W564KV-18-R-0003 Q&A

Solicitation/PWS

Paragraph Reference Discussion Question Response

1 Section I, Page 97, Clause 52.216-11

The Government has included Clause 52.216-11, Cost Contract -- No Fee, which prohibits fee for performance of the contract.

Will the Government please confirm that this clause applies to CLINs 0005, 1005, 2005, 3005, 4005 only.

FAR Clause 52.216-11 has been removed, with 52.216-7 ALT 1, and replaced with 52.216-7 and 52.232-7. Further, these clauses apply only to CLINs 0005, 1005, 2005, 3005, 4005.

2 Section L, Page 130, Clause 52.222-23

The Government has included Clause 52.222-23, Notice of Requirement for Affirmative Action to Ensure Equal Employment Opportunity for Construction. This clause allows the Contracting Officer to provide goals for minority and female participation in each trade on all construction work. The clause is incorporated by reference, so no goals are provided.

Is it the Government's intention that this clause will be applied on a task order by task order basis?

This clause was erroneously included in the Solicitation. FAR Clauses 52.222-21, -22, -23, -24, 25, -26, and -29 have been removed.

3 Section B, CLIN 0005, pages 12-13, CLIN 1005, pages 26-27, CLIN 2005, pages 39- 40, CLIN 3005, pages

52-53, CLIN 4005,

pages 65-66

CLIN 0005 is for material and is stated as "Cost." However, the subCLINs following (i.e.

0005AA and 0005AB) are stated as FFP. Further, there is no opportunity to price the CLIN or subCLINs in the price sheet. This applies also to 1005, 2005, 3005, and 4005 with related SubCLINs.

Will the Government please confirm that the type of SubCLINs under CLIN 0005, 1005, 2005, 3005, and 4005 should be "Cost" instead of "FFP"? Also, will the Government confirm that these CLINs are not to be priced?

The Sub CLINs for 0005 (and all option periods) have been corrected to be COST. Please note that the estimated values provided are for evaluation purposes and not binding.

4 Attachment 3,

1.10.2.7 and Price Sheet

3. Current USAG Stuttgart IDG has been attached.

9 PWS 1.19 The PWS states, "The Contractor shall provide a draft copy of their Management Plan with their proposal." The word "with" implies a document separate from the discussion in the proposal.

Is it the Government's intention for the offeror to submit draft Management Plan separate from the discussion in Volume I?

If so, is this plan considered outside page count and should the plan be submitted as an attachment to Volume I?

The Management Plan is a part of Contractor's proposal and as such a part of the evaluation criteria. The Government itemized "a" thru "k" what the Contractor must include in Management Plan. The page limit has been removed.

PWS 1.6.1 The PWS states, " The Contractor shall provide a draft copy of their QCP with their proposal." The word "with" implies a document separate from the discussion in the proposal.

Is it the Government's intention for the offeror to submit a draft Quality Control Plan separate from the discussion in Volume I? If so, is this plan outside page count and should the plan be submitted as an attachment to Volume I?

Quality Control Plan is a part of Contractor's proposal and as such a part of the evaluation criteria. The Government itemized "a" thru "m" what the Contractor must include in Quality Control Plan in order to be acceptable. The page limit has been removed.

PWS 5.15.3 The PWS states, "The Contractor shall submit the COM program with their proposal." It is unclear what level of detail the Government is looking to have accompany the proposal submission.

Is it the Government's intention for the offeror to describe the COM Program approach in their proposal with the detailed program to follow after award?

Yes. The COM is highly visible and sensitive in nature. Service members and their families come and go, sometimes on a short notice. Contractor has to be able to perform Change of Occupancy maintenance, repair and cleaning tasks on time.

Coordination and planning to ensure the Contractor has enough people and material available is essential.

Is all material used during COM, with the exception of FFPI’s , reimbursed by the

GOV?

Yes.

Note: If the Contractor signed out any material from SHIP store in support of COM, the Contractor shall issue that material against the DMO with a specific code (will be provided upon contract award). This material will not be billed again because the Government already reimbursed the Contractor via SHIP material invoice. See #6.

PWS 5.15.7.1.2. Work Planning In order to eliminate a work duplication (para

1.20.4 “Duplication of Work”), the Contractor shall bring to PTI all printed copies of open PMOs and DMOs.

The purpose of eliminating work duplications is understood. However, there is no reference as to what happens with existing DMO’s at this stage. Will repairs ordered under a previously released DMO get reimbursed as such? Will deficiencies found during PTI result in a DMO?

Any DMOs released/approved by the Government prior to Change of Occupancy will be reimbursed as such. The COR will determine if any additional work is needed to bring the unit to standards (AR 420-1).The COR will also determine if damage is caused by:a. “wear and tear” = in that case repair is paid by the Government. b. tenant = repair is paid by tenant

PWS 5.15.11.1. Unit’s Condition Standards and Contractor’s Work Quality Unit condition standards during a final COM inspection, when the Contractor is turning over the unit back to the Government, are specified in AR 420-1.

The Contractor is responsible for turning over the unit to the Government

IAW AR 420-1.

Paint Stains and smudges are always troublesome; this is especially true if residents are allowed to self-perform painting in their unit.

Are residents allowed to self-perform painting in the USAG Stuttgart?

Yes, IAW AR 420-1, AFH occupants are allowed to perform self-help projects which include painting within their units and are asked to bring unit back to its original color.

PWS 5.15.20.COM

Period The Contractor has between 30-45 days (this depending on when occupants submit their request for PTI) from PTI (para 5.15.7.1) to when the COM officially starts.

During that period the Contractor can estimate his craftsmen and material required to complete maintenance and repairs for the COM work on an occupied unit.

Once the resident vacates the unit and the Government turns over the keys of the unit to the Contractor, the COM period starts.

COM does not start until the unit is vacated, hence we assume COM work is considered any work performed during the vacancy of the unit – correct?

If not, please further explain this paragraph?

Yes, IAW AR 420-1, AFH occupants are asked to schedule a pre-termination inspection. During this time an estimate of work to be performed is accomplished, giving the contractor a heads-up on requirements for the unit. This is not all inclusive as there are furnishings within the unit during the Pre-Termination Inspection and things can happen during the 30-45 days prior to Final-termination inspection.

PWS 5.15.21.Basic COM Tasks Basic COM represents a list of tasks the Contractor shall perform during every change of occupancy.

The work effort will depend on the size of quarters (Attachment 24 “Housing Quarters Inventory”).

Checklist ... The Contractor shall upload signed checklist IAW para

5.5.6 “Work Documentation and Reporting”. The Contractor shall file a checklist copy in facility folder (Deliverable 0078).

Please provide historical data in terms of labor hours per COM to perform all 42 tasks on your checklist?

Checklist#22. We assume spot painting means painting a few scratch marks here and there throughout the unit, but not complete walls which need to be painted.

Is our assumption correct?

Checklist#23. Not only is Re-caulking a very time consuming task, it also needs a lot of drying time where no other work can be performed in the close vicinity of

it. Will the GOV allow for one additional COM maintenance day when this task must be performed?

AR 420-1, Table 5, Performance Time for Change of Occupancy Service

CKList22: Yes, this is correct.

CKList 23. Re-caulking, if done per industrial standards, does not require additional time and can be done during COM. All other installations do not provide additional time for this service.

PWS 5.15.24.16.3.

Radiators Clean and remove all dirt, dust, debris, any foreign objects behind a radiator, grease, smudge marks, mildew, fingerprints, pencil and crayon marks, paint smudges, etc.

Disassemble if needed to ensure proper cleaning.

All radiators shall be secure and leak-free.

To disassemble a radiator the entire heating system of Building is affected.

Please confirm that this task is to be performed to ensure proper cleaning?

"Disassemble" is not the correct term; one must unscrew a plate cover to access and clean. Brushes are used, inserted into opening to clean dust and debris. Correction posted to para 5.15.24.16.3.

PWS 5.15.24.20.3.

Is 613a transfer part of the contract? Are Offerors required to have to take over employees employed under the current contract?

The Government takes no position with regards to the applicability of BGB 613a (German Civil Code) to this requirement or any part thereof. It is the sole responsibility of each offeror to determine the applicability of the BGB 613a as it relates to this requirement or any part thereof. Offerors’ attention is directed to the terms of clause 252.222-7002 (Compliance with Local Laws (Overseas)), which is incorporated in Section I.

Offerors identified Technical Exhibits that are missing the work location (base or building number). Please provide.

Building numbers will be provided after Contract award.

Does the MHF apply for all materials to include PM materials?

See #6

Are CLINS 0006 (PWO) and 0005 (Materials) USG plug numbers? How are these CLINS considered in the overall price evaluation?

Yes. The government will "plug-in" values for these CLINS (and all of their option periods) for evaluation purposes. Please note that the pricing sheets are updated to allow offerors to input their PWO management fee, which includes G&A, profit, and sub-contractor management fees, for CLIN 0006 and its option periods to evaluate the PWO Management Fee.

Is the Phase-In CLIN considered as part of the overall evaluated price?

Yes, the Phase in CLIN is included in the total evaluated price.

Reference p. 136 of 139, Section M, paragraph C.3. Cost/Price Factor

a. Concerning evaluation of subcontractor quotes for CLIN 0006 (PWO), if these are a pass through, how does the contractor recover its overhead and administrative costs and earn a profit for the work performed?

A worksheet has been added to the pricing sheet that requires Offerors to provide their overall PWO management fee. This will in turn be multiplied by the value entered in the CLIN for an evaluation price, which will be included in the total evaluated price.

Offerors understands that all work performed must be entered within 24 hours (workdays) into the GFEBS system.

To decrease the amount of administrative support needed to maintain GFEBS, Offerors would like to inquire if the system supports barcoded information?

GFEBS does support barcoding. Each Maintenance Order can be printed with barcode. Stateside contractors have used barcode technology before. If the Contractor decides to use barcoding, DPW can support an effort, but the Government cannot guarantee it will work.

All Key Personnel (questions #14) will suffice to support administrative effort to maintain GFEBS.

The three year constraint for Volume III- Past Performance limits Offerors ability to demonstrate successful performance on contracts of identical size and scope.

Offerors request the Government to revise this evaluation criteria to allow for 6 years past performance experience to increase to the pool of competent firms bidding on thisopportunity.

The solicitation has been changed to allow for five (5) years' past performance

RFP pg 125, paragraph 4d states that “All questions shall be submitted via email to the Contracting Officer AND the Contract Specialist, no later than 10 calendar days after issuance of the solicitation.” As Offerors expect questions to arise as a result of the site visit scheduled on 06 February 2017, Offerors respectfully request a three week extension to submit additional questions.

Amendment 02 extended the Questions due date to 8 February 2018 to allow questions after the site visit.
