About this file
This document provides exceptions to technical requirements for 120mm tank training ammunition being procured under solicitation number W52P1J-21-R-0035. The solicitation seeks to acquire 120mm tank training ammunition from fiscal year 2022 through fiscal year 2026. Key exceptions to requirements for the M865A1 round include increases to mean muzzle exit velocity at cold temperatures, average breech pressure, and pressures associated with pressure signatures of detonation. Maximum negative differential pressures are also adjusted based on round conditioning and firing temperatures. The minimum pressure to meet pressure signature of detonation requirements is provided as well. Alternate ballistic coefficients and muzzle velocities are specified for the M865 cartridge in one requirement. The closing date for responses to the solicitation is August 6, 2021 at 12:00pm Central Time. The Department of the Army Materiel Command Joint Munitions Command is the contracting agency.

M865A1 Contract Exceptions for DTL14000022G
3.5.1.1 – Mean muzzle exit velocity at -32°C should be 1538 ± 15 instead of 1538 ± 10
3.6.1.1 – Average breech pressure not to be exceeded should be 5930 bars instead of 5843 bars. Average breech pressure plus 3 standard deviations not to be exceeded should be 6270 bars instead of 5950 bars.
3.6.2.1 M865A1. The maximum individual pressure threshold for induced high pressure requirement is 6300 bars.
3.7.1 – Should be changed to the following:
“3.7.1 M865A1. The maximum negative differential pressure shall not exceed:
3.7.1.1 Cold. 362 bars for cartridges conditioned and fired at temperatures –32°C and - 46°C.
3.7.1.2 Ambient and Hot. 460 bars for cartridges conditioned and fired at +21°C, +52°C and+63°C.”
3.18.1 M865A1. The PSOD minimum pressure required to meet this requirement is 6410 bars.
