Pursuant to this statute, the U.S. Government is willing to accept any trade secret or confidential restrictions placed on qualifying data forwarded in response to the survey questions and to protect it from unauthorized disclosure subject to the following:
1. Clearly and conspicuously mark qualifying data as trade secret or confidential with the restrictive legend (all caps) PROPRIETARY with any explanatory text, so that the U.S.
Government is clearly notified of what data needs to be appropriately protected.
2. In marking such data, please take care to mark only those portions of the data or materials that are truly trade secret or confidential (over breadth in marking inappropriate data as
PROPRIETARY may diminish or eliminate the usefulness of your response - see item 6 under

3. The U.S. Government is not obligated to protect unmarked data. Additionally, marked data that is already in the public domain or in the possession of the U.S. Government or third parties, or is afterward placed into the public domain by the owner or another party through no fault of the U.S. Government will not be protected once in the public domain. Data already in the possession of the U.S. Government will be protected in accordance with the U.S. Governments rights in the data.
4. Confidential data transmitted electronically, whether by physical media or not, whether by the respondent or by the U.S. Government, shall contain any restrictive legend, with any explanatory text, on both the cover of the transmittal e-mail and at the beginning of the file itself. DESCRIPTION OF INTENT:
THIS IS A MARKET SURVEY REQUESTING INFORMATION IN SUPPORT OF THE
PERFORMANCE REQUIREMENT DESCRIBED BELOW. No contract will be awarded from this announcement. This is not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation. Also, it is not a request seeking contractors interested in being placed on a solicitation mailing list. Response to this questionnaire is voluntary and no reimbursement will be made for any costs associated with providing information in response to this Market
Survey and any follow-on information requests. Data submitted in response to this Market
Survey will not be returned. No solicitation document exists at this time, and calls requesting a solicitation will not be answered.
PERFORMANCE REQUIREMENT:
1. The purpose of this questionnaire is to obtain information on commercial industry capability to satisfy U.S. Army requirements for an Early Entry Fluid Distribution System (E2FDS), which will complement the Inland Petroleum Distribution System (IPDS) by adding an early entry capability as well as provide a means for rapidly extending existing pipeline.
The E2FDS is a rapidly-emplaced, high-throughput fluid distribution conduit system. The
E2FDS is configured into a 50-mile system. It can throughput 850,000 gallons of petroleum or
650,000 gallons of raw/non-potable water per 20 hour operational day. The system is emplaced at a rate of 25 miles per 20 hour operational day and retrieved at a rate of 10 miles per 20 hour operational day. Components are configured in nine high stackable International Standards
Organization (ISO) twenty foot equivalent units (TEU) for deployment and is Heavy Expanded
Mobility Tactical Truck-Load Handling System (HEMTT-LHS), Palletized Load System (PLS) and PLS Trailer transportable.
The E2FDS is comprised of five major modules: Pump Stations, Centralized Control Module, Employment & Retrieval System (ERS), 50 miles of flexible conduit, and Conduit Support
Equipment including, but not limited to, road crossing kits, culvert kits, suspension kits, couplings, gate valves, check valves and spill containment/clean-up equipment to support a conduit trace profile represented in Appendix A. It is emplaced and operated by Military
Occupational Specialty (MOS) 92F (Petroleum Supply Specialist) of the Pipeline Operating
Platoon attached to the Petroleum Support Company and requires minimal engineer support to emplace the conduit or pump stations. Pump stations are centrally controlled to enable rapid and precise synchronization during pumping operations.
The U.S. Army is considering competitively awarding an Engineering, Manufacturing and
Development (EMD) contract to design a complete 50-mile E2FDS system that meets the requirements and attributes described below and to fabricate, verify, deliver and support
Government testing of a three to five mile prototype E2FDS system. The support effort shall include developing draft technical manuals, training of Government personnel, developing and delivering system support packages, and providing on-site technical personnel to support the
Government’s Production Qualification Test (PQT) and Limited User Test (LUT). The
Government would then award a production contract after successful completion of an EMD contract. This market research questionnaire pertains only to a potential future EMD contract.
2. The following information describes the Requirements and Attributes the E2FDS system must meet. The Requirements and Attributes are described in terms of Thresholds (T) and Objectives
(O). For Requirements, Threshold Requirements are those that must be met prior to system acceptance. Objective Requirements are those that are desired to provide increased capability or performance but are not mandatory. Attribute Thresholds and Objectives are not mandatory and can be traded for improvements elsewhere.

APPENDIX A
1. HYDRAULIC TERRAIN PROFILE. The E2FDS may be employed in various types of terrain. Operational effectiveness is directly impacted by terrain elevation and declination. The
E2FDS will be adjusted based on the terrain profile. The most aggressive elevation will limit the
E2FDS ability to achieve a 50 mile pipeline trace. Configuration will be dependent on the gradient.
Table 1 – Hydraulic Terrain Profile
2. MOVEMENT TERRAIN. The primary mode of transportation for the E2FDS will be by
PLS, HEMTT-LHS and PLS. However, all or part of the system may be transported by, commercial trucks, rail, rotary or fixed wing aircraft. The E2FDS can be transported over both improved surfaces both primary and secondary road ways. Improved surfaces range from paved, high speed roads in excellent condition through rutted and potholed gravel roads. Unimproved surfaces are trails and cross-country “natural” surfaces with no manmade improvements, no maintenance, and subject to variances of weather. Unimproved terrains include, but are not limited to, deserts, grasslands, sand, swamps, forests, tropical jungles, mountains, shallow rivers, and salt water beaches. Extended tactical operations on existing road networks can rapidly degrade pavement to the point that it actually will move into the unimproved category in terms of roughness as pavements and substructures break down, potholes open up, roadway edges deteriorate, and bridges weaken (or are taken out). Transporting in a paved environment can include rubble, curbs, walls, and other barriers that drive surface roughness up into the unimproved ranges. Components of E2FDS can be transported using the Quartermaster Pipeline
Operating Platoon’s HEMTT-LHS with PLS Trailers or transportation company PLS with PLS
Trailers.
