We understand TARDEC has recently contracted with Pennsylvania State University to conduct a number of studies on fuel and water support of the Army in the field including use of hose in moving large quantities of water and fuel. These studies have encompassed a number of topics that are relevant to the procurement of the E2FDS and the results could materially influence how the source selection committee views a particular solution being proposed by a bidder. Further, a number of the potential bidders have provided equipment to Penn State for the conduct of the studies leading to a perception they may have study information others do not. Is it the government's intention to release the Penn State study results to all potential offerors?
No effort by Penn State has influenced the Government's E2FDS requirements, source selection process, or decisions. The Government has not received a study from Penn State concerning E2FDS. Therefore no potential offerors have received any such study or information. Answered
We are asking for a 15 day extension to the due date of the proposal to incorporate answered responses to the above questions into our proposal. 15-day extension will be provided.

What is the quantity of CD-ROMs/DVD for each volume?

Paragraph 3.3.1.5.4 of the ATPD states that 'Pump assemblies shall be included in each 5-mile set such that each set has the same number of pump assemblies in each; excess numbers (not multiples of ten) of pump assemblies may be included outside of the 5-mile sets.' Where in the specified CLIN structure are we to price the excess numbers (not multiples of ten) of pump assemblies?
