or Objective requirements.

32 Do you want the sand bags pre‐filled? Consider system weight requirements.

33 After FAT, how many systems is the Government planning on purchasing?

The AAO is expected to include a maximum of 50 mile capability (qty 10 of 5‐mile sets) on this IDIQ award.

34 3.3.3.4 Is the 3400 watts under worse case conditions?

Yes, 3400 watts is worst case power available from the prime mover.

Contactor should independently verify power available from HEMMT‐LHS or PLS. For worst case, assume Low‐idle with Prime mover lights and other subsystems in USO.

35 Will another draft ATPD be sent out for review/comment? Another draft ATPD will NOT be going out for comment.

36 What is the AAO? Production Quantity?

The AAO is for a total of 50 miles (ten 5‐mile sets). Production will include delivery of two 5‐mile training systems and ten 5‐miles sets for total of 60 miles

37 How can COTS be "certified" to meet MILSPECs? Non‐developmental Item; not COTS.

4.3.3.4 ‐ Para.3.3.3.4 indicates the ERS may be powered by either the prime mover or a self‐contained onboard power source. The FAT test of 4.3.3.4 does not include testing on a self‐contained onboard power source, but only utilizes the prime mover power source. The FAT test seems to contradict the power source options of para 3.3.3.4.

The verification req't of 4.3.3.4 states "if applicable" for prime mover power source. If ERS supplies it own power source, then the prime mover power verification is NOT applicable.

How will Ao be evaluated? Will hose kinking or other deployment/retrieval issues be taken into account?

How?

The details of this will be addressed in the RFP.

40 Is there a hard requirement on total system weight, or number of containers, or system volume?

No hard requirement on system weight. Yes, on hard requirement on number of ISO's Threshold: 105 Objective: 87

ISO containers come in a wide range of configurations: open, closed sides, pen top, flat with uprights. What is more important: transportation of equipment or storage, or security of the equipment (req sides and top enclosures)?

Side or top enclosures are required for environmental protection and storage, para 3.3.4.10.2, and 3.6.

42 3.3.2.14.3 ‐ Do you have an ATPD/Drawing/Spec to reference the Gap Crossing Kit? Gap Crossing reference is ATPD 2306

43 3.3.2.14.2 ‐ Do you have an ATPD/Drawing/Spec to reference the Flow Control Kit? No.

44 3.3.2.14.4 ‐ Do you have an ATPD/Drawing/Spec to reference the Roadway Crossing Kit? Removed, and only require Culvert Kit.

45 3.3.2.14.4 ‐ How many feet per crossing kit are required?

Drawing 13228E3612 is required for Culvert Kit, para 3.3.2.14.4. 40 feet per 5‐mile set

3.3.2.14.5 ‐ Is there and ATPD/Drawing/Spec on the desired Culvert Kit? If NO, then how many feet of culvert do you want?

Drawing 13228E3612 is required for Culvert Kit, para 3.3.2.14.4. 40 feet per 5‐mile set.

Unclear of how RAM evolutions will be accomplished. The Ao at a set overall capacity over a set period of time should be the driver?

Reliability will be measured from test data for a portion of the E2FDS. This data will be scaled out to be representative of the full E2FDS.

Does a single E2FDS "trace" need to accommodate branching? How is a single trace that C2M needs to control defined? (eg. If there is a branch, would that be three separate traces, or one major trace plus a branch trace. ATPD 3.3.5)

No branching. Two single‐hoseline traces to be supported by two C2Ms.

See para 3.3.5.

49 3.3.2.14.2 ‐ What size are the sand bags? Standard commercial sand bags are acceptable.

Will there be two separate systems, for fuel and water? If not, how do you plan to keep each free of contamination?

No, one system

51 4.3.2.7 ‐ How many cycles and what length of hose constitutes a cycle?

ERS hose cycling takes place during Reliability testing of 3.5.6.1; cycle defined in 6.6.8.

4.3.1.3 ‐ In ATPD version 31, water is called out as the test fluid for this test. In ATPD version 35, fuel is called out as the test fluid. Please confirm which test fluid is to be used in the Displacement and Evacuation test of

FAT.

Fuel is only used as pumped fluid for one mile test of hose, and subjected to Displace/Evac requirements. The other 4 miles of hose is subjected to water as the pumped fluid. See para 4.3.1.1 and 4.3.1.3.

4.3.1.1 ‐ What is the Government's intent of having to flow 4 miles with water and 1 mile with fuel when the preferred test fluid is water, per para 4.2.3?

ATEC, Test Evaluation community, requires some testing with fuel to certify for use with fuel.

54 3.5.3 ‐ Any specific US HazMat or OSHA specifications to follow regarding prevention? Paragraph will be rewritten for more clarification.

55 3.1.1.6 ‐ How many pressure reducing stations are required for fuel storage facilities? Two, minimum, per para 3.3.1.6.1.

4.3.1.4 ‐ What sites will the Government approve so we can obtain pricing information to support our proposal

This information will be provided in the RFP.

57 4.3.1.1 ‐ Will the Government provide a Filter Separator as GFE for testing?

No filter‐separator requirement. Filtration will be responsibility of the fuel farms at each end. E2FDS pumps include strainer filtration.

58 ATPD v35 ‐ 4.3.3.7 ‐ What does "add here" mean? Not completed section, for further req't to be added.

59 3.7 What MOS personnel will be maintaining C2M? Same MOS will support the C2M as the E2FDS, see para 3.7.

60 4.3.3.5 ‐ 3.4.6 is referenced, but there is no 3.4.6 in ATPD v35. Should this be 3.4.1.6? Correct para was 3.4.5, and has been corrected.

3.3.1.6.1 ‐ If you require two pressure reducing stations for multiple facility connections, do you require additional reducing stations for downhill scenarios?

Pressure reduction for decreasing grade req't of 1% is covered in para 3.3.2.14.2, as req't of Flow Control Kit. Minimum of one per each Flow Control Kit, and additional dependent on system design.

62 3.3.1.6.1 ‐ If you require additional reducing stations for downhill scenarios, how many?

Pressure reduction for decreasing grade req't of 1% is covered in para 3.3.2.14.2, as req't of Flow Control Kit. Minimum of one per each Flow Control Kit, and additional dependent on system design.

3.3.1.6.1 ‐Please define the parameters of the elevation drop required for pressure reducing stations along the trace.

The pressure reduction of 3.3.1.6 and 3.3.1.6.1 are specifically separate from the pressure reduction of Flow Control Kit 3.3.2.14.2. Para 3.3.1.6 must drop pressure below 150 psi for connection to fuel farms.

64 Will a suction hose be required for the first pump station assembly?

No suction hose required. E2FDS will be "primed" from the pumpage source, and provided with positive head pressure.

65 3.3.1.3 ‐ What are the interface requirements for the displacement and Evac Kit?

Compatible with pump stations, hose, and other support equipment. E2FDS sub‐systems need to be compatible with each other.

66 Do you mean API 610/HI 1.6? HI 1.6 is the old version, have been superseded to 14.6.

The ATPD describes the wireless connectivity from the C2M to each pump station to be SRW and MUOS. Is the PM open to other wireless waveforms connecting the individual pump stations that would improve the communications maintenance and improve the ability to rapidly deploy the system?

Yes, interested in any waveforms that would provide quick and easy configuration and setup to meet comms requirement.

68 Even though trace planning will be separate, will this figure into the 2‐day deploy time? No, trace plan will be done before the 2‐day period starts.

69 Flaking or reeling of the hose for deployment and retrieval?

Government is not specifying a solution. Flaking, reeling, or other methods acceptable as long as performance is met.

70 Do you want at least 3 spare pumps or 3 spare pumping stations? 3 spare pumps

71 Open to use of BICONs for ERS or hose storage purposes?

If BICONs can be handled by HEMMT‐LHS, PLS, and PLS trailers without

MHE.

72 Is a reel required?

Reels are not specified. The Government is open to multiple storage solutions and are leaving that decision to the contractors.

73 Can redundant pumps be quoted as an option?

Each proposal stands alone. Some designs might require so many pumps that for the required overall E2FDS MTBEFF, the individual pump reliabilities need to be so high as to be infeasible. In this case, redundant pumps may be necessary to make a design feasible. Some designs may be able to provide a feasible solution that meets the system MTBEFF requirement without needing redundant pumps however. As such, redundant pumps can be included in a design but they are not required.

Just to clarify, is it required to have the sections of hose connected prior to employment? Is it an operational issue to stop for coupling every 1/8th mile?

Not required to have hose sections connected during storage.

3.3.2.14.1 ‐ Please clarify "Protective Covers" on opened end of bulk hose in repair kit. Is there an ATPD or Drawing package for the contents of the Hose repair kit?

Answered in presentation. A sealed end to prevent dust and liquid entering stored hose.

76 3.3.3.5 ‐ Does the Army consider "flaking" of hose to constitute "kinking or crimping" of hose? No

3.3.4.4.3c ‐ By Unisex ‐ is this the same as the "sexless" fitting called out in para 3.3.2.5.1 "end fitting interface for hose assembly"?

Yes

78 Does the hose have to be made in the USA?

We anticipate Berry Amendment will apply to this end product. Please see DFARS 252.225‐7012, 252.225‐7002, DFARS 225.7002, and PGI 225.7002‐ 2(b)(3).

79 3.3.2.14.1 ‐ Do you want these hose repair kits over packed in a rotomolded polyethylene style hard case? Packing and storage is design option for the contractor, not defined.

COMMENT ‐ MTBF for the pumps should be at least 3000 to 6000 hours and at least 3000 hours for the whole pumping station. Anything less is not worth fielding!!

Comment Noted.

81 Will attendee list be provided?

The Industry Day attendee list is expected to be published online. UPDATE:

Attendee list has been posted to the E2FDS website.

82 What is the Industry Day attendee list? The Industry Day attendee list is expected to be published online.

83 Will a list of Industry Day attendees be provided? The Industry Day attendee list is expected to be published online.

84 Will there be opportunities to ask subsequent questions at a later date? Direct all questions to the POC on the E2FDS website.

Has the Army issued contracts for any prototypes of the E2FDS system? Id so, please provide the name of the contractor, contract number, dollar amount, and current status.

No. All prototypes (Production Representative Systems) will be developed by the competing vendors during EMD

4.1.1 ‐ After contractor FAT and all conformance inspections are completed, is it the Government's intention to release these tests at Aberdeen Proving Grounds for Government FAT?

EDT and PQT are both conducted by the government.

87 C2M software ‐ does the Government plan to have Proprietary Rights regarding the software?

For COTS software the Gov't will obtain licenses. If modifications or updates are made to COTs software by the developer/contractor, then the Gov't requires rights to the modifications/updates made.

If the software is developed by the contractor, then the Govt will require full rights to the software developed.

88 Given CDR schedule 6 months after award, you are assuming software is COTS, and not development?

It is up to the contractor to determine if a COTS solution is applicable, or a software needs to be developed, or a combination of both.

89 4.3.1.4.2 ‐ Will prime movers, trailers, and drivers be GFE for this test? Yes

90 4.3.1.4 ‐ Will prime movers be GFE for this test? Yes

4.3.1.1 ‐ If fuel is required for test, will the Government provide facilities and fuel to conduct the fuel testing?

Yes

Questions below added 30 Sep 2015.

Regarding Prognostics warning function (3.3.5.7 and 3.3.4.7.1.6), which types of specific failure conditions need to have an impending warning function?

This is system design and hardware component selection dependent.

Some shutdowns and safety functions are defined in the spec, para 3.3.4.7.1.2.

Does the Prognostics warning only apply to the Pump Control Panel (3.3.4.7.1) automatic shutdown for Engine/Pump Protection (3.3.4.7.1.2)?

No, prognostics is not just for automatic shutdowns of 3.3.4.7.1.2. It is for any sensor or monitored operating condition, example suction pressure, which is not an auto shutdown condition of 3.3.4.7.1.2, but which is monitored for pump operation protection. It does apply just to electronics and logic of the pumping operations and C2M, not the ERS and deploy/retrieve functions.

Does the Prognostics warning include Command and Control Module (C2M) (3.3.5) remote shutdown for Flow Disruption (3.3.5.4.1) such as hose failure or leakage?

Yes. Once a steady‐state flow has been achieved during pumping operations, variation in pressure between pump stations can be indicative of failure or leakage, if upstream conditions are not changed. If readings exceed tolerance variation, prognostics may be triggered indicating a potential problem prior to actual shutdown. In catastrophic hose failure condition, this may be only slightly before shutdown, and no user action would be feasible. In marginal failure conditions, some warning may allow users to take action prior to automatic shutdowns being triggered.

Regarding Diagnostics condition status (3.3.4.7.1.5.4, 3.3.4.7.1.7, and 3.3.5.4) what are the definitions for the Green, Yellow, and Red condition status?

Green is normal, safe operating condition, within tolerance limits, no prognostic warning or preventative maintenance scheduled. Yellow is outside tolerance limits, possible unsafe condition, preventative maintenance scheduled soon or past due, or prognostic warning triggered.

Red is shutdown conditions have been activated, prognostics have been exceeded and now diagnostic maintenance is required.

Does the Diagnostics condition status only apply to the Pump Control Panel (3.3.4.7.1) automatic shutdown conditions stated for Engine/Pump Protection (3.3.4.7.1.2) such as engine health, electrical failures, and pump pressures?

No. Diagnostics applies to all pumping assembly and C2M logic and electronics that are monitored (sensors, etc.). Also includes integration with IETM. IETM diagnostics may require user input for ERS and other equipment that does not have electrical interface to C2M.

Does the Diagnostics condition status include C2M (3.3.5) remote shutdown conditions for Flow Disruption (3.3.5.4.1) such as hose failure or leakage?

Yes, but this is an interpretation of the potential failure in the hose; no feasible way for the system to directly measure or know that failure. Based on system design, there may be other failures that also trigger similar measured response as a hose failure.

Regarding Flow Disruption (3.3.5.4.1) for hose leak detection, is there any threshold definition for what would be considered a flow disruption? Is the only function of flow disruption or leak detection to prevent damage (to equipment, personnel, and environment), and not necessarily to take action if there is a minor or insignificant leak without significant loss of pumping fluid?

No. This threshold will be dependent on system design and measurement tolerances.

Is the Pump Assembly Plumbing Bypass only intended to be used locally during maintenance by on‐site personnel, or does the plumbing bypass need to be operated remotely ?

Plumbing Bypass per 3.3.4.4.4 is only intended to be operated locally; no requirement for activation remotely.

Since the actuated automatic Pump Assembly Shut‐Off Valve (3.5.3.4) is required to be controlled remotely for emergency shutdown conditions, e.g. pressure loss or leakage, do the Pump Assembly Plumbing Bypass valve(s)(3.3.4.4.4) need to be automatic to use for pump/engine shutdown conditions, e.g. engine fault?

No. Similar to previous answer to question 101, plumbing bypass is locally activated.

Do the Flow Control Kit valves (3.3.2.14.2), such as Pressure Regulators or Isolation Valves, need to be actuated automatically or require any remote sensor capabilities to accommodate efficient operation with degraded or reduced throughput or flow disruption, or is it expected Flow Control Kit valves are only setup during deployment or used for hose repair operations?

There is no requirement for flow control kit valves per 3.3.2.14.2, or pressure regulators to have remote capabilities. They are setup during deployment, and must be locally operated/serviced.

Are there any Human Factors Engineering (3.7) lifting limit requirements, such as weight limits for handling large diameter hose or large diameter fittings?

Lifting requirements for Human Factors Eng is dictated by the MOS requirement of the soldiers defined in para 3.7, and further defined in DA‐ Pamphlet 611‐21.

Regarding the Communications Network (3.3.5.6), what are the maximum line‐of‐sight path lengths for Rural Smooth Terrain, Rural Hilly Terrain, and Urban Terrain?

The maximum communications line‐of‐sight path length will be defined by the distance between the pump stations to provide the communications link to the C2M for each terrain environment.

Regarding Displacement and Evacuation (3.3.1.3) of fuel upon retrieval, where is the recovered fuel to be collected? What specific types of Optional Equipment (3.3.1.3.1) will be available for Displacement and Evacuation?

The recovery and actual collection of the displaced fluid is outside the scope of this system. The E2FDS system must be capable of displacing the fluid with the equipment included with the system. The optional equipment of 3.3.1.3.1 is equipment outside of the E2FDS necessary to collect the fluid and prevent it from being dumped onto the ground.

Is recovered fuel intended to be pumped or recovered back in the opposite direction toward the starting staging area, or in separate storage unit(s) in different location(s)?

There is no defined intent here. Design is left to offeror discretion.

Are hoses required to have provisions for grounding and bonding with integral anti‐static wires? If anti‐ static wires are required for all hose, is there a specification for electrical resistance?

No. Static wire for grounding/bonding in the hose is not required.

Are the HEMTT Cargo (CGO) Trucks w/ MHE, with material handling cranes, available to use with the Employment and Retrieval System (ERS) (3.3.3)? Is the HEMTT CGO w/MHE available during deployment of Hose Support Equipment (3.3.2.14), such as Flow Control Kit (3.3.2.14.2) items that might include larger valves and components?

For testing and verification requirements of this spec, only the HEMTT LHS/PLS, trailer, and forklift at central stage location, may be used to verify performance.

Can the bidders use Wheeled Trailerized Pump Systems like the 350 GPM pump but at higher GPM and secure them in the ISO Containers or BICONS for transport and wheel them out of the contains for installation and operation of the E2FDS?

No . The pump assemblies must be mounted in ISO frames per ATPD section 3.3.4.10.

Are the HEMTT Cargo Trucks with Material Handling Cranes available throughout the trace to use with the Employment and Retrieval System (ERS) (3.3.3) and/or deployment of Hose Support Equipment (3.3.2.14)?

Would either the M977 with Light Crane (2,500 lb), or the M985 with Medium Crane (5,400 lbs), or both types be available?

No, not for ERS deployment, not for the timed testing of deployment/retrieval. Other functions that are not part of the time testing of deployment/retrieval (hose support equipment, gap crossing) are allowed the use of other material handling equipment or construction equipment, may use the other vehicles and equipment available to the Pipeline Operating Platoon; not an evaluated requirement.

Optional equipment of 3.3.1.3.1 for use with other wheeled tow vehicles is under para 3.3.1.3 for Displacement and Evacuation, and is specific for "displacement operations".

Can you please clarify the forklift and weight restriction requirements? Which modules are limited to either 10,000 lbs or 23,396 lbs? Do these limits apply when the container is either fully loaded with equipment/hose/fuel/etc. or empty?

The design load for use with a 10K forklift is 10K pounds. Forklift pockets shall be sized per this design load (para 3.4.1.7). The ISO containers loaded will likely exceed this load, up to the max limit of 23,396 pounds; the forklift will not be used to lift these loads, but pockets are still required.

Para 3.3.3.7 is under para 3.3.3 Employment and Retrieval System, and only applies to modules of the ERS that are allowed forklift handling as described in 3.3.3.7.

The analysis verification of 4.3.1.7 will verify that the forklifts pockets are sized for the 10K forklift design load of 10K lbs as required.
