SECTION M - EVALUATION FACTORS FOR AWARD
Section M. Evaluation of Proposals
It is the responsibility of the offeror to provide complete and thorough explanations for each factor/sub-factor submitted as required by Section L. Submit each Volume, to include all factors/sub-factors, with the offerors initial proposal, and the U.S. Government is not obligated to make another request for the required information. Performance or capabilities proposed that exceed mandatory minimum requirements may be incorporated into the contract in accordance with FAR 15.306(d)(4).
M.1. BASIS FOR CONTRACT AWARD:
This acquisition will utilize a Subjective Best Value Tradeoff Source Selection Process authorized at FAR 15.101-1, as supplemented;
therefore, the offeror submitting the proposal that is determined to be the most beneficial to the U.S. Government given appropriate consideration to the four evaluation factors (Technical, Price, Past Performance, and Small Business Participation) will be awarded a contract. The U.S. Government expects to award a single IDIQ contract as a result of this solicitation. The U.S. Government reserves the right to: limit the competitive range for the purposes of efficiency; make an award to other than the low offer; or make no award should no vendors offer prove to be acceptable based on the criteria set forth in the solicitation. The U.S. Government intends to award without discussions. The U.S. Government will make an award to the responsible contractor whose offer conforms to the solicitation and is determined to be the most advantageous to the U.S. Government, considering price and non-price factors, taking into consideration the relative importance of each. Adjectival ratings will be assigned based on the rating that best fits the proposal overall, based on the U.S. Governments assessment. The solicitation requirements include all stated terms, conditions, representations, certifications, and other information required by Section L of this solicitation.
M.2. NUMBER OF CONTRACT AWARDS:
The U.S. Government intends to make a single award to the offeror whose proposal is determined to be the subjective best value.
With the exception of the minimum guaranteed dollar value, all other amounts represented in this solicitation are estimates only and do not bind the U.S. Government in any way. An award under this solicitation in no way obligates the U.S. Government to order additional items or issue additional Delivery Orders beyond the guaranteed minimum.
M.3. AWARD DECISION:
Evaluation Factors Rankings: A tradeoff will occur based on a comparative assessment of the Technical, Price, and Small Business
Participation Factors. The Past Performance Factor is acceptable or unacceptable.
M.3.1 The Technical Factor is more important than the Price Factor. The Price Factor is more important than the Small Business
Participation Factor. Both Technical Sub-factors are of equal importance. Although Price is not the most important element, it could become a controlling factor if technical factors are relatively equal amongst offerors. Past Performance evaluation is on an
Acceptable/Unacceptable basis, and all offerors must receive a rating of "Acceptable" under the Past Performance Factor for consideration under the Technical/Price/Small Business Participation trade-off evaluation. Since the Technical Factor is more important than the Price Factor, the U.S. Government reserves the right to make an award to an offeror with a higher priced proposal that is superior in the Technical Factor.
M.3.2 The U.S. Government will award to the offeror who submits the proposal determined to be the subjective best value to the
U.S. Government, subject to an acceptable responsibility determination in accordance with FAR Part 9 and conformance of the offerors proposal to the terms and conditions of the solicitation.
M.4. RESPONSIBILITY: The U.S. Government will determine responsibility of the apparent successful offeror in accordance with FAR 9.1.
M.5. PROPOSAL EVALUATION:
M.5.1 A team of U.S. Government personnel shall evaluate all proposals in strict adherence to the evaluation criteria delineated within the solicitation. The U.S. Government will not assume that performance will include areas not specified in the offerors proposal. With the exception of Past Performance, evaluators shall not consider or use as a basis for evaluation any assumptions, preconceived ideas, and personal knowledge or opinions not supported by material provided in the proposal. However, the evaluation of Past Performance may use data other than that provided with the offerors proposal (e.g., past customers and previous contracting officials.)
M.6. EVALUATION FACTORS: The U.S. Government will evaluate each offerors proposal on its thoroughness, soundness, and comprehension of the requirement as to high likelihood of success. The U.S. Government will consider the following factors in the evaluation of proposals received under this solicitation:
