W564KV-18-R-0003 Q&A

Amendment 0005

Solicitation/PWS

Paragraph Reference Discussion Question Response

Price Sheet - Contractor, PWS paragraphs 2.3 and 5.2.6.

The PWS goes into great detail describing the various shops within these paragraphs, and knowing the work requires Meisters' briefs for the Electrical and Heating/Plumbing (Gas), we see that there are no price line items for Supervisors within the Electrical, Structures, HVAC, Plumbing and Heating shops.

Since shop supervisors are normally present within these shops to ensure work coordination, functional expertise, and even to meet regulatory requirements, where does the Government suppose that these supervisory assets be priced?

The Contractor should calculate and include this cost in each price sheet task.

Price Sheet - Contractor, ID numbers 170 & 171 (Power Plant Visual Inspections) for Base Year and respective Option Year IDs.

The Quantity (number of inspections) surely mirrors the daily requirements, but the annual frequency is "1".

Since this is a daily requirement, wouldn't the annual frequency be 365 for the 24/7 requirement?

Please see the answer to question #112 that was posted with Amendment 0004.

Price Sheet - Contractor, ID numbers 1556 (Base Year & 4 Option Years).

Government indicates in this line item that they are only requesting a bidder's G&A rete, yet PWS

5.2.4.1 stipulates activities from administration, estimating, procuring and supervision in the generation and performance of a

PWO.

Isn't it the Government's expectation that this price line item not only includes a bidder's G&A, but the activity to generate and perform a PWO, inclusive of profit?

Please see the answer to question #113 that was posted with Amendment 0004.

Amendment 0004, Government responses to Questions 121 & 123.

Please confirm that material used in the performance of a PMO is charged to CLIN 0005, and thus is "reimbursable."

Please confirm that material used in the performance of a PMO is charged to CLIN 0005, and thus is "reimbursable."

The cost of consumables used in performance of PMOs should be included in price offer for PMO tasks.

Preventive maintenance is in general considered inspection, log reading and cleaning. Any material (e.g., water filter) will be reimbursed as material charged on DMO.

Amendment 0005

Phase In Operations.

The solicitation allows 120 days for phase-in operations, mostly due to the time to secure CAC and GFEBS authorizations and staff training before uploading inventory, maintenance plans, etc. Into GFEBS. Also PWS Paragraph 1.18.1, Phase In, only allows "The Government will make facilities and equipment accessible to the Contractor for a maximum of thirty

(30) calendar days prior to the contract start date) for site familiarization and planning" (assuming that this means 30 days prior to full performance start).

However, many of the Phase-in activities that require on site presence such as Initial Ship Stores and Warehouse Inventory (PWS 5.5.19.1), Monitor Fuels and Consumption (PWS 5.5.12.3, Personnel Training IAW PWS Paragraphs 1.25, to name several tasks, are required to commence 30 days After Contract Award. This appears to be quite difficult as the incoming Contractor will only have access to the operational areas 30 days prior to Contract's full performance start date.

Please clarify/confirm as to when the Phase In operations will commence.

The Contractor will have 120 days to accomplish for ALL phase in activities. The Contractor must adhere to reporting requirements during the phase-in, and submit its status every 2 weeks during a phase-in.

File details come from the government source that posted it.
