About this file
This document contains questions and answers related to an appliance repair services solicitation. The solicitation seeks domestic appliance repair services for Army housing in Europe, including on-call repairs and management of repair parts. Responses will be evaluated on a firm fixed price basis. While two other contracts support appliance movement and installation, the selected contractor under this solicitation will be responsible for responding to and documenting any repair issues shown to result from faulty installation or building deficiencies, though no reimbursement for associated costs will be provided. The government intends to manage associated contracts to help prevent recurring issues requiring service responses.

Appliance Maintenance Additional Questions (W564KV-20-R-0014)
1. Since there are two contracts in place which are handling domestic appliances, e.g. drayage contract for cleaning, moving and installation of appliances (at customers homes); and the repair contract as specified with subject solicitation, it might occur that the repair contractor will receive a service request for a appliance repair which will be indicated by the repair technician as a failure of proper installation (by the drayage contractor or others).
a. Who will be responsible for subject issue(s)?
Answer: Contractor W564KV-20-R-0014 would be responsible for responding and correcting the issue under a service request.
b. Who will reimburse the cost for the repair contractor based on the occurance of a "unreasonable" service / repair call from the SPOC (if the issue could not be detected before the service visit at the customers home)?
Answer: The contract W564KV-20-R-0014 is a firm fixed price commercial service contract. No reimbursement will be provided for costs incurred. The service call is this scenario is not differentiated from any other service call under this contract.
Additional Info: That being said the Government intends to closely manage these contracts and will provide issues like this example in the question to the movement/installation contractor and will require corrective actions if this was to occur to prevent continued patterns of having to respond to similar issues.
2. During past performance it turned out that several appliances are not correctly installed, e.g. exhaust air ducts for dryers are too long in order to assure proper function of the appliance; or, clogged up air ducts/hoses due to missing maintenance by the local responsibilities, etc..
a. Who will take the responsibility for subject issue(s)?
Answer: Contractor W564KV-20-R-0014 would be responsible for answering a service call and documenting the basis for the inoperable or appliance issues. If it is a repair required as a result of faulty installation the correct action would to be to document the issue and report to the Government for corrective action by the installation contractor.
b. Who will take care of the expenses (travel cost, labor cost to diagnose the issue, additional admin cost, etc.) for the repair contractor if the technician would certify the appliance is working properly, but, the building installation to where the appliance is connected to is not in proper condition?
