About this file
This document is a Technical Exhibit J Performance Requirements Summary (PRS) for the West Desert Test Center (WDTC) Mission Support Services (MSS) Follow On contract. The PRS outlines 13 specific performance objectives with stringent compliance requirements, each with 100% compliance and zero deviation standards. Key performance requirements include generating and submitting Task Initiation Proposals (TIPs) within four working days of approved contract work orders, providing weekly summary reports with detailed financial and project status information, maintaining security clearances, safeguarding government property, attending quarterly post-award meetings, managing customer service desk operations, and maintaining comprehensive property and safety documentation.
The surveillance methods for these performance objectives are primarily periodic inspections and random sampling, with the Contracting Officer's Representative (COR) having the authority to review and evaluate contractor performance. Each performance objective specifies precise standards such as submitting access and clearance requests within two business days, enrolling test measurement and diagnostic equipment according to specific Army regulations, and generating quarterly work request/acceptance database reports. The document emphasizes strict adherence to reporting, documentation, and operational standards across various aspects of mission support services.
