All prices for this acquisition shall be stated in current U.S. dollars, rounded and displayed to two decimal places. (Current U.S. dollars shall be interpreted to include escalation where appropriate.) It is noted that the terms of FAR 52.222-43, Fair Labor Standards Act and Service Contract Act – Price Adjustment (Multiple Year and Option

Contracts shall be considered when proposing rates. The Contractor warrants that the prices in this contract do not include any allowance for any contingency to cover increased costs for which adjustment is provided under this clause.

The Price Matrix has been locked to prevent inadvertent changes. Offerors shall not alter the Price Matrix in any way. If an Offeror changes the price matrix, its proposal may be considered unacceptable and ineligible for award. The Price Matrix shall be completed as follows:

Offerors shall complete the Summary sheet by entering its name, cage code and proposal date in the blue highlighted cells. Certified cost or pricing data and data other than certified cost or pricing data, if required, must be submitted in accordance with the instructions specified at FAR 15.403-5.

Offerors shall submit their proposals using the MS Excel Price Evaluation Sheet (Attachment 0011). Offerors shall completely fill out the Price Evaluation Sheet (matrix) by entering the required information in the blue highlighted cells. Failure to propose prices for all blue highlighted cells may result in the Offeror’s proposal being considered unacceptable and ineligible for award.

All prices for this acquisition shall be stated in current U.S. dollars, rounded and displayed to two decimal places.

(Current U.S. dollars shall be interpreted to include escalation where appropriate.) It is noted that the terms of FAR 52.222-43, Fair Labor Standards Act and Service Contract Act – Price Adjustment (Multiple Year and Option Contracts shall be considered when proposing rates.

All other cells on the Summary tab contain formulas and will auto-fill based on data entered on the tabs titled, Base Year, OY1, OY2, OY3, and OY4. These other tabs represent the individual ordering periods and for these tabs, offerors shall enter prices for all FFP CLINs in the blue highlighted cells. All FFP CLINs include, for informational purposes, the square footage of the buildings covered under that CLIN. Column F, on each of the ordering period tabs, calculates the price per square foot by dividing the offeror’s proposed price by the total square footage. For CLIN 0014, which is for Emergency Cleaning, offerors shall propose a fixed unit price per square foot. The unit price is then multiplied by the Government estimated annual square footage to arrive at the price for CLIN 0014.

The estimated square footage is for evaluation purposes only.

Price proposals are assumed to represent the Offeror’s best efforts, as final proposal revisions may not be requested.

Any additional information considered necessary to explain the proposed pricing shall be submitted at the time of proposal submission. Additionally, all cost/price related data shall be entered into the Price Matrix. Any pricing data entered in Section B (or elsewhere) will not be accepted.

In accordance with FAR 15.306(d), discussion sessions with each Offeror may be held. If discussions are conducted, the Contracting Officer will send electronic discussion letters to each Offeror’s POC. The discussion letter will specify information requested and when responses are required.

SECTION M - EVALUATION FACTORS FOR AWARD

The following have been modified:

SECTION M

BASIS FOR AWARD (Section M)

The Government will make one award based on the evaluation on the two step selection process that includes three phases and three (3) factors: Contract Management Personnel, Experience/Past Performance and Price. The basis of award includes an acceptable/unacceptable rating for Phase 1 and a trade-off analysis between Phases 2 and 3 as outlined in the following paragraphs.

Phases/Order of Importance:

Phase 1/Factor 1 – Contract Management Personnel is rated as acceptable or unacceptable. Only Offerors who are found to be acceptable will advance to Phase 2 – Experience/Past Performance and Phase 3 – Price Evaluation

Phase 2/Factor 2 – Experience/Past Performance is more important than price. The government will evaluate both Relevancy and Confidence as outlined below.

Phase 3/Factor 3 – Price Evaluation

Evaluation:

Phase1/Factor 1 – Contract Management Personnel (Acceptable/Unacceptable)

The Contract Management Personnel will be evaluated on an acceptable/unacceptable basis. The Government will conduct its analysis by evaluating the information submitted in response to the requirements set forth in Section L of the solicitation for “Volume 1 – Factor 1, Contract Management Personnel.” If an Offeror is found to be acceptable in Phase 1/Factor 1 – Contractor Management Personnel, the Offeror will move forward to the Phase 2.

Phase 2/Factor 2 – Experience/Past Performance

The Government shall consider the recency, relevancy, source and context of the past performance information it evaluates as well as quality, general trends in performance, and demonstrated corrective actions. A significant achievement, problem, problem resolution, or lack of relevant data can become an important consideration in the assessment process. A negative finding in any element may have an impact on the assessment and the Past Performance rating.

The rating for Phase 2 is more important than price. The Government is willing to pay a higher price for a higher relevancy and confidence rating.

In Factor 2, the Government will evaluate and rate Experience/Past Performance Information using a two rating scheme process as follow:

1. Relevant Company Effort

2. Quality of Past Performance. The past performance information of the Prime Contractor named on the signed Standard Form 1449, will be evaluated in combination with all the other required information submitted in Factor 2.

A relevant project that has both (a) the “Relevant Company Effort” and (b) the required PPIRS or PPQ record of quality. Only RFP compliant projects will be included in step two, Past Performance Relevancy Rating. The Go ve rn men t will compare each compliant effort to the effort to be acquired, reach a consensus, and assign a relevancy rating. The SSEB will also evaluate the quality of the effort accomplished. The SSEB determines relevancy and, in making this determination, the following definitions for relevancy will apply:

Rating Description

Very Relevant Present/Past performance e f f o r t involved e s s e n t i a l l y the same scope and magnitude of effort and complexities this solicitation requires.

Relevant Present/Past performance e f f o r t involved s i m i l a r scope and magnitude of effort and complexities this solicitation requires.

Somewhat Relevant

Present/Past performance effort involved some of the Scope and magnitude of effort and complexities this solicitation requires.

Not Relevant Present/Past performance effort involved l i t t l e or none of the scope and magnitude of effort and complexities this solicitation requires.

When the recent/relevant performance record indicates performance quality problems, the Government will consider the number and severity of the problems and the appropriateness and effectiveness of any corrective action taken.

Based on the Past Performance Relevancy assessment phase of the evaluation, the government will conduct an overall Performance Confidence Assessment rating. The overall Performance Confidence Assessment rating is an overall rating which takes into consideration the level of relevancy of each recent, rated project, the quality ratings of those rated projects, and the general trend of the recent, rated efforts have to the effort required by this RFP. The more relevant the recent projects are the stronger predictor of successful performance. The overall Performance Confidence Assessment Rating reflects the Government’s assessment of the Offeror’s probability of successfully performing the solicitation requirements. One of the following ratings will be assigned.

Adjectival Rating Description

Substantial Confidence Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.

Satisfactory Confidence Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

Neutral Confidence

No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.

The offeror may not be evaluated favorably or unfavorably on the factor of past performance.

Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.

No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.

If the Offeror has little or no record of recent/relevant past performance information, or the record is so sparse that no meaningful confidence assessment rating can be reasonably established, or for whom information on past performance is not available, the SSEB shall treat the Offeror neither favorably nor unfavorably. Such an Offeror shall be rated “Unknown Confidence (Neutral)”.

Phase 3/Factor 3 –Cost/Price

The offeror’s proposed price will be evaluated as follows:

Price analysis techniques will be used to determine price reasonableness. The price factor will be evaluated, but not adjectively rated. FAR requires that contracts be awarded at prices that are fair and reasonable. The Contracting Officer is responsible for the determination of price reasonableness. The cost proposals will be evaluated using price analysis in accordance with FAR 15.404-1, Proposal Analysis Techniques.

The Government intends to evaluate price reasonableness in accordance with FAR Part 15.404-1(b), relying primarily upon competition. The Government expects adequate competition and a comparison will be made of total evaluated prices received in response to the solicitation.

The total evaluated price will be the sum of the Base Year, the subsequent four Option Years, and the Option to Extend Services, IAW FAR 52.217-8, using the information submitted in the pricing matrix.
