1. Verification Methods.
Technical requirements in Section 3 will be verified as defined in Section 4 using the following verification methods:
1.1. Analysis (A)
Analysis shall consist of technical evaluations through either mathematical models, simulations, algorithms, charts, diagrams, representative data, or other appropriate means to demonstrate compliance with the Section 3 technical requirement.
1.2. Certification (C)
Certifications are defined as contractor-furnished documents certifying compliance with specific Section 3 technical requirement criteria. Certifications shall be signed by the contractor’s certifying official or responsible party, and shall include all supporting performance, inspection, and analytical data, as applicable. As directed by the PCO, certifications may be used in lieu of additional verification methods.
1.3. Inspection (I)
Inspections shall constitute those activities to verify system attributes and characteristics are compliant with Section Technical Requirements of the E2FDS system PD. Verification shall be accomplished by visual or physical examination of the end item, subsystems and/or components, and may include but are not limited to recording measurements, evaluating physical characteristics and interfaces with respect to form, fit, and function, and reviewing descriptive documentation.
1.4. Test (T)
Testing shall be accomplished through the systematic physical operation of the E2FDS system, its systems, subsystems or components, under the appropriate and specified conditions, with or without instrumentation, and the collection, analysis, and evaluation of resulting data.
1.5. Demonstration (D)
Demonstration shall be accomplished through physical operation of the E2FDS system, its systems, subsystems or components, under the appropriate and specified conditions, with or without instrumentation, and with the collection and analysis, but without the evaluation of resulting data.
2. Verification Events System technical requirements will be verified in each phase of the E2FDS contract as follows:
2.1. Engineering, Manufacturing and Development (EMD) Phase
2.1.1. Contractor Demonstration (CD)
Prior to Government acceptance of the EMD PRS, the contractor shall conduct a CD at the contractor’s facility in accordance with the requirements specified in Table 1.
2.1.2. Acceptance, Inspection and Test (AI&T)
Prior to delivery of the E2FDS EMD PRS to the Government, the contractor shall conduct an AI&T at the contractor’s facility in accordance with the requirements specified in Table 1.
2.1.3. Engineering Development Test (EDT)
After completion of the CD and the AI&T, the Government will test or analyze the E2FDS EMD PRS at a Government test site in accordance with the requirements specified in Table 1. The Government reserves the right to waive any testing requirements.
2.2. Production and Deployment (P&D) Phase
2.2.1. Acceptance, Inspection and Test (AI&T)
Prior to deliveries of the E2FDS P&D PRS and of the 50-mile production system to the Government for test, the contractor shall conduct an AI&T at the contractor’s facility in accordance with the requirements specified in Table 1.
2.2.2. Production Qualification Test (PQT)
After completion of the AI&T, the Government will test or analyze the E2FDS P&D PRS at a Government test site in accordance with the requirements specified in Table 1. The Government reserves the right to waive any testing requirements.
