About this file

This document provides an amendment to a solicitation and answers questions from industry regarding technical requirements for 155mm M116A1 and M825A1 artillery smoke projectile bodies. The amendment increases page limits for technical proposals from 100 to 115 pages in response to a request from offerors to adequately address requirements for two different projectile types. It also answers questions about ultrasonic testing and machining of threads on projectile bodies and components. The questions and answers clarify technical specifications on drawings for notches, threads and finishing on projectile bodies, plugs and ogives. The U.S. Army Contracting Command - Rock Island intends to issue solicitation W52P1J-17-R-0173 for the manufacturing and delivery of the 155mm M825A1 and M116A1 smoke projectile bodies in accordance with government technical data. The small business set-aside contract will have a single award, firm-fixed price, indefinite delivery/indefinite quantity structure over five one-year ordering periods, with estimated monthly production rates and a maximum contract value provided.

1. Answer the following questions provided by industry for the 155mm M116A1 Projectile Body Reference Drawings 13074830 & 13074831:

Question a): Please confirm that the projectile body may be ultrasonically tested with machined features such as threads. ____________

Answer a): The Projectile Body shall not be ultrasonic tested with threads. __________

Question b): If threads are permitted please clarify that notch depth #2 of drawing 13074830 would be measured from the root of the ____________ threads.

Answer b): N/A __________

Question c): If threads are permitted Request that notch #1 and #2 on drawing number 13074830 be increased in length and depth. ____________

The current size of the notch would be difficult to detect with a machine feature such as a thread. We are requesting that the length of the notch be 0.819 and depth 0.205.

Answer c: N/A _________

Question d): If threads are permitted Request that notch #2 on drawing number 13074831 be removed since it would make it very ____________ difficult to distinguish the notch signal with a machined thread.

Answer d: N/A _________

Question e): If threads are permitted Request that notch #1 on drawing number 13074831 be increased in length and depth. The ____________ current size of the notch would be difficult to detect with a machine feature such as a thread. We are requesting that the length of the notch be 0.819 and depth 0.205.

Answer e): N/A __________

2. Answer the following questions provided by industry for the 155mm M116A1 Base Plug Reference Drawings 10534907, rev C (Plug, Base):

Question a): Require clarification on which surfaces of Base Plug receive Finish 20.2. Both Note 5 symbols on drawing make ____________ reference to Diameter 4.925

4. Answer the following questions provided by industry for the 155mm M825A1 Ogive Reference Drawings 13075006 & 13075007:

Question a) Please confirm that the Ogive may be ultrasonically tested with machined features such as threads. ___________

Answer a): The Ogive shall have machined features such as threads before conducting Ultrasonic Testing. Given the need for __________

Hydrostatic Testing, it is important that these machined features are done before hydrostatic testing and ultrasonic testing.

Question b) If threads are permitted Please clarify that notch depth on #2 and #5 of drawings 13075006 would be measured from the ___________ root of the threads.

Answer b): Yes, they can be measured from the root of the threads. __________

Question c) If threads are permitted Request that notch #2 and #5 on drawing number 13075007 be removed since it would make it very ___________ difficult to distinguish the notch signal with a machined thread.

Answer c): Notch #2 and #5 on drawing 13075007 shall be removed. __________

NOTE: Question 4 and its answers regarding the threads will be incorporated in an ECP once contract is awarded.

5. Question a): Request enlarging the maximum page restriction from 100 to a more realistic 200. The issue boils down to having to ____________ submit all the required documentation for two (2) different projectiles. Each projectile has its unique sequence of processes and operations that must be presented separately. Hence, the 100 page max is simply too restrictive for two different technical packages.

Answer 5: 115 pages will be the maximum limit. No additional pages will be granted. _________
