Number Reference Question Answers
The Government indicated that License costs will/shall be removed from Option Years 1-9. Section M also indicates that Offerors must submit prices for all lines indicated in the matrix.
Please clarify intent: Are Offerors to include SaaS license costs in their submitted pricing template for Option Years 1-9 for Task Order 1 and all five Optional Capabilities? Will the Government remove, as a function of their evaluation, the SaaS license costs from Options 1-9? If the Government removes License costs, will the Option Years 1-9 license costs submitted by Offerors be included in total evaluated price?
Offerors shall include license cost for the base year.
For Option 1-9 for all Task Orders and Optional Capabilities the Offeror Shall remove ITSM licensing costs. The Offerors cost submitted without ITSM Licenses for option 1-9 will be included in the total evaluated price.
The Task Order 1 SaaS PWS requires a combination of License costs and Labor costs.
The Government also indicated that it wants the ITSM License cost to be removed in Option 1-9.
Does the government wish for our Task Order 1 SaaS prices to be inclusive of both License + Labor costs? Or License Only?
• If License + Labor, should offerors remove ITSM license costs in Options 1-9?
• If License only, should the labor component (e.g., Section 2 & Section 6) be included in Task Order 1 or Task Order 2?
For the base period the offeror shall include all cost necessary to perform the requirements listed in the PWS set. In the option periods 1-9 the ITSM license cost shall be removed. The requirement was split into 2 PWSs to ensure the Task Orders included 2 specific requirements. Attachment 0002 ITSM SaaS PWS equals Task Order 01.
Section L states that the Offeror is required to submit a sanitized copy of its Technical/Management proposal. Factor 1 Technical/Management includes Subfactor 1 Transition plan, Subfactor 2 Technical/Management, and Subfactor 3
Question - Should all three Subfactors be redacted? Yes, all subfactors shall be redacted.
Section L states that the Offeror is required to submit a sanitized copy of its Technical/Management proposal. Factor 1 Technical/Management includes Subfactor 1 Transition plan, Subfactor 2 Technical/Management, and Subfactor 3 Technical Challenge Response.
The web-accessible Technical Challenge Demonstration is technically part of Subfactor 3.
Question - If Offerors are required to redact the written piece of Subfactor 3, are Offerors also required to redact the Web Accessible Technical Challenge Demonstration as well?
Yes. It should be redacted. However since the platform is a key component of the technical approach it is not necessary to redact information regarding the ITSM platform.
Section L states that the Offeror is required to submit a sanitized copy of its Technical/Management proposal. Factor 1 Technical/Management includes Subfactor 1 Transition plan, Subfactor 2 Technical/Management, and Subfactor 3 Technical Challenge Response.
As required by Section L, we will redact company name, logo, and company identification information, but assume this does not include the names of personnel proposed for membership on the AESMP program team.
Question – Would the Government please confirm if this redaction approach is compliant? Key personnel names in resumes and technical written approach shall be redacted.
