Full Support by Stakeholders ‒ Army & OSD Committed to E2FDS
Early entry petroleum throughput capability is listed on the Integrated Priority Lists for PACOM and CENTCOM ‒ E2FDS is ranked #392 (2nd quintile) on the 17-21 Capability Needs Analysis
Part of the Inland Petroleum Distribution System (IPDS) Operational Project in support of COCOM requirements.
‒ Provides the commander early entry capability to distribute large quantities of bulk petroleum prior to the establishment of IPDS pipeline ‒ E2FDS relieves main supply route congestion by reducing petroleum line haul and allowing movement of units, equipment and other critical supplies Schedule Matters!
Industry Feedback is critical in developing a sufficient RFP
Acquisition Overview/Strategy
E2FDS Operational View
• E2FDS compliments the Inland Petroleum Distribution System (IPDS) by providing a rapidly emplaced early entry capability with minimal engineer support .
• 50-miles of conduit emplaced in 2 days vs IPDS 6-miles in 2 days.
• Fully Mission Capable in 3 days vs IPDS 22 days.
• Throughput: 850,000 gallon per day of fuel (650,000 raw water).
• Reduces Main Supply Route Congestion by reducing 170 sorties of 5K tankers daily.
• If IPDS pipeline is constructed, E2FDS is used to extend the pipeline trace or relocated.
E2FDS 5 Major Sub-Systems/Modules:
• 50 miles flexible conduit
• Employment & Retrieval System (ERS)
• Centralized Command and Control Module (C2M)
• Automated Pump Stations

Optimization Options
Flow, pressure, and hose diameter are variable, to allow system optimization (performance and/or cost).
‒ Flow and pressure values are minimums. Can be higher;
affects system reliability requirements.
‒ Hose diameter is a limited range.
Minimum flow of 708 gpm is carried over from the 20-hour operational day, and daily flow average of 850,000 gals.
‒ Lower minimum would not allow enough available downtime.
Minimum pressure of 200 psi is reasonably commercially available.
‒ If lower pressure allowed, a larger logistics burden of pumps.
ISO Packing
ISO containerization ‒ All ISO twenty-foot equivalent (TEU) packed.
‒ All TEU are PLS, LHS, and PLS trailer compatible.
‒ Pump assemblies may be 20 ft ISO or 10 ft BICON.
Two BICONs connected to make ISO TEU.
Design option for packing optimization, or redundancy of pumps in a TEU.
No TRICON packing allowed.
Weight and center-of-gravity limits PLS trailer compatible rail on bottom

‒ Not restrictive to use of centrifugal pumps.
Minimum of 3 spare pumps required.
‒ Simulation runs with at least 95% availability of a spare.
‒ Assumes system reliability is met.

Reliability Dan Kosinski
Reliability Considerations Overview
Requirements Development
– Dealing with reliability for E2FDS is tricky due to the fact that reliability traces back to operational availability and this operational availability traces back to the pumping capacity of the system
– A system incorporating larger pumps and thus having a larger pumping capacity requires a lower operational availability and hence a lower reliability than a system incorporating smaller pumps
– As such, a single operational availability or reliability requirement for the system is not appropriate due to the dependence of these metrics on the system design
– Instead, a system level reliability requirement that is dependent on the system pumping capacity needs to be defined
– This requirement along with the required number of pump stations yields an estimated reliability that each pump station will need to achieve
Distribution A: Approved for public release; distribution is unlimited 45
Reliability Considerations Overview
This presentation covers an approach to address the issues present with requirements development
– An assessment of testing performed on a similar system was done to determine a realistic range for individual pump reliability to help gauge the likelihood of a given design being able to meet the system requirement
– A formulaic model for determining what the reliability of the pumping system should be given a certain pumping capacity and assumed mean downtime was developed
Distribution A: Approved for public release; distribution is unlimited 46
Reliability Considerations Realistic Individual Pump Reliability
From assessed test data, a 279.3 hour MTBEFF value is likely on the low end of what can be expected for pump reliability as the historical test data was treated very conservatively (some EFFs could be attributable to the mobility portion of the mission which is not as applicable for E2FDS but it was assumed that they were not)
A 681 hour MTBEFF is likely on the high end of what can be expected for pump reliability as this depends largely on a small subset of test data during extended RAM testing which showed no repeats of failure modes, even those for which no fixes were made
Feasible reliability of a pump in the E2FDS system is likely in the range of about 350 to 500 hours MTBEFF
As E2FDS is expected to be NDI, no improvement over currently available pumps is expected so system designs that require higher individual pump reliabilities than this would be high risk
Distribution A: Approved for public release; distribution is unlimited 47
Dynamic AO Permits Design Flexibility
Different designs will need different AOs and hence different overall system MTBEFFs in order to satisfy the mission
– The mission is to pump 850,000 gallons per day of fuel
– With a greater pumping rate the system needs to remain operationally available a lower amount of the time
The previously evaluated range of realistic reliabilities for pumps can be used as a guide towards the likelihood of various designs being able to meet the overall system reliability requirement and therefore the AO as well
– i.e. If a system requires so many pump stations that each pump needs an MTBEFF of 1000 hours, the system as a whole is unlikely to meet its MTBEFF requirement hours

System MTBEFF From Pumping Capacity
The mission is fully defined per the OMS/MP
The total allowable downtime during a mission is a function of the pumping capacity, pumping requirement and the mission length
The allowable number of EFFs during the specified mission is a function of the assumed mean downtime and the total allowable downtime during a mission
The system MTBEFF requirement is the minimum necessary to ensure a 90% probability of no more than the allowable number of EFFs are observed
The required operational availability is calculated from the MTBEFF requirement and the assumed mean downtime
The daily capacity of the system is calculated from the required operational availability and the pumping capacity
