2. The U.S. Government (USG) intends to award up to two (2) firm-fixed-price (FFP) contracts for USG Fiscal Years 2022 through 2026

(FY22-26) for 120mm Tank Training Ammunition to the Offeror(s) whose proposal(s) represent the best value to the USG, non-price and price factors considered. The award(s) will include a firm base quantity award with five evaluated options (see FAR 52.217-6 Option for

Increased Quantity in Section I). The USG reserves the right not to exercise options for any reason.

3. The firm base award (FY22) quantities can be found in Attachment 0001 120mm Tank Training Price Matrix. The five (5) Option Periods are as follows:

2 29

W52P1J-21-R-0035

Name of Offeror or Contractor:

PIIN/SIIN MOD/AMD

Option Period 1: Date of Award through 30-Sep-2022

Option Period 2: 1-Oct-2022 through 30-Sep-2023

Option Period 3: 1-Oct-2023 through 30-Sep-2024

Option Period 4: 1-Oct-2024 through 30-Sep-2025

Option Period 5: 1-Oct-2025 through 30-Sep-2026

Firm Base Quantity Awards: Split awards of 60%/40% of the M1002 New Production, split awards of approximately 60%/40% of the M865A1 New

Production, and full 100% award of the M1002 Ammo Can Refurbishments to the single most advantageous Offeror are anticipated for the firm base quantity awards. However, the USG reserves the right to make a 100% award of the firm base quantity to one Offeror who has the best overall proposal, if determined to be in the USG's best interest.

Option Awards: Should options be exercised, split awards are anticipated. Should split options be exercised, either, or both, successful Offerors could receive award of any of the cartridges referenced as an option quantity. Should an option exercise be contemplated, ACC-RI, Project Manager Maneuver Ammunition Systems (PM-MAS), and the Joint Munitions Command will conduct an analysis and exercise the option quantities based on the USG's best interest considering price, performance and industrial base considerations.

However, should options be exercised, the USG reserves the right to make a 100% award of the option quantity to one contractor.

4. Quantity requirements and delivery schedule information are included in Section B for identification only. Offerors are required to complete and submit the 120mm Tank Training Price Matrix identified as Attachment 0001 in Section J. Offerors shall complete this Price

Matrix in accordance with the instructions in Section L. The pricing submitted in the Price Matrix shall be fully executable by the U.S.

Government at the unit prices and quantity range limits specified in the Price Matrix.

NOTE: For evaluation purposes of this solicitation, Offerors shall use the following surrogate prices for RPD-596 Propellant and

Nitrocellulose (NC):

RPD-596: $40.00/lb

NC: $7.00/lb

The USG will adjust the Offeror(s)' Price Matrix after award based on actual, final negotiated prices for RPD-596 and NC. The adjustment to unit prices in the Price Matrix will be based ONLY on the difference between these surrogate prices and the actual negotiated unit prices for RPD-596 and NC.

First Article Test (FAT) costs are required for each option period and each CLIN. Offerors should not assume FAT will be waived and must provide FAT costs as requested. However, the USG reserves the right to require or waive FAT throughout the life of the contract(s). Offerors should price FATs on the 120mm Tank Training Price Matrix as to reflect the total price of Cartridge and

Projectile FATs required for the start of production for a new configuration or if a previous option was not awarded.

Any other FATs that may be required throughout the life of the contract(s) (component, subassembly, assembly, etc.), will be considered on an as-needed basis and should not be included in the Offeror's FAT or unit prices on the 120mm Tank Training Price Matrix.

5. Prior approval of Contract Data Requirements List (CDRLs), i.e. AIE, SPC, ADC, on other USG contracts does NOT guarantee roll-over approval of CDRLs on award(s) resulting from this RFP. See Section C Narrative Clause C0002 for further details.

6. The following will be restricted to the sources within the U.S., its outlying areas, and Canada:

also submit a Small Business Subcontracting Plan as required by FAR 19.7 (FAR Clause 52.219-9, Small Business Subcontracting Plan). The

Small Business Subcontracting Plan will be reviewed when the apparent awardee is determined. In accordance with AFARS Appendix DD, the

Small Business Participation Plan in order to be eligible for award. For Offerors utilizing a Commercial Subcontracting Plan the

Offeror shall also provide an explanation showing how the percentages of small business utilization identified in the contractor's Small

12. The USG reserves the right to conduct a Post Award Conference after contract award(s).

13. Best value tradeoff procedures in accordance with FAR 15.101-1 will be utilized to select the Offeror(s) that provides the best value to the USG. This best value source selection process will include an evaluation of the following four factors: (1) Technical, (2)

Past Performance, (3) Cost/Price, and (4) Small Business Participation. Section L provides specific instructions to Offerors regarding preparation and submittal of proposals. Evaluation of the proposals will be in accordance with the criteria stated in Section M.

Award(s) will be made to the Offeror(s) whose proposal(s) is(are) determined to provide the best value to the USG based upon Section M criteria; therefore, award(s) may not necessarily be made to the lowest priced Offeror(s). The USG reserves the right to make award(s) to other than the lowest priced Offeror(s), or to other than the Offeror with the highest technical rating, if the Source Selection

Authority determines that to do so would result in the best overall value to the USG.

14. Offerors are responsible for including sufficient details to permit a complete and accurate evaluation of the proposal. The USG will not make assumptions concerning an Offeror's intent, capabilities, facilities or experience. The submission of CLEAR, ACCURATE, and

COMPLETE information is the sole responsibility of the Offeror. Please ensure all fill-ins are completed, if applicable. If fill-ins are not applicable, the Offeror shall indicate N/A. If the Offeror fails to include the information requested in Section L in its proposal, the Offeror's proposal may be rejected by the USG and no longer considered for award.

15. The USG intends to award the contract(s) resulting from this RFP without discussions (See FAR 52.215-1). The Contracting Officer may contact Offerors for clarifications, as described in FAR 15.306(a) and FAR 52.215-1, without opening discussions. However, the USG reserves the right to conduct discussions, and to permit Offerors to revise their proposals if determined necessary by the Contracting

Officer. Offerors shall ensure their initial proposals contain the best terms and that proposals are complete, including all fill-ins and blanks.

16. The USG requests proposals remain valid for 365 days. Offeror shall annotate the 365-day validity period in Block 12 of this RFP.

17. In the event that a discrepancy between any statements in Narrative A and another section of the RFP exists, the other sections take precedence.
