The contractor shall begin performance on-site with a full staff 01 May 2021, transition shall be 01 May 2021 through 31 May 2021. Full performance of contract begins 01 June 2021.
4. This Request for Proposal (RFP) is issued as a 100% 8(a) Set-Aside and is a Best Value procurement.
5. The Government intends to award a single Firm Fixed Price (FFP) type contract from this solicitation to the responsive, responsible offeror who submits the best value to the Government.
Proposals will be reviewed to identify any Unbalanced Pricing in accordance with FAR 15.404-1(g).
An offer may be rejected if the contracting officer determines that the lack of balance poses an unacceptable risk to the Government.
See FAR 15.404-1(g) for more information.
6. Notice to potential offerors: In order to align with current requirements of DoD Federal Acquisition Regulation Supplemental (DFARS) 201.304 and Army Federal Acquisition Regulation Supplemental (AFARS) 5101.304 there has been a change to the format of ACC-RI solicitations (and resultant contracts). This notice is to inform you of that format change and to advise you to review the entire solicitation thoroughly.
7. The Government anticipates price competition, therefore, certified cost or pricing data is not required to be submitted with the offeror’s proposal. However, the Government reserves the right to request cost data.
8. Offerors are cautioned to ensure their proposals are fully complete, including all fill-ins and blanks in the RFP. Any offeror submitting a proposal agrees by submission that their proposal and the prices contained therein shall be valid for 90 days after receipt of final proposals.
9. This solicitation is issued subject to availability of funds; therefore this solicitation is currently unfunded. The Government reserves the right to not fund any work listed in the solicitation.
See FAR clause 52.232- 18.
10. Offerors should note the provision at FAR 52.215-1, “Instructions to Offerors – Competitive
Acquisition”. The Government intends to award a contract resulting from this RFP without discussions with offerors (except clarifications described in FAR 15.306(a)). Therefore, offerors initial proposals should contain the best terms. The Government does however, reserve the right to conduct discussions if determined necessary by the Contracting Officer.
11. The prevailing Service Contract Act for wage determination will be incorporated into the resultant contract and will be in effect for the entire performance period of the resultant contract. The most recent wage determination can be found online at: https://beta.sam.gov or see Attachment 0010.
12. Explicit secure access documents may be obtained by having an active Joint Certification Program (JCP) account. See Attachment 0009, Contractor Vendor Guide, for additional details on JCP accounts and access.
When requesting access, provide your CAGE CODE in the “Reason for Request” block.
Once your account is active, you may request access to documents in beta.sam (https://beta.sam.gov).
*** PLEASE NOTE, THE PERSON APPROVED FOR YOUR BUSINESS IN JCP, MUST BE THE

15. Prices shall be provided in the Price Matrix, Attachment 0011. Prior to submittal, Offeror shall change title of this document to reflect Offeror name. For example, “21R5002 –ABC123NAME – Proposal Price Matrix”. Proposal is to be submitted in U. S. Dollars.
16. All CLINs will be firm fixed price, including unscheduled Service Orders (SO’s) and Emergency services.
Due to the infrequent need and low costs of historic unscheduled services, these services are therefore considered incidental to contract performance.
Service Orders for the subject solicitation and resulting contract will be processed as follows:
a. DMO action for cost range of $0.01 - $2,500.99
b. PMO action for cost range of $2,501.00 - $250,000.00
c. Contractor will receive a Request for Proposal at time of requirement determination.
d. Proposal will be evaluated for accuracy and price reasonableness.
e. If determined Fair and Reasonable, the requirement will be awarded as FFP contract modification.
Emergency Services for the subject solicitation and resulting contract will be processed as follows:
a. A need for Emergency services is determined.
b. The COR forwards the requirement to Contracting to receive a Contractor quote for the requirement. These prices (per square foot) will be set as FFP at time of contract award.
c. Contractor submits quote, within one hour, to Contracting.
d. Contracting reviews quote for validity and confirms price per square foot is in line with FFP set at time of contract award.
e. Quote is determined fair and reasonable by Contracting.
f. Contracting notifies Contractor that the quote has been approved and work should begin as soon as possible (based on requirement timeline and availability of spaces to receive services).
g. Due to the emergency nature of the requirements, funds will be added to an Emergency CLIN at time of contract award, and will be incrementally funded, as needed, throughout the contract.
17. Offeror is required to be registered in the System for Award Management (SAM) database when submitting an offer, and shall continue to be registered until time of award, during performance, and through final payment of any contract resulting from this solicitation. Additional forms must be submitted to view documents on www.beta.SAM.gov. See Attachment 0009, Contractor Vendor Guide, for additional details.
18. SAM replaces CCR/FedReg, and ORCA. Contractors may obtain information on registration and annual confirmation requirements via the SAM accessed through h ttps://www.sam.gov/SAM/ or by calling 866-606-8220.

24. The NAICS Code for this action is 561720.

52.204-10 REPORTING EXECUTIVE COMPENSATION AND FIRST-TIER SUBCONTRACT AWARDS
(JUN 2020)
(a) Definitions. As used in this clause:
Executive means officers, managing partners, or any other employees in management positions.
First-tier subcontract means a subcontract awarded directly by the Contractor for the purpose of acquiring supplies or services (including construction) for performance of a prime contract. It does not include the Contractor's supplier agreements with vendors, such as long-term arrangements for materials or supplies that benefit multiple contracts and/or the costs of which are normally applied to a Contractor's general and administrative expenses or indirect costs.
Month of award means the month in which a contract is signed by the Contracting Officer or the month in which a first-tier subcontract is signed by the Contractor.
Total compensation means the cash and noncash dollar value earned by the executive during the Contractor's preceding fiscal year and includes the following (for more information see 17 CFR 229.402(c)(2)):
(1) Salary and bonus.
(2) Awards of stock, stock options, and stock appreciation rights. Use the dollar amount recognized for financial statement reporting purposes with respect to the fiscal year in accordance with the Financial Accounting Standards Board's Accounting Standards Codification (FASB ASC) 718, Compensation-Stock Compensation.
(3) Earnings for services under non-equity incentive plans. This does not include group life, health, hospitalization or medical reimbursement plans that do not discriminate in favor of executives, and are available generally to all salaried employees.
(4) Change in pension value. This is the change in present value of defined benefit and actuarial pension plans.
(5) Above-market earnings on deferred compensation which is not tax-qualified.
(6) Other compensation, if the aggregate value of all such other compensation (e.g., severance, termination payments, value of life insurance paid on behalf of the employee, perquisites or property) for the executive exceeds $10,000.
(b) Section 2(d)(2) of the Federal Funding Accountability and Transparency Act of 2006 (Pub. L. 109-282), as amended by section 6202 of the Government Funding Transparency Act of 2008 (Pub. L. 110-252), requires the Contractor to report information on subcontract awards. The law requires all reported information be made public, therefore, the Contractor is responsible for notifying its subcontractors that the required information will be made public.
(c) Nothing in this clause requires the disclosure of classified information.
(d)(1) Executive compensation of the prime contractor. As a part of its annual registration requirement in the System for Award Management (SAM) (Federal Acquisition Regulation FAR provision 52.204-7), the Contractor shall report the names and total compensation of each of the five most highly compensated executives for its preceding completed fiscal year, if—
(i) In the Contractor's preceding fiscal year, the Contractor received—
