SECTION B - SUPPLIES OR SERVICES AND PRICES/COSTS
This solicitation includes an Economic Price Adjustment (EPA) clause to be utilized for steel, aluminum and/or copper. All CLIN prices shall be inclusive of the cost of steel, aluminum and copper. Only production CLINs are subject to EPA. The baseline steel, aluminum and copper costs for each quantity range shall be inputted in current year dollars in Attachment 0002, EPA Worksheet Rev A. The baseline ____ steel, aluminum and copper costs shall be the same for ordering periods two through five.
INSTRUCTIONS FOR ECONOMIC PRICE ADJUSTMENT (EPA) ACTUAL COST METHOD
A. In accordance with FAR 16.203, this firm fixed price procurement provides for an EPA for the cost of raw materials steel, aluminum and/or copper, which are used in the production on the M116A1 and M824A1 Artillery Smoke Projectile Bodies. The EPA calculation shall only apply to the quantities under production CLINs.
Contract adjustments will be based on the difference between the steel, aluminum and/or copper prices included in the Contractors end-item price at the time of the contract award versus the purchase order or invoice price for steel, aluminum and/or copper used to produce the end-item in the relevant ordering period.
The Definitions for FAT and Additional FAT is as follows:
FAT: The initial FAT awarded on the contract to include full facilitation of the production line and the suppliers to ensure all process and procedures are in place to support production in accordance with the contract.
Additional FAT: FAT awarded on a delivery order after initial FAT approval. Utilize existing processes and equipment to the maximum extent possible. Utilize approved CDRL submissions from the initial FAT provided they are unaffected by any changes.

Periods 2-5 to the awardee of the basic cotract, and the CLINs set forth in Attachment 0002, EPA Worksheet Rev A. The amount of any ____ increase or decrease in line item prices will be limited to the price of the actual fluctuation in material (steel, aluminum and/or copper) only and shall not include any other costs such as, but not limited to: labor, overhead, G&A, profit, etc.
B. The Contracting Officer will notify the awardee of order requirements. In its response to the U.S. Government, the awardee shall:
1. Clearly detail the increases or decreases related to steel, aluminum and/or copper.
Note the following:

M116A1 and M825A1 Artillery Smoke Projectile Bodies.
ii. Quantities above the specific M116A1 and M825A1 Artillery Smoke Projectile Bodies quantities being ordered.
iii. Supplies or services for which the production cost is not affected by such changes.
II. There shall be no adjustment for any change in unit prices for material which would not result in a net change of three (3) percent of then-current total contract unit price. This limitation shall not apply, however, if, after final delivery of all line items, either party requests an adjustment under paragraph (b) of clause 52.216-4 Economic Price
Adjustment -- Labor and Material.
III. The total increase for any M116A1 and M825A1 Artillery Smoke Projectile Bodies unit price made under this clause shall not exceed ten (10) percent of the original established firm fixed unit price for the applicable ordering period.

Any supporting documentation provided either with the original proposal submission or in response to a delivery order issuance under Ordering Periods 2-5 is required to substantiate the prices for steel, aluminum and/or copper. Failure to provide the detailed data required by this clause or the supporting documentation in the form of recent vendor quote, purchase order, invoice, etc. will render the contractor ineligible for any future
EPAs on delivery order production CLIN unit prices for the applicable commodity.
E. The offeror must submit adequate information to establish the baseline from which adjustments will be made. The offeror must provide the start weight(s) in pounds for raw material(s) subject to EPA.
F. The Contracting Officer may examine the contractor's books, records, and other supporting data relevant to the cost of material during any reasonable time until the end of the three years after date of final payment under the awarded contract, or the time periods specified in FAR Subpart 4.7, whichever is earlier.
